Elite Capture, Political Voice and Exclusion from Aid: An Experimental Study
We experimentally study the influence of local information conditions on elite capture and social exclusion in community-based development schemes with heterogeneous groups. Not only information on the distribution of aid resources through community-based schemes, but also information on who makes use of an available punishment mechanism through majority voting may be important. The main results are the following. First, many rich community representatives try to satisfy a political majority who would then abstain from using the punishment mechanism, and exclude those community members whose approval is then not required. The frequency of this exclusion strategy is highest with private information on the distribution and public voting. Second, when voting is public, responders are more reluctant to make use of the punishment mechanism, and representatives who follow the exclusion strategy are more inclined to exclude the poorest responder. Third, punishment is largely ineffective as it induces rich representatives to capture all economic resources. Fourth, if a poor agent takes the representative’ role, punishment rates drop, efficiency increases, and final distributions become more equal.microeconomics ;
Market Reaction to the Adoption of IFRS in Europe
This study examines the European stock market reaction to sixteen events associated with the adoption of International Financial Reporting Standards (IFRS) in Europe. European IFRS adoption represented a major milestone towards financial reporting convergence yet spurred controversy reaching the highest levels of government. We find a more positive reaction for firms with lower quality pre-adoption information, which is more pronounced in banks, and with higher pre-adoption information asymmetry, consistent with investors expecting net information quality benefits from IFRS adoption. We also find that the reaction is less positive for firms domiciled in code law countries, consistent with investors' concerns over enforcement of IFRS in those countries. Finally, we find a positive reaction to IFRS adoption events for firms with high quality pre-adoption information, consistent with investors expecting net convergence benefits from IFRS adoption. Hypergraph model of social tagging networks
The past few years have witnessed the great success of a new family of
paradigms, so-called folksonomy, which allows users to freely associate tags to
resources and efficiently manage them. In order to uncover the underlying
structures and user behaviors in folksonomy, in this paper, we propose an
evolutionary hypergrah model to explain the emerging statistical properties.
The present model introduces a novel mechanism that one can not only assign
tags to resources, but also retrieve resources via collaborative tags. We then
compare the model with a real-world dataset: \emph{Del.icio.us}. Indeed, the
present model shows considerable agreement with the empirical data in following
aspects: power-law hyperdegree distributions, negtive correlation between
clustering coefficients and hyperdegrees, and small average distances.
Furthermore, the model indicates that most tagging behaviors are motivated by
labeling tags to resources, and tags play a significant role in effectively
retrieving interesting resources and making acquaintance with congenial
friends. The proposed model may shed some light on the in-depth understanding

Raman spectra of epitaxial graphene on SiC and of epitaxial graphene transferred to SiO2
Raman spectra were measured for mono-, bi- and trilayer graphene grown on SiC
by solid state graphitization, whereby the number of layers was pre-assigned by
angle-resolved ultraviolet photoemission spectroscopy. It was found that the
only unambiguous fingerprint in Raman spectroscopy to identify the number of
layers for graphene on SiC(0001) is the linewidth of the 2D (or D*) peak. The
Raman spectra of epitaxial graphene show significant differences as compared to
micromechanically cleaved graphene obtained from highly oriented pyrolytic
graphite crystals. The G peak is found to be blue-shifted. The 2D peak does not
exhibit any obvious shoulder structures but it is much broader and almost
resembles a single-peak even for multilayers. Flakes of epitaxial graphene were
transferred from SiC onto SiO2 for further Raman studies. A comparison of the
Raman data obtained for graphene on SiC with data for epitaxial graphene
transferred to SiO2 reveals that the G peak blue-shift is clearly due to the
SiC substrate. The broadened 2D peak however stems from the graphene structure

High-Resolution Genetics Identifies the Lipid Transfer Protein Sec14p as Target for Antifungal Ergolines.
Invasive infections by fungal pathogens cause more deaths than malaria worldwide. We found the ergoline compound NGx04 in an antifungal screen, with selectivity over mammalian cells. High-resolution chemogenomics identified the lipid transfer protein Sec14p as the target of NGx04 and compound-resistant mutations in Sec14p define compound-target interactions in the substrate binding pocket of the protein. Beyond its essential lipid transfer function in a variety of pathogenic fungi, Sec14p is also involved in secretion of virulence determinants essential for the pathogenicity of fungi such as Cryptococcus neoformans, making Sec14p an attractive antifungal target. Consistent with this dual function, we demonstrate that NGx04 inhibits the growth of two clinical isolates of C. neoformans and that NGx04-related compounds have equal and even higher potency against C. neoformans. Furthermore NGx04 analogues showed fungicidal activity against a fluconazole resistant C. neoformans strain. In summary, we present genetic evidence that NGx04 inhibits fungal Sec14p and initial data supporting NGx04 as a novel antifungal starting point
Prospects of Open Charm Production at GSI-FAIR and J-PARC
We present a detailed phenomenological study of the prospects of open charm
physics at the future and facilities GSI-FAIR and J-PARC,
respectively. In particular, we concentrate on differential cross sections and
the charge and longitudinal double-spin asymmetries at next-to-leading order
accuracy. Theoretical uncertainties for the proposed observables are estimated
by varying the charm quark mass and the renormalization and factorization

Feshbach Resonances and Medium Effects in ultracold atomic Gases
We develop an effective low energy theory for multi-channel scattering of
cold atomic alkali atoms with particular focus on Feshbach resonances. The
scattering matrix is expressed in terms of observables only and the theory
allows for the inclusion of many-body effects both in the open and in the
closed channels.
We then consider the frequency and damping of collective modes for Fermi
gases and demonstrate how medium effects significantly increase the scattering
rate determining the nature of the modes. Our results obtained with no fitting

Hydrodynamic Modes in a Trapped Strongly Interacting Fermi Gases of Atoms
The zero-temperature properties of a dilute two-component Fermi gas in the
BCS-BEC crossover are investigated. On the basis of a generalization of the
variational Schwinger method, we construct approximate semi-analytical formulae
for collective frequencies of the radial and the axial breathing modes of the
Fermi gas under harmonic confinement in the framework of the hydrodynamic
theory. It is shown that the method gives nearly exact solutions.Comment: 11 page
