Race and Policing: An Agenda for Action
This paper is organized into two parts -- Strategic Voice and Tactical Agency. Strategic Voice argues that problems of race in policing cannot be resolved by the police alone. Other people must help by understanding and ameliorating the social conditions that cause race to be associated with crime and hence become a dilemma for American policing. Rather than accepting these conditions as givens, police leaders with their powerful collective voice should actively call attention to what needs to be changed. Tactical Agency outlines what the police can do on their own initiative to deal with the operational dilemmas of race -- in the communities they serve and in their own organizations
Development of a Translator from LLVM to ACL2
In our current work a library of formally verified software components is to
be created, and assembled, using the Low-Level Virtual Machine (LLVM)
intermediate form, into subsystems whose top-level assurance relies on the
assurance of the individual components. We have thus undertaken a project to
build a translator from LLVM to the applicative subset of Common Lisp accepted
by the ACL2 theorem prover. Our translator produces executable ACL2 formal
models, allowing us to both prove theorems about the translated models as well
as validate those models by testing. The resulting models can be translated and
certified without user intervention, even for code with loops, thanks to the
use of the def::ung macro which allows us to defer the question of termination.
Initial measurements of concrete execution for translated LLVM functions
indicate that performance is nearly 2.4 million LLVM instructions per second on
a typical laptop computer. In this paper we overview the translation process
and illustrate the translator's capabilities by way of a concrete example,
including both a functional correctness theorem as well as a validation test

Development of audiovisual comprehension skills in prelingually deaf children with cochlear implants
Objective: The present study investigated the development of audiovisual comprehension skills in prelingually deaf children who received cochlear implants.
Design: We analyzed results obtained with the Common Phrases (Robbins et al., 1995) test of sentence comprehension from 80 prelingually deaf children with cochlear implants who were enrolled in a longitudinal study, from pre-implantation to 5 years after implantation.
Results: The results revealed that prelingually deaf children with cochlear implants performed better under audiovisual (AV) presentation compared with auditory-alone (A-alone) or visual-alone (V-alone) conditions. AV sentence comprehension skills were found to be strongly correlated with several clinical outcome measures of speech perception, speech intelligibility, and language. Finally, pre-implantation V-alone performance on the Common Phrases test was strongly correlated with 3-year postimplantation performance on clinical outcome measures of speech perception, speech intelligibility, and language skills.
Conclusions: The results suggest that lipreading skills and AV speech perception reflect a common source of variance associated with the development of phonological processing skills that is shared among a wide range of speech and language outcome measures
A longitudinal study of audiovisual speech perception by hearing-impaired children with cochlear implants
The present study investigated the development of audiovisual speech perception skills in children who are prelingually deaf and received cochlear implants. We analyzed results from the Pediatric Speech Intelligibility (Jerger, Lewis, Hawkins, & Jerger, 1980) test of audiovisual spoken word and sentence recognition skills obtained from a large group of young children with cochlear implants enrolled in a longitudinal study, from pre-implantation to 3 years post-implantation. The results revealed better performance under the audiovisual presentation condition compared with auditory-alone and visual-alone conditions. Performance in all three conditions improved over time following implantation. The results also revealed differential effects of early sensory and linguistic experience. Children from oral communication (OC) education backgrounds performed better overall than children from total communication (TC backgrounds. Finally, children in the early-implanted group performed better than children in the late-implanted group in the auditory-alone presentation condition after 2 years of cochlear implant use, whereas children in the late-implanted group performed better than children in the early-implanted group in the visual-alone condition. The results of the present study suggest that measures of audiovisual speech perception may provide new methods to assess hearing, speech, and language development in young children with cochlear implants
Feature Tracking Cardiac Magnetic Resonance via Deep Learning and Spline Optimization
Feature tracking Cardiac Magnetic Resonance (CMR) has recently emerged as an
area of interest for quantification of regional cardiac function from balanced,
steady state free precession (SSFP) cine sequences. However, currently
available techniques lack full automation, limiting reproducibility. We propose
a fully automated technique whereby a CMR image sequence is first segmented
with a deep, fully convolutional neural network (CNN) architecture, and
quadratic basis splines are fitted simultaneously across all cardiac frames
using least squares optimization. Experiments are performed using data from 42
patients with hypertrophic cardiomyopathy (HCM) and 21 healthy control
subjects. In terms of segmentation, we compared state-of-the-art CNN
frameworks, U-Net and dilated convolution architectures, with and without
temporal context, using cross validation with three folds. Performance relative
to expert manual segmentation was similar across all networks: pixel accuracy
was ~97%, intersection-over-union (IoU) across all classes was ~87%, and IoU
across foreground classes only was ~85%. Endocardial left ventricular
circumferential strain calculated from the proposed pipeline was significantly
different in control and disease subjects (-25.3% vs -29.1%, p = 0.006), in

Towards a semantic modeling of learners for social networks
The Friend of a Friend (FOAF) ontology is a vocabulary for mapping social networks. In this paper we propose an extension to FOAF in order to allow it to model learners and their social networks. We analyse FOAF alongside different learner modeling standards and specifications, and based on this analysis we introduce a taxonomy of the different features found in those models. We then compare the learner models and FOAF against the taxonomy to see how their characteristics have been shaped by their purpose. Based on this we propose extensions to FOAF in order to produce a learner model that is capable of forming the basis of a semantic social network.<br/
Ohio Township Trustees\u27 Land Use Planning Knowledge and Practices: A Statewide Survey to Better Target Programmatic Resources
To better meet the educational needs of local officials charged with land use planning, a statewide survey of Ohio township trustees was conducted in fall 2005 to identify: gaps in knowledge; continuing education participation habits; preferences for training and training providers and; familiarity with Extension programs in the area of land use planning. On average, 50% of trustees indicated more knowledge was needed. Nearly 80% had not attended land use planning related training in the past 2 years. As a training provider, Extension was ranked third, and two in 10 respondents were familiar with Extension programs
