    4th International Conference on Open RepositoriesThis presentation was part of the session : Conference PresentationsDate: 2009-05-19 03:00 PM – 04:30 PMThe Northwestern University Library undertook a software development project to create an automated workflow to enable files from its Kirtas book scanner to be both linked to the OPAC with a page viewer application, and ingested into its Fedora repository as archivally sustainable and reusable digital objects. The web-based Book Workflow Interface (BWI) software utilizes jBPM for management and web services for key creation components. It also features an AJAX interface to support drag-and-drop creation and editing of METS-based book structures. The BWI system ingests locally scanned texts as well as texts digitized by external partners or vendors. This project addressed the need for a Fedora-based book viewing tool that can be used by other research libraries developing digital repositories based on a Fedora systems architecture. The book view interface includes full-text search and view, search-within-a-book, book structure browse, page turning, and zooming interface components. The workflow system can be expanded over time to support new functions in the book publishing process, and can be redeployed in support of digitization processes for other types of media. Shifting from a simple book reformatting operation to a dynamic program that makes any multipage text object fully accessible online, this system dramatically improves Northwestern's ability to share its unique library and archival collections.     Returning the House of Representatives to the People: An Apportionment Amendment Proposal Advocating for the Cube Root Rule

    Since the approval of the Permanent Apportionment Act of 1929, the number of representatives in the United States House of Representatives has been capped at 435. While the “People’s House” has seen no growth since 1929, the United States population has nearly tripled since that time to 332 million people in 2022. Without additional representatives to accommodate this larger population, Americans have diluted voting power, representatives are more distant from the constituents they supposedly represent, partisanship stonewalls any productive legislation from being passed, an imbalanced Electoral College clouds the will of the people in selecting their president, and a lack of stable congressional districts allows for more opportunities for political parties to gerrymander districts in their favor. This Note seeks to rectify these issues through a “Cube Root Amendment” to the Constitution. This Amendment would calculate the number of representatives in the House according to the cube root of the United States population. An additional provision adds districting language to force the courts to listen to constitutional claims about gerrymandering. This Note will demonstrate that the Amendment will result in more equitable representation, improve a currently flawed Electoral College scheme, and aid in fighting against gerrymandered districts

    Teleofunctionalism and the Normativity of Practical Rationality

    In this thesis, I apply teleofunctionalism to a current debate concerning the normativity of practical rationality. Assuming teleofunctionalism is the correct theory of mental phenomena, I argue that it can provide a promising account of the normativity of practical rationality. This claim is motivated by the idea that a capacity to represent internal states, external states, and relations between these states as reasons for action has a teleofunction, and is thus a source of normativity. This teleofunction is marked by a distinctive causal role that reason-representation plays in action. Although I argue that this capacity developed out of processes of biological natural selection, the content of representations of reasons for action produced by the mechanisms underlying this capacity need not be determined solely by biological selection. In an effort to naturalize normativity in this way, I discuss the relation between biological-functional normativity and the normativity of rationality itself
