    Increasing discrimination in multi-criteria analysis

    Multi criteria methods for supporting decision-making procedures are widely used in sustainability assessment. One of the most important steps in decision-making procedures is the evaluation of policy options or alternatives in order to find a hierarchy of option choices. Utility function value distributions are often constructed for the range of indicators for the options to be assessed. This distribution can be presented as an impact matrix stacked with indicator weights to reflect the relative importance of different indicators for the decision-maker. Solving rules are then introduced to integrate all individual indicator evaluations into a single integral utility estimation. These are often based on the averaging procedures, one of the simplest being arithmetic averaging. Whilst averaging rules are very attractive to decision makers due to their simplicity and logical transparency, using averaging as the first step of the decision-making procedures can significantly reduce the discrimination of the options, especially if there are counteractive individual indicator estimations.This paper proposes a method to evaluate and overcome this loss of discrimination. The paper explains the basis of a discriminatory analysis approach to sustainability assessment demonstrates its application through the use of illustrative data and describes its application to an existing case study where researchers had applied a number of multi criteria analysis tools. It was concluded that the discriminatory analysis provided a useful addition to the decision-makers toolbox as it provided a means of assessment of the validity of the application of the simple arithmetic averaging technique

    Session:management of drainage near source – disconnection/minimise surface water entering public drainage

    Many combined sewer networks are currently constrained due to lack of capacity. Surface water entering the network may have an impact on the local environment by causing additional spills from Combined Sewer Overflows (CSOs) and flooding events. With the increasing number of developments taking place in Scotland, more and more demands are being placed upon the existing wastewater assets and infrastructure of the drainage utility, Scottish Water. The principal way of preventing these CSO spills/flooding event s is to reduce the number of surface water connections to the combined sewer network and promote more surface water discharges to nearby watercourses.The problem is being addressed by examining all development applications as they are considered by a drainage planning officer in the water authority. The research reported in this paper is investigating the conditions under which it is reasonable and practical for Scottish Water to accept surface water flows into its combined sewer network . This paper presents a summary of the initial findings of the research to date by examining a sample of the sites examined. The objective of the work is to develop a methodology to support a rigorous stance on the acceptance of surface water flows into the combined sewer network. The results have not as yet been obtained

    The role of sustainability assessment in sustainability management for urban redevelopment

    Sustainability assessment has the potential to influence decision making and hence to improve the management of sustainability. This paper presents the development and reporting of benchmark sustainability indicators and discusses the challenges of embedding sustainability indicators into existing process for urban infrastructure development. It links sustainability indicators with a range of tools that were implemented within a Sustainability Enhancement and Monitoring Framework for the ÂŁ1billion redevelopment of Dundee Waterfront. The sustainability monitoring framework followed the UK and Scottish Government thematic indicator approach and provided a set of Sustainability Benchmark Indicators for assessing and managing a public sector funded urban redevelopment. The process of indicator development was iterative and consisted of three main activities, literature, interviews and document analysis. Indicators were finalised through close working with Dundee City Council, Scottish Enterprise and partnership stakeholders. The indicators were successfully established in 2010 within Dundee City Council at project and departmental level, providing the link across policies, programmes and projects. The indictor development process is discussed and the findings of a January 2015 review of changes in the benchmark indicators will be reported. The transition of the indicators over time and its impact on future sustainability enhancement opportunities are evaluated alongside the implications for sustainability management of Dundee Waterfront. The efficacy of the benchmark indicators to support sustainability management over the planned 30 year programme of urban redevelopment is discussed. The wider implications of the findings of the Dundee Waterfront project are reviewed in the context of current work on sustainability assessment

