The effect of school quality on educational attainment and wages
The paper examines the effects of school pupil-teacher ratios and type of school on educational attainment and wages using the British National Child Development survey (NCDS). The NCDS is a panel survey which has followed a cohort of individuals born in March 1958, and has a rich set of background variables recorded throughout the individual's life. The results suggest that, once we control for ability and family background, the pupil-teacher ratio has no impact on educational qualifications or on male wages. It has an impact on womenâs wages at the age of 33, particularly those of low ability. We also find evidence that those who attend selective schools have better educational outcomes and, in the case of men, higher wages at the age of 33. The impact is higher for the type of individuals who are less likely not to attend selective schools, but for whom a comparison group does exist among those attending
Education maintenance allowance evaluation with administrative data: the impact of the EMA pilots on participation and attainment in post-compulsory education
This report contains the findings of an evaluation of the impact of the Education Maintenance Allowance (EMA) using administrative data. We analyse the effects of its initial piloting - and subsequent extension - on participation in full-time education at ages 16 and 17, and on educational achievement at ages 18 and 19. Furthermore, we conduct subgroup analysis to break down the overall effect by different background characteristics. This allows us to see how the impact of the EMA varies according to characteristics such as sex, ethnic group, and potential indicators of material deprivation and prior academic ability

Ethnic parity in labour market outcomes for benefit claimants
A significant gap exists in the UK between the employment rate for Ethnic Minorities and that for
Whites. From a policy perspective, it is important to know whether this gap is due to differences in
the characteristics of White and Ethnic Minority groups (which reduce the employability of Ethnic
Minority groups relative to Whites) or whether it results from some form of discriminatory behaviour
in the labour market. In this paper, we use administrative data to estimate ethnic differences in
employment and benefit receipt amongst individuals who began claiming a Jobcentre Plus benefit
in 2003. In contrast to much of the previous UK literature, we use a number of different quantitative
techniques to estimate this gap, and show that in a lot of cases the estimates obtained are very
sensitive to the techniques used. We argue that for the questions we are interested in and the data
we have, propensity score matching methods are the most robust approach to estimating ethnic
parity. We compare this preferred approach with estimates derived using alternative approaches
commonly used in the literature (generally regression-based techniques) to determine the extent to
which more straightforward methods are able to replicate those produced by matching. In many
cases, it turns out not to be possible to calculate satisfactory quantitative estimates even with
matching techniques: the characteristics of Whites and Ethnic Minorities are simply too different
before the Jobcentre Plus intervention to reliably estimate the parameters of interest. Moreover, for
a number of the groups, results seem to be very sensitive to the methodology used. This calls into
question previous results based on simple regression techniques, which are likely to hide the fact
that observationally different ethnic groups are de facto being compared on the basis of parametric
extrapolations. Two groups for which it was possible to calculate reasonably reliable results are
incapacity benefit (IB) and income support (IS). For these groups we find that large and significant
raw penalties almost always disappear once we appropriately control for pre-inflow background
and labour market characteristics. There is also a good degree of consistency across
methodologies
Conceptual and Empirical Issues for Alternative Student Loan Designs: The Significance of Loan Repayment Burdens for the US
In this article, we compare the two main types of student loans used to finance postsecondary education: mortgage-type loans, which are repaid over a set period of time and mainly used in the United States; and income-contingent loans, which are repaid depending on studentsâ future income and used in Australia and England. We argue that the major concern with mortgage-type loans is the repayment burden that falls on students. Repayment burdenâthe proportion of a debtorâs income required to repay loansâis fundamental to the assessment of student loan systems because it affects the probability of students defaulting on loan repayment, and because it bears on debtorsâ consumption and standard of living. We show that Stafford loans imply extremely difficult financial circumstances for a minority of U.S. loan recipients, and that income-contingent loans can solve those problems. The financial benefits of income-contingent loans are illustrated through a hypothetical student loan experience

A hermeneutic inquiry into user-created personas in different Namibian locales
Persona is a tool broadly used in technology design to support communicational interactions between designers and users. Different Persona types and methods have evolved mostly in the Global North, and been partially deployed in the Global South every so often in its original User-Centred Design methodology. We postulate persona conceptualizations are expected to differ across cultures. We demonstrate this with an exploratory-case study on user-created persona co-designed with four Namibian ethnic groups: ovaHerero, Ovambo, ovaHimba and Khoisan. We follow a hermeneutic inquiry approach to discern cultural nuances from diverse human conducts. Findings reveal diverse self-representations whereby for each ethnic group results emerge in unalike fashions, viewpoints, recounts and storylines. This paper ultimately argues User-Created Persona as a potentially valid approach for pursuing cross-cultural depictions of personas that communicate cultural features and user experiences paramount to designing acceptable and gratifying technologies in dissimilar locales

What Women With Disabilities Write in Personal Blogs About Pregnancy and Early Motherhood: Qualitative Analysis of Blogs.
BackgroundMore than 1 in 10 women of reproductive age identify as having some type of disability. Most of these women are able to become pregnant and have similar desires for motherhood as women without disability. Women with disability, however, face greater stigma and stereotyping, additional risk factors, and may be less likely to receive adequate reproductive health care compared with their peers without disability. More and more individuals, including those with disability, are utilizing the internet to seek information and peer support. Blogs are one source of peer-to-peer social media engagement that may provide a forum for women with disability to both share and obtain peer-to-peer information and support. Nevertheless, it is not clear what content about reproductive health and pregnancy and/or motherhood is featured in personal blogs authored by women with spinal cord injury (SCI), traumatic brain injury (TBI), spina bifida, and autism.ObjectiveThe objective of this study was twofold: (1) to examine the information being shared in blogs by women with 4 types of disabilities, namely, SCI, TBI, spina bifida, and autism, about reproductive health, disability, health care, pregnancy, and motherhood; and (2) to classify the content of reproductive health experiences addressed by bloggers to better understand what they viewed as important.MethodsPersonal blogs were identified by searching Google with keywords related to disabilities, SCI, TBI, spina bifida, and autism, and a variety of keywords related to reproductive health. The first 10 pages of each database search in Google, based on the relevance of the search terms, were reviewed and all blogs in these pages were included. Blog inclusion criteria were as follows: (1) written by a woman or care partner (ie, parent or spouse) of a woman with a self-identified diagnosis of SCI, TBI, spina bifida, or autism; (2) focused on the personal experience of health and health care during the prepregnancy, prenatal, antepartum, intrapartum, and/or postpartum periods; (3) written in English; and (4) published between 2013 and 2017. A descriptive and thematic qualitative analysis of blogs and corresponding comments was facilitated with NVivo software and matrix analysis.ResultsOur search strategy identified 125 blogs that met all the inclusion criteria; no blogs written by women with spina bifida were identified. We identified 4 reproductive health themes featured in the blog of women with disabilities: (1) (in)accessible motherhood, (2) (un)supportive others, (3) different, but not different, and (4) society questioning motherhood.ConclusionsThis analysis of personal blogs about pregnancy and health care written by women with SCI, TBI, and autism provides a glimpse into their experiences. The challenges faced by these women and the adaptations they made to successfully navigate pregnancy and early motherhood provide insights that can be used to shape future research
