How âSmartâ Are Smart Specialization Strategies?
The introduction of smart specialization (S3) as a fundamental pillar of the 2014 reform of the EU cohesion policy is a significant strategic shift in European development intervention. S3 strategies aimed at mobilizing the economic potential of each country and region of the EU by allowing a more place-based and bottom-up approach to development. However, despite the salience that S3 has acquired in a short period of time, there has been no European-wide evaluation of the extent to which S3 strategies truly reflect the economic characteristics and potential of the territories where they are being implemented. This article examines the characteristics of S3 strategies across Europe â by focusing on their development axes, economic or scientific domains and policy priorities â to assess whether this is the case. The results show that S3 strategies display a proliferation of objectives, a problem that particularly affects areas with weaker quality of government. Moreover, strategies are generally loosely connected with the intrinsic conditions of each region and mostly mimic what neighbouring areas are doing. The lack of more concise and focused S3 strategies is likely to undermine the effectiveness of what is, otherwise, a very interesting and worthwhile policy experiment
The current progress of the ALICE Ring Imaging Cherenkov Detector
Recently, the last two modules (out of seven) of the ALICE High Momentum
Particle Identification detector (HMPID) were assembled and tested. The full
detector, after a pre-commissioning phase, has been installed in the
experimental area, inside the ALICE solenoid, at the end of September 2006. In
this paper we review the status of the ALICE/HMPID project and we present a
summary of the series production of the CsI photo-cathodes. We describe the key
features of the production procedure which ensures high quality photo-cathodes
as well as the results of the quality assessment performed by means of a
specially developed 2D scanner system able to produce a detailed map of the CsI
photo-current over the entire photo-cathode surface.
Finally we present our recent R&D efforts toward the development of a novel
generation of imaging Cherenkov detectors with the aim to identify, in heavy

Bianchi Type I Universes with Causal Bulk Viscous Cosmological Fluid
We consider the dynamics of a causal bulk viscous cosmological fluid filled
constantly decelerating Bianchi type I space-time. The matter component of the
Universe is assumed to satisfy a linear barotropic equation of state and the
state equation of the small temperature Boltzmann gas. The resulting
cosmological models satisfy the condition of smallness of the viscous stress.
The time evolution of the relaxation time, temperature, bulk viscosity
coefficient and comoving entropy of the dissipative fluid is also obtained.Comment: 11 pages, 5 figures, accepted for publication in International

