Constraints on the Neutrino Parameters from the `Rise-up' in the Boron Neutrino Spectrum at Low Energies
The rise-up in boron neutrino spectrum at low energies has been studied
within the framework of `pure LMA' scenario. Indirect bounds on the spectral
`upturn' have been obtained from the available solar neutrino data. These
bounds have been used to demonstrate the efficacy of the precision measurements
of the `upturn' for further constraining the neutrino parameter space allowed
by SNO salt phase data. The sterile neutrino flux has been constrained in the
light of the recent 766.3 Ty KamLAND spectral data.Comment: Latex 10pages including 3 postscript figure

India has about 34,022 miles of rail track and Lilian Railways carry on an average about 1260 million passengers a year. The railway traffic is increasing rapidly every scar and the Government have a programme of railroad expansion. Most of the rails required by the Indian
Railways are manufactured in India by the Tata Iron and Steel Company Limited, Jamshedpur, and the Steel Corpor-ation of Bengal, Burnpur. In the year 1951-52, these concerns supplied 27,198 and 8,552 tons of rails, respect-ively. The rails manufactured in India are of two variet-ies usually termed Carbon Steel Rails and Medium Manganese Rails.* All the indigenous rails are inspected and passed by the Government Metallurigcal Inspectorate at Tatanagar, in accordance with I.R.S. Specification T. 12-50 which is equivalent to B.S.S. No 11-36. A very close scrutiny is nviintained during them inspection keeping in mind the safety of' the travelling public. Economic liberalisation targeted programmes and household food security
"Although there is little consensus on the impact of trade liberalization on poverty and food security, it is nevertheless widely acknowledged that there is a need for governments to establish safety-nets to guard against any potentially harmful effects on the poor and vulnerable sections of society. Against this background, programs aimed at achieving food security and reducing poverty gain increased importance in the reform era. This study aims to evaluate several such programs that are currently in place in the country from the point of view of their impact, efficiency and financial sustainability. The purpose is to determine how these programs may be improved and propose appropriate policy options for reform, while also keeping in mind the new challenges that might lie ahead. Specifically, the study evaluates the Public Distribution System (PDS), Public Works Programs, and certain food-based direct intervention programs such as the Integrated Child Development Scheme (ICDS) and Tamil Nadu Integrated Nutrition Program (TINP), with a view to suggest how they can be made more cost effectiveness and better targeted." Four Zero Texture Fermion Mass Matrices in SO(10) GUT
We attempt the integration of the phenomenologically successful four zero
texture of fermion mass matrices with the renormalizable SO(10) GUT. The
resulting scenario is found to be highly predictive. Firstly, we examine the
phenomenological implications of a class of the lepton mass matrices with
parallel texture structures and obtain interesting constraints on the
parameters of the charged lepton and the neutrino mass matrices. We combine
these phenomenological constraints with the constraints obtained from SO(10)
GUT to reduce the number of the free parameters and to further constrain the
allowed ranges of the free parameters. The solar/atmospheric mixing angles
