State Procedures for Improving the Investment Climate in the Russian Federation: Prospects for Improvement
The COVID-19 pandemic interrupted many trends that had developed before it and again updated the issue of modernizing the Russian economy, restarting the mechanisms of economic growth and sustainable socio-economic development. The key to resolving these issues is to increase the investment activity of the business. The investment climate is one of the key characteristics that testify to the freedom of entrepreneurial activity, the ease of opening and conducting business, the quality of regulatory procedures in the economy, the effectiveness of business entities, and the provision of equal opportunities for the development of the private sector. A favorable investment climate reveals the potential for the development of private companies. The article considers the system of state procedures in the field of improving the national investment climate, gives a brief description of the main tools and projects to improve the investment climate, analyses the changes in the main target indicators of investment attractiveness of the Russian Federation
The Concept of the Relationships of Power and Person in the Constitution of the Russian Federation: Results of Development and Contemporary Problems
This article examines some aspects of the relationship of power and person, adopted the Constitution of the Russian Federation 1993 year. The authors show that this concept defines the principles of human interaction and the State in economic, socio-political, cultural and other spheres of society. At the same time, it is the ideological foundation of the social and political system in the Russian Federation. As shown in the article, the set of ideas, the Constitution of the Russian Federation, having universal significance and universal value. However, in any society, there are certain objective conditions that affect the implementation of constitutional provisions in specific ways.Β The paper discusses discussion issues of scientific and practical importance in the context of the informatization of modern Russian society. One of the most important challenges is to protect the privacy of personal information as well as personal and family secrets. Considered the βright to be forgottenβ, guaranteed by the legislation of a number of countries, including the Russian legislation. As the authors show, the implementation of this right is associated with serious difficulties due to the lack of legislative mechanisms for its implementation. However, the capacity of young universities to compete in national foundationsβ calls is severely limited due to fierce competition and high qualification barriers. This hinders young universitiesβ chances to raise research funding and strengthens the Matthew effect. The establishment of proprietary research support infrastructure, in particular, internal research support funds may contribute to the development of human resources and reduce the qualification gap between young universities and classical or research-oriented ones. The purpose of the article is to analyze the practices of creating research support mechanisms in young universities. The study addresses the establishment of the Research and Development Fund at the North-West Institute of Management of RANEPA. We analyze the organizational model of the fund and the algorithm of the application campaign using the pilot call for funding literature reviews as an illustrative example. The main contribution of the article is a detailed description of the model of organizational processes of the fund and the management practices that support it.
