    The Determination of the Effective Resistance of a Spindle Supporting a Model Airfoil

    An attempt was made to determine the effect of spindle interference on the lift of the airfoil by measuring moments about the axis parallel to the direction of air flow. The values obtained are of the same degree as the experimental error, and for the present this effect will be neglected. The results obtained using a U.S.A. 15 wing (plotted here) show that the correction is nearly constant from 0 degrees to 10 degrees incidence and that at greater angles its value becomes erratic. At such angles, however, the wing drag is so high that the spindle correction and its attendant errors become relatively small and unimportant

    Independent Orbiter Assessment (IOA): Analysis of the hydraulics/water spray boiler subsystem

    The results of the Independent Orbiter Assessment (IOA) of the Failure Modes and Effects Analysis (FMEA) and Critical Items List (CIL) are presented. The IOA approach features a top-down analysis of the hardware to determine failure modes, criticality, and potential critical items (PCIs). To preserve independence, this analysis was accomplished without reliance upon the results contained within the NASA FMEA/CIL documentation. This report documents the independent analysis results for the Orbiter Hydraulics/Water Spray Boiler Subsystem. The hydraulic system provides hydraulic power to gimbal the main engines, actuate the main engine propellant control valves, move the aerodynamic flight control surfaces, lower the landing gear, apply wheel brakes, steer the nosewheel, and dampen the external tank (ET) separation. Each hydraulic system has an associated water spray boiler which is used to cool the hydraulic fluid and APU lubricating oil. The IOA analysis process utilized available HYD/WSB hardware drawings, schematics and documents for defining hardware assemblies, components, and hardware items. Each level of hardware was evaluated and analyzed for possible failure modes and effects. Criticality was assigned based upon the severity of the effect for each failure mode. Of the 430 failure modes analyzed, 166 were determined to be PCIs

    Machine Learning and Irresponsible Inference: Morally Assessing the Training Data for Image Recognition Systems

    Just as humans can draw conclusions responsibly or irresponsibly, so too can computers. Machine learning systems that have been trained on data sets that include irresponsible judgments are likely to yield irresponsible predictions as outputs. In this paper I focus on a particular kind of inference a computer system might make: identification of the intentions with which a person acted on the basis of photographic evidence. Such inferences are liable to be morally objectionable, because of a way in which they are presumptuous. After elaborating this moral concern, I explore the possibility that carefully procuring the training data for image recognition systems could ensure that the systems avoid the problem. The lesson of this paper extends beyond just the particular case of image recognition systems and the challenge of responsibly identifying a person’s intentions. Reflection on this particular case demonstrates the importance (as well as the difficulty) of evaluating machine learning systems and their training data from the standpoint of moral considerations that are not encompassed by ordinary assessments of predictive accuracy

    Generalization of Quantum Error Correction via the Heisenberg Picture

    We show that the theory of operator quantum error correction can be naturally generalized by allowing constraints not only on states but also on observables. The resulting theory describes the correction of algebras of observables (and may therefore suitably be called ``operator algebra quantum error correction''). In particular, the approach provides a framework for the correction of hybrid quantum-classical information and it does not require the state to be entirely in one of the corresponding subspaces or subsystems.     Independent Orbiter Assessment (IOA): Assessment of the hydraulics/water spray boiler subsystem

    The results of the Independent Orbiter Assessment (IOA) of the Failure Modes and Effects Analysis (FMEA) and Critical Items List (CIL) are presented. The IOA effort first completed an analysis of the Hydraulics/Water Spray Boiler (HYD/WSB) hardware, generating draft failure modes and potential critical items. To preserve independence, this analysis was accomplished without reliance upon the results contained within the NASA FMEA/CIL documentation. The IOA results were then compared to the NASA FMEA/CIL baseline with proposed Post 51-L updates included. A resolution of each discrepancy from the comparison is provided through additional analysis as required. This report documents the results of that comparison for the Orbiter HYD/WSB hardware. The IOA product for the HYD/WSB analysis consisted of 447 failure mode worksheets that resulted in 183 potential critical items being identified. Comparison was made to the NASA baseline which consisted of 364 FMEAs and 111 CIL items. This comparison produced agreement on all but 68 FMEAs which caused differences in 23 CIL items

    Davidson on Self‐Knowledge: A Transcendental Explanation

    Davidson has attempted to offer his own solution to the problem of self-knowledge, but there has been no consensus between his commentators on what this solution is. Many have claimed that Davidson’s account stems from his remarks on disquotational specifications of self-ascriptions of meaning and mental content, the account which I will call the “Disquotational Explanation”. It has also been claimed that Davidson’s account rather rests on his version of content externalism, which I will call the “Externalist Explanation”. I will argue that not only are these explanations of self-knowledge implausible, but Davidson himself has already rejected them. Thus, neither can be attributed to Davidson as his suggested account of self-knowledge. I will then introduce and support what I take to be Davidson’s official and independent account of self-knowledge, that is, his “Transcendental Explanation”. I will defend this view against certain potential objections and finally against the objections made by William Child

    Precision measurement of light shifts at two off-resonant wavelengths in a single trapped Ba+ ion and determination of atomic dipole matrix elements

    We define and measure the ratio (R) of the vector ac-Stark effect (or light shift) in the 6S_1/2 and 5D_3/2 states of a single trapped barium ion to 0.2% accuracy at two different off-resonant wavelengths. We earlier found R = -11.494(13) at 514.531nm and now report the value at 1111.68nm, R = +0.4176(8). These observations together yield a value of the matrix element, previously unknown in the literature. Also, comparison of our results with an ab initio calculation of dynamic polarizability would yield a new test of atomic theory and improve the understanding of atomic structure needed to interpret a proposed atomic parity violation experiment.Comment: 12 pages, 11 figures, in submission to PR

    Why the Realist-Instrumentalist Debate about Rational Choice Rests on a Mistake

    Within the social sciences, much controversy exists about which status should be ascribed to the rationality assumption that forms the core of rational choice theories. Whilst realists argue that the rationality assumption is an empirical claim which describes real processes that cause individual action, instrumentalists maintain that it amounts to nothing more than an analytically set axiom or ‘as if’ hypothesis which helps in the generation of accurate predictions. In this paper, I argue that this realist-instrumentalist debate about rational choice theory can be overcome once it is realised that the rationality assumption is neither an empirical description nor an ‘as if’ hypothesis, but a normative claim

    Velocity of Light in Dark Matter with Charge

    We propose an interesting mechanism to reconcile the recent experiments of the Michelson-Morley type and slowdown of the velocity of light in dark matter with a fractional electric charge when the index of refraction of dark matter depends on the frequency of a photon. After deriving the formula for the velocity of light in a medium with the index of refraction n(ω)n(\omega) in a relativistic regime, it is shown that the local anisotropy of the light speed is proportional to the second order in n(ω)−1n(\omega) - 1. This result implies that the experiments of the Michelson-Morley type do not give rise to a stringent constraint on the slowdown of the velocity of light in dark matter with electric charge.Comment: 10 page
