Simple Combined Model for Nonlinear Excitations in DNA
We propose a new simple model for DNA denaturation bases on the pendulum
model of Englander\cite{A1} and the microscopic model of Peyrard {\it et
al.},\cite{A3} so called "combined model". The main parameters of our model
are: the coupling constant along each strand, the mean stretching
of the hydrogen bonds, the ratio of the damping constant and driven force
. We show that both the length of unpaired bases and the velocity
of kinks depend on not only the coupling constant but also the

Preparation and Foliar Application of Oligochitosan - Nanosilica on the Enhancement of Soybean Seed Yield
Oligochitosan with weight average molecu-lar weight (Mw) of 5000 g/mol was prepared by gamma Co-60 radiation degradation of 4% chitosan solution containing 0.5% H2O2 at 21 kGy. Nanosilica with size of 10 â 30 nm was synthesized by calcination of acid treated rice husk at 700o C for 2 h. The mixture of 2% oligo-chitosan-2% nanosilica was prepared by dispersion of nanosilica in oligochitosan solution. Oligochitosan, nanosilica and their mixture were characterized by gel permeation chromatography (GPC), transmission electr-on microscopy (TEM), X-ray diffraction (XRD), energy dispersive x-ray spectroscopy (EDX), Ultraviolet-visible spectroscopy (UV-Vis), and Furrier transform infrared spectroscopy (FT-IR). Effect of foliar application of oli-gochitosan and oligochitosan-nanosilica on soybean seed yield was conducted in experimental field. Results indi-cated that soybean seed yield increased 10.5 and 17.0% for oligochitosan and oligochitosan-nanosilica, respect-tively for the control. Radiation degraded oligo-chitosan and its mixture with nanosilica can be potentially used for cultivation of soybean with enhanced seed yield
Spectropolarimetry of FIRST BAL QSOs
We present Keck spectropolarimetry of two rare low-ionization broad
absorption line (BAL) QSOs, FIRST J084044.5+363328 and FIRST J155633.8+351758,
that also exhibit narrow absorption lines from metastable excited levels of Fe
II (``Iron Lo-BALs''). These QSOs were discovered in optical follow-ups to a
deep radio survey; FIRST J155633.8+351758 is radio-loud, the first BAL QSO so
identified. FIRST J084044.5+363328 is highly polarized and exhibits many
features found in other BAL QSOs, and the polarization and its position angle
vary in a complicated manner across the metastable Fe II absorption lines,
suggesting that more than one mechanism is at work, or that the system geometry
is complex. FIRST J155633.8+351758 may be the most highly polarized BAL QSO
known, and exhibits other unusual polarization properties compared to other
highly polarized BAL QSOs. Currently available data cannot yet discriminate
among the possible lines of sight to BAL QSOs (edge-on, pole-on, or random).Comment: 14 pages, 1 table, 2 figures. To appear in ApJ Letter
Advanced Camera for Surveys Observations of Young Star Clusters in the Interacting Galaxy UGC 10214
We present the first Advanced Camera for Surveys (ACS) observations of young
star clusters in the colliding/merging galaxy UGC 10214. The observations were
made as part of the Early Release Observation (ERO) program for the newly
installed ACS during service mission SM3B for the Hubble Space Telescope (HST).
Many young star clusters can be identified in the tails of UGC 10214, with ages
ranging from ~3 Myr to 10 Myr. The extreme blue V-I (F606W-F814W) colors of the
star clusters found in the tail of UGC 10214 can only be explained if strong
emission lines are included with a young stellar population. This has been
confirmed by our Keck spectroscopy of some of these bright blue stellar knots.
The most luminous and largest of these blue knots has an absolute magnitude of
M_V = -14.45, with a half-light radius of 161 pc, and if it is a single star
cluster, would qualify as a super star cluster (SSC). Alternatively, it could
be a superposition of multiple scaled OB associations or clusters. With an
estimated age of ~ 4-5 Myr, its derived mass is < 1.3 x 10^6 solar masses. Thus
the young stellar knot is unbound and will not evolve into a normal globular
cluster. The bright blue clusters and associations are much younger than the
dynamical age of the tail, providing strong evidence that star formation occurs
in the tail long after it was ejected. UGC 10214 provides a nearby example of
processes that contributed to the formation of halos and intra-cluster media in

