    Regional Cooperation and Legal Protection to Indonesian Women Migrant Worker

    The increasing number of Indonesian women migrant workers (IWMWs) started since 1997, and remain high after the global financial crisis in 2008. The impact for Indonesian economy is quite significant in terms of social and economy. Unemployment rate increased significantly as well as number of people living below poverty line. Social and family relations changed as women forced to work in public sectors to support family economy. Domestic job scarcity turned thousands of Indonesian women as family bread winner by working overseas. The above push factors are combines by increasing demands of IWMWs in the newly industrialized countries in Southeast Asia, especially Singapore and Malaysia. Geographic and cultural proximity also become reasons both countries are favorite destination to IMWs. As IMWs are mostly uneducated, so they left with no or little choices rather than working as domestic servant or other low income jobs known as 4D\u27s jobs (dirty, dangerous, difficult, demeaning) under poor working conditions. These marginal conditions were the result of weak bargaining position especially compared to other nationality, such as the Filipinos. Marginality also led to the emergence of the issue related to the violation of human and worker rights. To solve the problems, ASEAN countries need to cooperate and to build a solid legal system to protect IWMWs. The conflicting interests within ASEAN member countries between the receiving (Singapore, Malaysia) and sending (Indonesia, The Philippines, Thailand) have prevented the regional organization to produce binding legal products to protect its migrant workers. This research will answer questions: “what are solutions to increase IWMWs bargaining position in regional work force?” Other question would be: “How ASEAN solve regional news related migration issue”

    Diplomasi Indonesia terkait dengan kepentingan pemerintah untuk melindungi warga negaranya di manapun di seluruh dunia. Permasalahan-permasalahan yang dihadapi diplomasi Indonesia sangat erat kaitannya dengan permasalahan-permasalahan internal yang dihadapi oleh tenaga kerja sejak sebelum keberangkatan sampai kembali ke tempat tujuan. Walaupun demikian, menjadi kewajiban negara untuk melindungi dan membela kepentingan warga-negaranya terlepas dari permasalahan di tanah air. Mengingat permasalahan diplomasi merupakan cerminan permasalahan di dalam negeri, maka aktivitas diplomasi Indonesia selayaknya ditujukan pada masyarakat internasional maupun domestik. Untuk itu, diperlukan kerjasama yang baik antar instansi pemerintah maupun lembaga-lembaga independen. Selain itu, diplomasi bilateral maupun multilateral diperlukan untuk lebih memperkuat posisi Indonesia. Mengingat perbedaan antar negara yang tajam, maka diplomasi Indonesia menghadapi banyak hambatan, khususnya sistem masing-masing negara yang berbeda. Pemerintah di sejumlah negara industri baru penerima TKW seperti Hong Kong, Taiwan dan Singapura, relatif sudah memperhatikan hak-hak pekerja asing. Namun demikian sistem sosial dan budaya yang berlaku di Malaysia dan Arab Saudi menyebabkan program perlindungan dan komunikasi tidak berjalan. Banyak kasus menunjukkan tertutupnya memungkinkan perwakilan pemerintah mempunyai akses yang lancar dengan para pekerja domestik. Untuk alasan tersebut, pembahasan pada bab ini akan memfokuskan pada persoalan diplomasi yang dihadapi di Malaysia dan Arab Saudi

    Komunikasi Internasional dalam era Informasi, mengalami Perubahan yang signifikan dalam dari segi aktor, metoda, dan efek yang ditimbulkan. Hadirnya internet beserta produk-produk informasi telah berhasil menembus hambatan geografis, batasan negara, ras, adat, budaya dll. Aktivitas warga negara sekarang semakin penting, mengingat setiap orang dapat langsung terhubung melalui jaringan informasi global. Kondisi ini juga menurunkan peran negara dalam pengambilan keputusan-keputusan penting. Era media massa elektronik seperti televisi yang khusus mempublikasikan berita (news television) juga perlahan digantikan dengan online media dan keberadaan media-media social dan jurnalisme warga. Perkembangan dalam teknologi komunikasi, beserta pengaruh-pengaruhnya bagi kehidupan bermasyarakat khususnya di Indonesia perlu diinformasikan dan disebarluaskan. Penelitian ini membahas Perubahan pada pola Komunikasi Internasional sebagai akibat dari perkembangan teknologi informasi di Indonesia. Pembahasan dilakukan melalui 6 studi kasus yang mewakili pembahasan tentang budaya global, kemunculan jurnalisme warga, keberadaan organisasi Internasional, praktek diplomasi,pembentukan opini publik, dan keamanan, khususnya organisasi terorisme Internasional. Tujuan penelitian ini agar masyarakat pengguna teknologi komunikasi dan informasi semakin sadar akan perkembangan dunia dewasa ini.     The development process affects women and men differentially. The after effects of colonialism and the peripheral position of Third World countries in the world economy exacerbate the effects of sexual discrimination on women. The penetration of capitalism, leading to the modernization and restructuring of traditional economies often increases the disadvantages suffered by women as the modern sector takes over many of the economic activities, such as food processing and making of clothes, which had long been the means by which women supported themselves and their families. A majority of the new and better paid jobs go to men but the male income is less likely to be spent on the family. The paper discusses the role of women and development, as a strategic issue in most developing countries includes Indonesia and to increase understanding on the importance of gender mainstreaming program being implemented in government policies to increase women bargaining position