Serological survey and molecular characterization of theileria annulata in sicilian cattle
Tropical theileriosis is a tick-borne disease caused by hemoprotozoan parasites with considerable veterinary and economic impact worldwide. Ticks transmitting the disease belong to the Haemaphysalis, Rhipicephalus, and Hyalomma genera. The Hyalomma genus is very common in Sicily (Italy) and represents the main Theileria annulata vector in the island. Data concerning the molecular epidemiology of this pathogen are missing in the region. In 2018â2019, blood and serum samples were collected from 480 cows in seven Sicilian farms from four different provinces. Seroprevalence in the farms ranged from 22% to 71%. Three farms were selected for molecular analysis consisting of real-time PCR targeting the almost complete 18S ribosomal RNA (rRNA). Four amplicons per farm were sequenced and phylogenetic analyses were carried out. The four sequences were identical within each farm and showed 92â99% identity with the other farms and with sequences from Genbank. According to the phylogenetic analysis, these three sequences and an additional one from a laboratory-cultured Theileria annulata strain obtained in 1999 belonged to a single T. annulata clade with good bootstrap support with other sequences from Italy, India, and Iran, indicating limited geographical and temporal genetic variability of the parasite. This study represents the first phylogenetic analysis of T. annulata in Sicily, which will be useful to improve the strategies for theileriosis control and prevention
Isolation of KPC 3-producing Enterobacter aerogenes in a patient colonized by MDR Klebsiella pneumoniae
We describe the interspecies transmission of the plasmid-mediated blaKPC-3 gene, which confers carbapenem resistance, between clinically relevant gram-negative bacteria in a single patient. A KPC-3 producing Enterobacter aerogenes was isolated from a hospitalized patient previously colonized and then infected by a Klebsiella pneumoniae ST101 carrying the blaKPC-3 gene. The strains showed identical plasmids. Since intense horizontal exchanges among bacteria can occur in the gut, clinicians should be aware that patients colonized by carbapenem-resistant K. pneumoniae could become carriers of other carbapenem-resistant Enterobacteriaceae. © 2016 by Edimes - Edizioni Internazionali Srl. Toxicity after moderately hypofractionated versus conventionally fractionated prostate radiotherapy: A systematic review and meta-analysis of the current literature
Background: Moderately hypofractionated radiotherapy (RT) currently represents the standard RT approach for all prostate cancer (PCa) risk categories. We performed a systematic review and meta-analysis of available literature, focusing on acute and late genitourinary (GU) and gastrointestinal (GI) adverse events (AEs) of moderate hypofractionation for localized PCa. Materials and methods: Literature search was performed and two independent reviewers selected the records according to the following Population (P) Intervention (I) Comparator (C) and Outcomes (O) (PICO) question: âIn patients affected by localized PCa (P), moderately hypofractionated RT (defined as a treatment schedule providing a single dose per fraction of 3â4.5 Gy) (I) can be considered equivalent to conventionally fractionated RT (C) in terms of G > 2 GI and GU acute and late adverse events (O)?â. Bias assessment was performed using Cochrane Cochrane Collaboration's Tool for Assessing Risk of Bias. Results: Thirteen records were identified and a meta-analysis was performed. Risk of acute GI and GU > 2 adverse events in the moderately hypofractionated arm was increased by 9.8 % (95 %CI 4.8 %â14.7 %; I2 = 57 %) and 1.5 % (95 % CI -1.5 %-4.4 %; I2 = 0%), respectively. Discussion: Overall, majority of trials included in our meta-analysis suggested that moderately hypofractionated RT is equivalent, in terms of GI and GU adverse events, to conventional fractionation. Pooled analysis showed a trend to increased GI toxicity after hypofractionated treatment, but this might be related to dose escalation rather than hypofractionation
Postmastectomy radiotherapy for locally advanced breast cancer receiving neoadjuvant chemotherapy.
Neoadjuvant chemotherapy (NAC) is widely used in locally advanced breast cancer (BC) treatment. The role of postmastectomy radiotherapy (PMRT) after NAC is strongly debated. The aim of our analysis was to identify major prognostic factors in a single-center series, with emphasis on PMRT. From 1997 to 2011, 170 patients were treated with NAC and mastectomy at our center; 98 cases (57.6%) underwent PMRT and 72 cases (42.4%) did not receive radiation. At a median follow-up period of 7.7 years (range 2â16) for the whole cohort, median time to locoregional recurrence (LRR) was 3.3 years (range 0.7â12.4). The 5-year and 10-year actuarial LRR rate were 14.5% and 15.9%, respectively. At the multivariate analysis the factors that significantly correlated with survival outcome were â„4 positive nodes (HR 5.0, 1.51â16.52; P=0.035), extracapsular extension (HR 2.18, 1.37â3.46; P=0.009), and estrogen receptor positive disease (HR 0.57, 0.36â0.90; P=0.003). Concerning LRR according to use of radiation, PMRT reduced LRR for patient with clinical T3 staged disease (P=0.015). Our experience confirmed the impact of pathological nodal involvement on survival outcome. PMRT was found to improve local control in patients presenting with clinical T3 tumors, regardless of the response to chemotherapy
VHMPID: a new detector for the ALICE experiment at LHC
This article presents the basic idea of VHMPID, an upgrade detector for the
ALICE experiment at LHC, CERN. The main goal of this detector is to extend the
particle identification capabilities of ALICE to give more insight into the
evolution of the hot and dense matter created in Pb-Pb collisions. Starting
from the physics motivations and working principles the challenges and current

Genetic Loss of miR-205 Causes Increased Mammary Gland Development
MiRNAs play crucial roles in a broad spectrum of biological processes, both physiological and pathological. Different reports implicate miR-205 in the control of breast stem cell properties. Differential miR-205 expression has been observed in different stages of mammary gland development and maturation. However, a functional role in this process has not been clearly demonstrated. We generated an miR-205 knockout in the FVB/N mouse strain, which is viable and characterized by enhanced mammary gland development. Indeed, mammary glands of miR-205â/â female mice at different ages (1.5 and 5.5 months) show increased outgrowth and branching. This evidence is consistent with our previously reported data demonstrating the direct miR-205-mediated targeting of HER3, a master regulator of mammary gland development, and the oncosuppressive activity of this microRNA in different types of breast cancer
Dark matter search in a Beam-Dump eXperiment (BDX) at Jefferson Lab
MeV-GeV dark matter (DM) is theoretically well motivated but remarkably
unexplored. This Letter of Intent presents the MeV-GeV DM discovery potential
for a 1 m segmented plastic scintillator detector placed downstream of the
beam-dump at one of the high intensity JLab experimental Halls, receiving up to
10 electrons-on-target (EOT) in a one-year period. This experiment
(Beam-Dump eXperiment or BDX) is sensitive to DM-nucleon elastic scattering at
the level of a thousand counts per year, with very low threshold recoil
energies (1 MeV), and limited only by reducible cosmogenic backgrounds.
Sensitivity to DM-electron elastic scattering and/or inelastic DM would be
below 10 counts per year after requiring all electromagnetic showers in the
detector to exceed a few-hundred MeV, which dramatically reduces or altogether
eliminates all backgrounds. Detailed Monte Carlo simulations are in progress to
finalize the detector design and experimental set up. An existing 0.036 m
prototype based on the same technology will be used to validate simulations
with background rate estimates, driving the necessary RD towards an
optimized detector. The final detector design and experimental set up will be
presented in a full proposal to be submitted to the next JLab PAC. A fully
realized experiment would be sensitive to large regions of DM parameter space,
exceeding the discovery potential of existing and planned experiments by two
orders of magnitude in the MeV-GeV DM mass range.Comment: 28 pages, 17 figures, submitted to JLab PAC 4
