    Conflict in the district capital of Morowali placement lasted about five years since its establishment asthe new regional autonomy in Indonesia based on Law No. 51/1999. This regulation provides that theCentral region was the capital of the definitive Bungku Morowali district.     This study analyzes the formulation of Free Education Policy in Pelalawan at 2013. This research is used as a consideration object by the relevant agencies in formulating a policy, and located in Education Office, Regional Representatives Council (DPRD), and the Regional Secretariat of Pelalawan district. This research used qualitative method such as descriptive analysis with relevant data sources consisting of primary data and secondary data. In collecting the data the author used interview, observation, and documentation technique that called purposive sampling, with people who are experts and understand with phenomena that occur. This study shows that, the Free Education Policy Formulation in Pelalawan at 2013 consists of four steps, such as: the actors who involved, preferences of the actors of development policy, social base of the actors, and the resources of policy actors. The free education policy in the form of regent regulations No. 13 of 2013 concerning the delivery of free education.     Role of Radiation Processing in Production of Hydrogels For Medical Applications

    Recently, hydrophilic polymer gel (hydrogel) for application in medical fields has attracted much attention of researchers due to its unique properties which can resemble human living organs. Wound dressing, contact lenses and drug delivery system are among their applications in medical field. High energy radiation especially gamma ray and electron beam is often used for synthesis and modification of hydrogel. Through radiation crosslinking and or grafting process, hydrogel with specialty properties for specific application can be made. The advantage of radiation synthesized hydrogel over conventional methods is very pure products are obtained since the present of chemical initiators are not required; The preparation of sample does not require special sterile production rooms but still enables to obtain a sterile product; The irradiation process is easily controlled; Synthetis of new polymers and bulk or surface modification of commercial products can be accomplished with additional advantage of possibility of a concurrent sterilization.     The Contribution of Household Members to Fisherman Income in Pasar II Natal Village Natal Districts Mandailing Natal Regency North Sumatra Province

    This study was conducted in May 2016 in Pasar II Natal Village Natal Districts Mandailing Natal Regency North Sumatra Province. The purpose of the research are to identify the types of business of fisherman household members, to analyze the contribution of household members fisherman and the analyze business profitability cultivated by household members fisherman. The research method was used by survey and the determine of respondents by census. The results of this research indicate that activities performed by fisherman household members in Pasar II Natal Village on the fisheries sector and non fisheries. The contributions of household members fisherman given by the fishermen themselves is relatively high at 69.84%, from the fisherman\u27s wife with a contribution of 14.46% which is low, as well as the children of fishermen with a contribution 25.7% were classified as low. Value business profitability cultivated by household members fisherman both wives and children of fishermen all > 25%, so that the business can be said is already profitable, efficient and feasible to be developed

    This research was conducted in May, 2017 located at Kelurahan Bagan DeliMedan Belawan Subdistrict Medan City North Sumatera Province. This studyaims to determine changes in income generated by mangrove crab fishermenbefore and after the occurrence of mangrove land damage and the efforts ofmangrove crab fishermen to increase income due to damage to mangrove inKelurahan Bagan Deli. The method used in this study is survey method with 36household as respondents detemination by random sampling.The results showed that there was a decrease in income from the catch offishermen of mangrove crabs by IDR 1,702,219.44 per month (54.85%) aftermangrove damage, from IDR 3,103,044.44 to IDR 1,400,825.00 per month andare statistically significant. The efforts of mangrove crab fishermen to increaseincome are diversification of livelihoods, the addition of fishing gear such astraps, fishing rods and nets, mobilizing the role of family members and savingmoney

    This study was conducted in April 2017 which located in Rejosari Village Tenayan Raya Subsdistrict Pekanbaru City Riau Province. This study was aimed to knowed business investment, large profit and analyze business feasibility cultivation gourami and catfish in in Rejosari Village Tenayan Raya Subsdistrict Pekanbaru City Riau Province. Methods used in this research is a method of survey with 4 respondents determinatied by the census. The result showed that business investment enlargement catfish IDR 27.567.000,- to IDR 896.952.488,- investment with enlargement gourami IDR 19.824.000,- to IDR 172.764.000,. Business profits enlargement catfish IDR 4.396.210,- to IDR 259.965.674,- per harvest while their profits for enlargement gourami IDR 3.965.330,- per harvest to IDR 74.198.167,- per harvest. Business enlargement catfish and gourami done worth to continue, this is consistent with the criteria of investment FCR, FRR, PPC

    This research was conducted in February, 2017 located in Buluh Island Kelurahan Buluh Island Bulang Subdistrict Batam City Riau Island Province. This study aims to find out the level of income and expenditure of traditional fishermen households, factors causing poverty and survival strategy of traditional fishermen Buluh Island. The method used in this study is survey method with 48 household as respondents determination by simple random sampling. Average income level of fisherman household is Rp.761,979,-/month and the average expenditure of traditional fishing households was Rp.1.236.681,-/month. A factors causing poverty of the most influential traditional fishermen is the factor of human resources, with low level of education the tradisional fisherman can not find alternative job that can help fisherman out of poverty line. While survival strategies commonly practiced by tradisional fisherfolk household are optimizing is to optimize the role of family members, regulating consumption patterns and borrowing to survive poverty

    This study was conducted in February 2017 which located in Petapahan Village Tapung Subsdistrict Kampar District Riau Privince. This study was aimed to knowledge the changing income from fish catch before and after the introduction of sand mining and analyze the influence of factors age, education and asset ownership on changes in livelihoods fishermen. Methods used in this research is a method of survey with 50 respondents determinatied by the census. There is a decrease in revenue from fishing with average IDR 2.154.000,- per month (68 %) after activity the introduction of mining sand, namely from IDR 3.268.667,- per month to IDR 1.114.667,- per month and significant statistically Factors that effecting a change of livelihoods fishermen significantly are age of fishermen and asset ownership, but the education level not significant
