Strategic environmental assessment as an instrument for enhacement of public participation in planning
The paper presents an overview of experiences of public participation within planning, summarized in the "ladder of citizen participation". Further, considering that Strategic Environmental Assessment (SEA) is seen as an instrument for operationalizing the sustainable development strategy, the stress is on the place, role and scope of public participation in SEA within planning. Special attention is given to the status of SEA regarding public participation in planning in Serbia. One of the conclusions of the paper is that by introduction of the "Plan for public participation" as a legal obligation, it could be the way for operationalizing pubic participation and further, enhancement of participation in planning
Introducing strategic environmental assessment in Serbia with special reference to the European Union directive and infrastructure corridors
In July 2001, the European Union (EU) adopted the Directive 2001/42/EC of the European Parliament and the Council of 27 June 2001 on the Assessment of the Effects of Certain Plans and Programmes on the Environment, known as the Strategic Environmental Assessment (SEA) Directive. The EU countries will have three years, until July 2004, for the integration of the SEA Directive into national laws. The SEA Directive introduces procedural and technical requirements, according to which environmental assessment is compulsory for certain plans and programs but not for policies, except if they are a part of a plan, as well for plans and programs of national defense, civil emergencies, finance and budgets. According to the scope of the SEA Directive, environmental assessment is compulsory for plans and programs for infrastructure corridors – transport, telecommunication and energy systems. In addition to the overview of the general framework for Strategic Environmental Assessment and the main requirements of the SEA Directive, the current situation in Serbia regarding the present condition of SEA is presented with special reference to the infrastructure corridors. One of the conclusions of this paper is that the main limitation for the implementation of SEA for plans and programs covering infrastructure corridors is the current legal situation. The main law which is supposed to introduce SEA has not been adopted yet, while the scope of the SEA within the new Planning and Construction Act includes SEA only for urban plans and does not cover, among others, plans for infrastructure corridors
Impact evaluation within strategic environmental assessment: The case study of the Waste Management Regional plan for Kolubara region in Serbia
Strategic Environmental Assessment (SEA) represents one of the most important instruments for implementation of the sustainable development strategy in planning. The paper presents methodological framework and method used for SEA impact evaluation of the Waste Management Regional plan for Kolubara region in Serbia. The methodological approach and method are based on planer's approach that has results in practice. The method is found after the multicriterion evaluation of the plan solutions within the defined SEA aims and indicators using qualitative expert assessment
The system of green surfaces in spas with special reference to the case studies: Vrnjačka, Kanjiža and Pribojska SPA
Taking into consideration the significance of the vegetation in urban areas the paper analyses current and attached regulations in Serbia relevant for planning and preserving of the system of green surfaces, with special reference to the spas. Referring to the results, it is pointed out the limitations of the current legal framework. Also, the existing planning documents for Vrnjačka, Pribojska and Kanjiža spa are analyzed. Referring to the obtained results, the recommendations are formulized with special reference to the system of green surfaces in spas. They stand for harmonization and improvement of the existing law regulations for the system of green surfaces and also for providing corresponding legal and other mechanisms, where financial support for the plan realization and efficient management is included
Sistem zelenih površina u funkciji zaštite životne sredine - primer Vrnjačke Banje i Vršca
The paper stresses the importance of vegetation in the function of environmental protection. Special overview of the current legal framework in Republic of Serbia regarding planning of the green areas is included. Two separate examples of the current practice, The Master Plan of Vrnjačka Banja and The Plan of Detailed Regulation of the central zone of Vršac, presents the planning solutions covering the segment of green areas in the function of environmental protection. One of the main conclusion of the paper stresses the necessity of promoting the functions of the vegetation and the system of green areas in the function of protection and improvement of the environmental conditions, with continual legal, institutional and financial support, recognized as main conditions of the efficient management.Rad ističe značaj vegetacije u funkciji zaštite životne sredine. Posebno je razmatran postojeći zakonski okvir u Republici Srbiji koji promoviše planiranje sistema zelenih površina. Izdvojeni primeri prikazuju sistem zelenih površina i daju pregled planskih rešenja i mera Generalnog plana Vrnjačke Banje i Plana detaljne regulacije centralne zone Vršca koja imaju za cilj zaštitu životne sredine. Osnovni zaključak rada ističe neophodnost zastupanja planiranja koje uvažava značaj vegetacije i sistema zelenih površina u funkciji zaštite i unapređenja životne sredine, uz kontinualno obezbeđivanje zakonske, institucionalne i finansijske podrške kao osnovnih uslova efikasnog upravljanja

The paper stress the importance of environmental appraisal and strategic environmental assessment (SEA). Besides the review of legal and other frameworks for applying SEA, the case study, the SEA for Hertfordshire Structure plan, has been presented. As a planning instrument the SEA, in this case, has made possible quality approach and sustainable planning which equally took into account economic, social and other natural resources giving an opportunity for assessment and compromise.Rad ukazuje na značaj analize i procene uticaja, odnosno Strateških analiza uticaja na životnu sredinu u planiranju. Pored pregleda osnovnih zakonskih i drugih okvira za primenu Strateške analize izdvojena je studija slučaja primer izrade Strateške analize za Strukturni plan za oblast Hertfordshire u Velikoj Britaniji. Kao planski instrument, koji ima mogućnost prilagođavanja i usavršavanja, Strateška analiza je u ovom slučaju ponudila mogućnost "kvalitativnog" pristupa, odnosno "održivog planiranja", koje podjednako uzima u obzir ekonomske, socijalne i prirodne resurse životne sredine nudeći procenu i kompromis

Protection of Cultural Heritage and Strategic Environmental Assessment in Serbia
Strategic Environmental Assessment (SEA) was introduced in the Republic of Serbia in the year 2004. After a decade of the Implementation SEA represents an integral part within planning and the environmental management process. The basic framework – methodological and procedural is given by the Law on Strategic Environmental Assessment of the Republic of Serbia, which do mandate an impact assessment also to the cultural heritage and, as well determining the measures that adverse effects may be prevented, reduced and eliminated.
The paper gives an overview of the current framework within the SEA, with particular reference to the role of this instrument within the process of management and protection of the cultural heritage. In addition, the paper elaborates the state within the information database within SEA in RS, particularly to what extent is established the monitoring system of information and data within SEA studies, when it comes to cultural heritage conservation.
As one of the conclusions, the paper stresses the indirect effect of the SEA within the formation of an information database within the country's cultural heritage authorities and institutions involved in the SEA. This refers, primarily, to updating of the existing information database while still is missing adequate transmission of the information within SEA process regarding cultural heritage situation and conservation