WFPC2 Images of the Central Regions of Early-Type Galaxies - I. The Data
We present high resolution R-band images of the central regions of 67
early-type galaxies obtained with the Wide Field and Planetary Camera 2 (WFPC2)
aboard the Hubble Space Telescope (HST). Our sample strikingly confirms the
complex morphologies of the central regions of early-type galaxies. In
particular, we detect dust in 43 percent of all galaxies, and evidence for
embedded stellar disks in a remarkably large fraction of 51 percent. In 14 of
those galaxies the disk-like structures are misaligned with the main galaxy,
suggesting that they correspond to stellar bars in S0 galaxies. We analyze the
luminosity profiles of the galaxies in our sample, and classify galaxies
according to their central cusp slope. To a large extent we confirm the clear
dichotomy found in previous HST surveys: bright, boxy ellipticals with shallow
inner cusps (`core' galaxies) on one hand and faint, disky ellipticals with
steep central cusps (`power-law' galaxies) on the other hand. The advantages
and shortcomings of classification schemes utilizing the extrapolated central
cusp slope are discussed, and it is shown that this cusp slope might be an
inadequate representation for galaxies whose luminosity profile slope changes
smoothly with radius rather than resembling a broken power-law. In fact, we
find evidence for an `intermediate' class of galaxies, that cannot
unambiguously be classified as either core or power-law galaxies, and which
have central cusp slopes and absolute magnitudes intermediate between those of

Discovery of Two Distant Type Ia Supernovae in the Hubble Deep Field North with the Advanced Camera for Surveys
We present observations of the first two supernovae discovered with the
recently installed Advanced Camera for Surveys (ACS) on the Hubble Space
Telescope. The supernovae were found in Wide Field Camera images of the Hubble
Deep Field North taken with the F775W, F850LP, and G800L optical elements as
part of the ACS guaranteed time observation program. Spectra extracted from the
ACS G800L grism exposures confirm that the objects are Type Ia supernovae (SNe
Ia) at redshifts z=0.47 and z=0.95. Follow-up HST observations have been
conducted with ACS in F775W and F850LP and with NICMOS in the near-infrared
F110W bandpass, yielding a total of 9 flux measurements in the 3 bandpasses
over a period of 50 days in the observed frame. We discuss many of the
important issues in doing accurate photometry with the ACS. We analyze the
multi-band light curves using two different fitting methods to calibrate the
supernovae luminosities and place them on the SNe Ia Hubble diagram. The
resulting distances are consistent with the redshift-distance relation of the
accelerating universe model, although evolving intergalactic grey dust remains
as a less likely possibility. The relative ease with which these SNe Ia were
found, confirmed, and monitored demonstrates the potential ACS holds for
revolutionizing the field of high-redshift SNe Ia, and therefore of testing the

