    Multiplex Communities and the Emergence of International Conflict

    Advances in community detection reveal new insights into multiplex and multilayer networks. Less work, however, investigates the relationship between these communities and outcomes in social systems. We leverage these advances to shed light on the relationship between the cooperative mesostructure of the international system and the onset of interstate conflict. We detect communities based upon weaker signals of affinity expressed in United Nations votes and speeches, as well as stronger signals observed across multiple layers of bilateral cooperation. Communities of diplomatic affinity display an expected negative relationship with conflict onset. Ties in communities based upon observed cooperation, however, display no effect under a standard model specification and a positive relationship with conflict under an alternative specification. These results align with some extant hypotheses but also point to a paucity in our understanding of the relationship between community structure and behavioral outcomes in networks.Comment: arXiv admin note: text overlap with arXiv:1802.0039

    The donor's dilemma:international aid and human rights violations

    Published online : 29 September 2017Donor governments face a dilemma when providing development aid to states that violate human rights. While aid may contribute to positive development outcomes, it may also contribute to rights violations committed by these regimes. This article provides a conceptual framework for donors to address this dilemma in a normatively justified way. Drawing on recent methodological advancements in normative political theory, it develops a distinctively political framework of dilemmas, suggesting three models: complicity, double effect and dirty hands. It considers this framework in the context of development aid, discussing the relevant considerations for donors in different cases. The article demonstrates that an approach to development assistance that acknowledges political realities does not have to be normatively silent

    What Drives the International Development Agenda? An NLP Analysis of the United Nations General Debate 1970-2016

    There is surprisingly little known about agenda setting for international development in the United Nations (UN) despite it having a significant influence on the process and outcomes of development efforts. This paper addresses this shortcoming using a novel approach that applies natural language processing techniques to countries' annual statements in the UN General Debate. Every year UN member states deliver statements during the General Debate on their governments' perspective on major issues in world politics. These speeches provide invaluable information on state preferences on a wide range of issues, including international development, but have largely been overlooked in the study of global politics. This paper identifies the main international development topics that states raise in these speeches between 1970 and 2016, and examine the country-specific drivers of international development rhetoric

    What does the evidence tell us about ‘thinking and working politically’ in development assistance?

    This article provides a critical review of the evidence on ‘thinking and working politically’ (TWP) in development. Scholars and practitioners have increasingly recognised that development is a fundamentally political process, and there are concerted efforts underway to develop more politically-informed and adaptive ways of thinking and working in providing development assistance. However, while there are interesting and engaging case studies in the emerging, largely practitioner-based literature, these do not yet constitute a strong evidence base that shows these efforts can be clearly linked to more effective aid programming. Much of the evidence used so far to support these approaches is anecdotal, does not meet high standards for a robust body of evidence, is not comparative and draws on a small number of self-selected, relatively well-known success stories written primarily by programme insiders. The article discusses the factors identified in the TWP literature that are said to enable politically-informed programmes to increase aid effectiveness. It then looks at the state of the evidence on TWP in three areas: political context, sector, and organisation. The aim is to show where research efforts have been targeted so far and to provide guidance on where the field might focus next. In the final section, the article outlines some ways of testing the core assumptions of the TWP agenda more thoroughly, to provide a clearer sense of the contribution it can make to aid effectiveness