    Major project team learning:examining building information modelling

    The speed of technological advancement of software development drives the need for individual and team learning to exploit these developments for competitive advantage. Using a major long term redevelopment as a case study a review of learning processes and project team learning in the context of a voluntary approach to adopting of BIM prior to 2016 is examined. The speed of adoption of BIM across a large redevelopment project covering several years is variable and the differences of preparedness between team members from different organisations raises the question of how effective the project team can be in sharing learning and increasing the speed of adoption of BIM. The benefits of understanding the project environment as a formal learning context are recognised where teams are working in partnering arrangements but the focus is usually on post project review of what went wrong with little time to critically evaluate other variables. Knowledge Management has the potential to help understand and then facilitate greater participation amongst stakeholders in project team learning. The research team undertook decision mapping and knowledge elicitation techniques and applied these to the Dundee Waterfront to identify key factors relevant to successful project management, enabling the Waterfront Project Team to understand current practice. The effectiveness of project team learning in relation to BIM within this long-term major redevelopment is influenced by positive motivational drivers for individuals to learn how to use and apply BIM, the level of organisational support for learning and professional development and the project information and communication systems. In practice the current approach to sharing of knowledge within the project team indicates a fragmented approach in relation to the adoption and application of BIM to managing construction projects

    Evaluating site induction practice efficiency and effectiveness:an organisational case study

    The style of induction presentation and other processes, irrespective of duration, immediately establishes the context and attitude of the construction site team and is where initial behavioural standards are established. A case study within a large contractor investigates site induction activities in practice to better understand the operational demands on time for those involved in managing site inductions and the impact of this activity on safety behaviour on site. The research method adopted was a desk-based review of company policy through document analysis, observations of site induction practice, operations and semi structured interviews. Trade-offs between time losses/benefits, safety in practice, technology implementation and their impact on administrative processes are examined. It is argued that the use of observations has allowed the identification of the actual time commitment in practice. The principal contractor's allocated time for providing and undertaking site induction activities was underestimated by 16% to 20%. There is potential to save time through exploitation of existing and new technology solutions more fully. However, those with an H&S leadership role have indicated difficulties in keeping up with the pace of change in technology development for this purpose

    An evaluation of water treatment technologies for sustainable rural communities

    This paper presents the initial stages of research funded by the Scottish Government to enable an evaluation of the suitability of drinking water treatment technologies at small to medium scales to facilitate the application of the Scottish Government’s Sustainable Rural Communities concept. The research included a technology scan to identify relevant drinking water treatment technologies suitable for small and medium sized rural communities in Scotland and an expert stakeholder workshop to verify and refine the technology inventory. The stakeholder workshop was also used to identify suitable selection criteria for Sustainable Rural Community drinking water projects. The criteria can be used in subsequent multi-stakeholder decision making for the most sustainable treatment options for specific communities. An explanation is provided on the methodology and the types of information that were collected and the outcomes of the research. <br/

    Modelling and visualizing sustainability assessment in urban environments

    Major urban development projects extend over prolonged timescales (up to 25 years in the case of major regeneration projects), involve a large number of stakeholders, and necessitate complex decision making. Comprehensive assessment of critical information will involve a number of domains, such as social, economic and environmental, and input from a wide a range of stakeholders. This makes rigorous and holistic decision making, with respect to sustainability, exceptionally difficult without access to appropriate decision support tools. Assessing and communicating the key aspects of sustainability and often conflicting information remains a major hurdle to be overcome if sustainable development is to be achieved. We investigate the use of an integrated simulation and visualization engine and will test if it is effective in: 1) presenting a physical representation of the urban environment, 2) modelling sustainability of the urban development using a subset of indicators, here the modelling and the visualization need to be integrated seamlessly in order to achieve real time updates of the sustainability models in the 3D urban representation, 3) conveying the sustainability information to a range of stakeholders making the assessment of sustainability more accessible. In this paper we explore the first two objectives. The prototype interactive simulation and visualization platform (S-City VT) integrates and communicates complex multivariate information to diverse stakeholder groups. This platform uses the latest 3D graphical rendering techniques to generate a realistic urban development and novel visualization techniques to present sustainability data that emerge from the underlying computational model. The underlying computational model consists of two parts: traditional multicriteria evaluation methods and indicator models that represent the temporal changes of indicators. These models are informed from collected data and/or existing literature. The platform is interactive and allows real time movements of buildings and/or material properties and the sustainability assessment is updated immediately. This allows relative comparisons of contrasting planning and urban layouts. Preliminary usability results show that the tool provides a realistic representation of a real development and is effective at conveying the sustainability assessment information to a range of stakeholders. S-City VT is a novel tool for calculating and communicating sustainability assessment. It therefore begins to open up the decision making process to more stakeholders, reducing the reliance on expert decision makers
