R&D Investment Level and Environment as Predictors of Firm Acquisition
R&D investments contribute to the development of firm technology resources, and the possession of such resources often increases a firm’s attractiveness as a potential acquisition target. However, the value ascribed to a firm’s technology resources by would-be acquirers may be moderated by its industry’s environmental characteristics. Using data from 2886 firms, we find that investments in R&D predict acquisition likelihood and that R&D investments are most strongly associated with acquisition of firms under conditions of high environmental munificence and dynamism. Coverage-dependent molecular tilt of carbon monoxide chemisorbed on Pt{110}: A combined LEED and DFT structural analysis
The adsorption of carbon monoxide on the Pt{110} surface at coverages of 0.5 ML and 1.0 ML was investigated
using quantitative low-energy electron diffraction (LEED IV) and density-functional theory (DFT). At 0.5
ML CO lifts the reconstruction of the clean surface but does not form an ordered overlayer. At the saturation
coverage, 1.0 ML, a well-ordered p(2×1) superstructure with glide line symmetry is formed. It was confirmed
that the CO molecules adsorb on top of the Pt atoms in the top-most substrate layer with the molecular
axes tilted by ±22° with respect to the surface normal in alternating directions away from the close
packed rows of Pt atoms. This is accompanied by significant lateral shifts of 0.55 Ã… away from the atop
sites in the same direction as the tilt. The top-most substrate layer relaxes inwards by −4% with respect to
the bulk-terminated atom positions, while the consecutive layers only show minor relaxations. Despite the
lack of long-range order in the 0.5 ML CO layer it was possible to determine key structural parameters by
LEED IV using only the intensities of the integer-order spots. At this coverage CO also adsorbs on atop sites
with the molecular axis closer to the surface normal (b10°). The average substrate relaxations in each
layer are similar for both coverages and consistent with DFT calculations performed for a variety of ordered
structures with coverages of 1.0 ML and 0.5 ML
Extension on the Brink - Meeting the Private Sector Challenge in the Information Marketplace
The Cooperative Extension Service is facing unprecedented competitive pressure in the information and education marketplace. As data are combined with knowledge to create information from which revenue and value can be gained, private information providers are placing Extension at a competitive disadvantage. As information customers reassess their needs and place higher value on convenience and access over objectivity, several questions must be answered. Chief among them: Can Extension and the Land-Grant System survive and succeed in head-to-head competition with private information providers, or will the system be most successful as a wholesale source of information and education in partnership with private-sector information providers
Military service and crime: new evidence
BACKGROUND: Evidence indicates that a substantial proportion of military personnel are involved in high-risk and antisocial behaviors that place them at jeopardy for criminal justice system involvement. However, prior research on military service and crime has disproportionately focused on veterans from the Vietnam War era (1955–1975), and has tended to focus on either current or former military members.
METHODS: This study employed data from a population-based study (i.e., National Study on Drug Use and Health [NSDUH] between 2002 and 2014). It systematically examines the prevalence of self-reported antisocial behaviors, criminal justice system involvement, and substance abuse among the US civilian population and military service members, including reservists (n = 2206) and those who reported having been separated or retired from military service (n = 20,551). These factors are further examined across the developmental spectrum of adulthood (ages 18–34, 35–49, and 50–64).
RESULTS: Results showed that military members were more prone to lifetime arrests and overall substance misuse. However, additional findings emerged suggesting that, while the military population overall seems to be positively associated with higher criminal activity than that found in the civilian population, these findings were based on a specific subgroup of the veteran population. This subgroup is comprised of individuals who likely did not fit in with the military culture and were discharged from the military early in their careers.