Assessing decentralised policy implementation in Vietnam : The case of land recovery and resettlement in the Vung Ang Economic Zone
From 2006 plans were implemented to create a deep-sea water port linked to an Economic Zone in the coastal Province of Ha Tinh, located in north central Vietnam. The multi-purpose Zone entitled âVung Angâ, was to attract foreign investors, while the port would provide a link to nearby Laos and Thailand. The project obviously had large implications for the administrations at various levels of governance from Hanoi to the coastal communes and villages, but even more serious impacts on the people living in the affected areas. A large area of about 23,000 hectares was to be cleared, affecting the people of 9 communes, in some of which all inhabitants had to leave their houses and homesteads, to be relocated to completely new settlements about 10 miles inland. These tightly knit communities were not too happy with the prospect to leave their homes and land, the burial places of their ancestors, and the long term comforts of community support networks. While initial decision making process started at the highest levels of Vietnam Governance, the implementation of port and industrial park construction and the related relocation policy was delegated to Ha Tinh province, which is consistent with current decentralisation policies in Vietnam. Actual implementation was carried out by the affected District and Commune level officials â with support from the Communist Party led Mass Organisations â who were in charge of the planning and implementation of the relocation process. This entailed a complex and sensitive series of steps to inform affected households, prepare relocation areas and allocate compensation and alternative housing. This paper describes the implementation dynamics of relocation by depicting and assessing the roles of all stakeholders involved, including the impacts - for better or for worse â of the relocated households. It brings out the way local authorities dealt with affected people, including efforts linked to the ideal of grass-roots democracy. Key areas of contestation are uncovered, such as inadequate infrastructure and low compensation rates. The paper has a second objective to assess the degree to which decentralisation in Vietnam has been actually implemented, and how this affects policy making processes such as the Vung Ang port/industrial zone project. The paper concludes that the relocation policy was implemented in a fairly efficient and harmonious way â with a very intensive engagement of the entire provincial administrative machinery, but that it is too early to assess the livelihood opportunities of the relocated households
Natural plant diet impacts phenotypic expression of pyrethroid resistance in Anopheles mosquitoes
Success in reducing malaria transmission through vector control is threatened by insecticide resistance in mosquitoes. Although the proximal molecular mechanisms and genetic determinants involved are well documented, little is known about the influence of the environment on mosquito resistance to insecticides. The aim of this study was to assess the effect of plant sugar feeding on the response of Anopheles gambiae sensu lato to insecticides. Adults were fed with one of four treatments, namely a 5% glucose control solution, nectariferous flowers of Barleria lupulina, of Cascabela thevetia and a combination of both B. lupulina+C. thevetia. WHO tube tests were performed with 0.05% and 0.5% deltamethrin, and knockdown rate (KD) and the 24 h mosquito mortality were measured. Plant diet significantly influenced mosquito KD rate at both concentrations of deltamethrin. Following exposure to 0.05% deltamethrin, the B. lupulina diet induced a 2.5 fold-increase in mosquito mortality compared to 5% glucose. Species molecular identification confirmed the predominance of An. gambiae (60% of the samples) over An. coluzzii and An. arabiensis in our study area. The kdr mutation L1014F displayed an allelic frequency of 0.75 and was positively associated with increased phenotypic resistance to deltamethrin. Plant diet, particularly B. lupulina, increased the susceptibility of mosquitoes to insecticides. The finding that B. lupulina-fed control individuals (i.e. not exposed to deltamethrin) also displayed increased 24 h mortality suggests that plant-mediated effects may be driven by a direct effect of plant diet on mosquito survival rather than indirect effects through interference with insecticide-resistance mechanisms. Thus, some plant species may weaken mosquitoes, making them less vigorous and more vulnerable to the insecticide. There is a need for further investigation, using a wider range of plant species and insecticides, in combination with other relevant environmental factors, to better understand the expression and evolution of insecticide resistance
QSO 2359-1241: A Bright, Highly Polarized, Radio-Moderate, Reddened, Low-Ionization Broad Absorption Line Quasar
We report the discovery of a bright quasar (E=15.8, z=0.868) associated with
the flat spectrum radio source NVSS J235953-124148. This quasar we designate
QSO 2359-1241 possesses a rare combination of extreme properties that make it
of special interest. These properties include: intrinsic high-velocity outflow
seen in absorption for both high and low-ionization species, high optical
polarization (about 5%), significant radio emission, and dust reddening. The
dereddened absolute magnitude of QSO 2359-1241 places it among the three most
optically luminous quasars known at z<1. High-resolution spectroscopy and a
detailed analysis of the optical/ultraviolet absorption features will be given

CMB polarimetry with BICEP: instrument characterization, calibration, and performance
BICEP is a ground-based millimeter-wave bolometric array designed to target
the primordial gravity wave signature on the polarization of the cosmic
microwave background (CMB) at degree angular scales. Currently in its third
year of operation at the South Pole, BICEP is measuring the CMB polarization
with unprecedented sensitivity at 100 and 150 GHz in the cleanest available 2%
of the sky, as well as deriving independent constraints on the diffuse
polarized foregrounds with select observations on and off the Galactic plane.
Instrument calibrations are discussed in the context of rigorous control of
systematic errors, and the performance during the first two years of the