CONCLUSION: Additional research on identifying this subgroup of military members is encouraged to better concentrate on prevention and treatment measures
The Relationship between Cost Analysis and Program Management
Cost analysis if often viewed as applying basic principles and cost methodologies to determine total system cost. These finished estimates then flow into a decision making process and the cost estimator leaves the stage. Reality shows that the cost estimator is actually one of the main contributors to the decision making process. Our introduction to this special issue explores the areas where cost estimating plays a major role in program management in areas beyond the normal program estimate. We have included articles that show the key role estimators can play in source selection strategies and evaluation; cost of delay analysis for management decisions, earned value management methods to predict program costs; decision criteria to rank competing projects that complement traditional cost-based methods; and a new methodology for determining research and development budget profiles

SpORtI: The species originality and rarity index combines phylogenetic and functional originality with rarity metrics to provide a new perspective on species rarity
Methods used to assign rarity among species are fundamental to our ecological understanding and conservation of species that are most vulnerable to extinction or extirpation. Bees (Hymenoptera: Apoidea: Anthophila) are at the forefront of declines in pollinator diversity and a comprehensive understanding of their conservation requirements in any landscape is essential. Rarity is generally defined in terms of numerical abundance and geographical distribution, though aspects of species life history, such as degree of specialization and taxonomic relatedness, are also widely recognized as important. Incomplete information on the life histories of many taxa obliges ecologists to rely on species-level classifications of specialization provided by expert opinion or in published site- or region-specific studies. Descriptions of specialization are therefore rooted in characterization of the habitat and introduce subjectivity into rarity calculations through assumptions of how species perceive and use resources. An alternative approach that may reduce this level of subjectivity is to incorporate important life-history elements into species rarity assessments, which are traits of the organism itself and not its environment. Phylogenetic and functional originality are metrics which have been presented as useful for characterizing the uniqueness of species, and thus for developing a more informed index of species rarity. This study describes our Species Originality and Rarity Index (SpORtI) for bees that includes variables reflecting five rarity and originality metrics for each species: numeric rarity, geographic rarity, phenological rarity, phylogenetic originality, and functional originality. We compared species-specific rarity weights generated with this approach against other indices using a bee dataset collected over three years across the 520,000-km2 land area of the Great Lakes Basin and within the United States and found that rankings using our approach differed significantly from other indices. Our index represents an improvement on previous approaches since it incorporates key information identified by other researchers and avoids potential subjectivity associated with assigning habitat specialization. Importantly, SpORtI has the added advantage to incorporate updated species life-history traits reported in the literature to allow for the most comprehensive and timely rarity index. This new index will aid researchers and practitioners in determining what species to focus conservation efforts on, as well as which management treatments and environmental factors affect our most vulnerable species of bees, or other taxa, so that limited resources can be applied to focal areas of conservation concern more effectively and efficiently
Effect of ISPAD Anaerobic Digestion on Ammonia Volatilization from Soil Applied Swine Manure
Swine manure subjected to in-storage psychrophilic anaerobic digestion (ISPAD) undergoes proteins degradation but limited NH3 volatilization, producing an effluent rich in plant-available nitrogen. Accordingly, ISPAD effluent can offer a higher fertilizer value during land application, as compared to manure of similar age stored in an open tank. However, this additional nitrogen can also be lost by volatilization during land application. The objective of this study was therefore to measure NH3 volatilization from both ISPAD and open tank swine manures when applied to 5 different soils, namely, washed sand, a Ste Rosalie clay, an Upland sandy loam, a St Bernard loam, and an Ormstown loam. This research was conducted using laboratory wind tunnels simulating land application. The five experimental soils offered similar pH values but different water holding capacity, cation exchange capacity, cation saturation, and organic matter. After 47 h of wind tunnel monitoring, the % of total available nitrogen (TAN or NH4 + and NH3) volatilized varied with both manure and soil type. For all soil types, the ISPAD manure consistently lost less NH3 as compared to the open tank manure, averaging 53% less. Lower volatile solids content improving manure infiltration into the soil and a more complex ionic solution explain the effect of the ISPAD manure advantages. This was reinforced by the St Bernard sandy loam losing the same nitrogen mass for both manures, because of its higher pH and buffer pH coupled with an intermediate CEC resulting in more soil solution NH3. Within each manure type, % TAN volatilized was highest for washed sand and lowest for the clay soil. As a result, ISPAD manure can offer up to 21% more plant-available nitrogen fertilizer especially when the manure is not incorporated into the soil following its application
