    Analyzing the building blocks of resilience: Findings from a baseline survey of the Tuungane Population, Health, and Environment Project in western Tanzania

    Although the value of population, health, environment (PHE) programs is appreciated by the development community and the conceptual linkages they incorporate are sound, little evidence exists to demonstrate their short- and long-term impacts—particularly the role that the family planning (FP) component of PHE projects plays in building resilience, improving livelihoods, and helping people adapt to climate change. To contribute to filling this gap, the Evidence Project collaborated with Tuungane, a PHE project jointly implemented by The Nature Conservancy and Pathfinder International, to conduct further analysis of their existing data and examine the evidence base around integrated PHE programming, FP, climate change adaptation, and resilience. This paper analyzes data from the Tuungane Project baseline survey to show the pre-project level of knowledge and attitudes among village residents regarding their understanding and use of FP. We hope to use this analysis to inform future efforts that will look more deeply at the relationships among and between: FP and climate change adaptation, FP and resilience, and the pathways through which the FP and other components of PHE projects like Tuungane contribute to building resilience and enhancing the ability to adapt to climate change

    Striking a Balance: Socioeconomic Development and Conservation in Grassland through Community-Based Zoning

    The goal of preserving nature is often in conflict with economic development and the aspirations of the rural poor. Nowhere is this more striking than in native grasslands, which have been extensively converted until a mere fraction of their original extent remains. This is not surprising; grasslands flourish in places coveted by humans, primed for agriculture, plantations, and settlements that nearly always trump conservation efforts. The Umgano grassland conservation and poverty reduction project in KwaZulu-Natal Province, South Africa uses community-based spatial planning to balance the conversion of its lower-conservation value grasslands to a timber plantation, while conserving higher-value grasslands for heritage purposes and managed livestock grazing. Ten years after project launch, we measured the ecological and socioeconomic impacts of the project using Normalized Differential Vegetation Index remote sensing data and over 500 household interviews, as compared with similar non-conserved areas. Zoned management of the Umgano area had resulted in between 9% and 17% greater average peak production in the grassland areas compared to control sites. There was also a 21% gain in incomes for the roughly one hundred people employed by the forestry efforts, when compared to others in their village. Community-based spatial zoning is an overlooked tool for balancing conservation and development but may require, as we found in Umgano, certain critical factors including strong local leadership, an accountable financial management mechanism to distribute income, outside technical expertise for the zoning design, and community support

    Measuring the Impacts of Community-based Grasslands Management in Mongolia's Gobi

    We assessed a donor-funded grassland management project designed to create both conservation and livelihood benefits in the rangelands of Mongolia's Gobi desert. The project ran from 1995 to 2006, and we used remote sensing Normalized Differential Vegetation Index data from 1982 to 2009 to compare project grazing sites to matched control sites before and after the project's implementation. We found that the productivity of project grazing sites was on average within 1% of control sites for the 20 years before the project but generated 11% more biomass on average than the control areas from 2000 to 2009. To better understand the benefits of the improved grasslands to local people, we conducted 280 household interviews, 8 focus group discussions, and 31 key informant interviews across 6 districts. We found a 12% greater median annual income as well as a range of other socioeconomic benefits for project households compared to control households in the same areas. Overall, the project generated measurable benefits to both nature and people. The key factors underlying project achievements that may be replicable by other conservation projects include the community-driven approach of the project, knowledge exchanges within and between communities inside and outside the country, a project-supported local community organizer in each district, and strong community leadership

    Within conservation, the need to measure the impacts on people from conservation initiatives such as projects and programs is growing, but understanding and measuring the multidimensional impacts on human well-being from conservation initiatives is complex. To understand the constituent components of human well-being and identify which components of well-being are most common, we analyzed 31 known indices for measuring human well-being. We found 11 focal areas shared by two or more indices for measuring human well-being, and the focal areas of living standards, health, education, social cohesion, security, environment, and governance were in at least 14 of the 31 human well-being indices. We examined each of the common focal areas and assessed its relevance to measuring the human well-being impacts of a conservation initiative. We then looked for existing indices that include the relevant focal areas and recommend the use of Stiglitz et al. (2009)—a framework designed to measure economic performance and social progress—as a starting place for understanding and selecting human well-being focal areas suitable for measuring the impacts on people from a conservation initiative

    A Comparison of Tablet-Based and Paper-Based Survey Data Collection in Conservation Projects

    There is growing use of household surveys by conservation organizations as they seek to measure the social impacts of conservation initiatives, especially in developing countries. Several recent health-sector studies suggest that computer-aided personal interviewing may be a cheaper and faster alternative to the traditional paper-based interviewing. Here, a comparison of The Nature Conservancy-funded tablet computer-based and paper-based household surveys is presented. Because the tablet and paper surveys were not identical except for the data collection tool, the results are suggestive. In the comparison, the cost per completed interview for the tablet-based survey was 74% less than the paper-based survey average, and the average time per interview question for the tablet-based survey was 46% less than the paper-based survey average. The cost saving came primarily from less need for data cleaning and lower enumerator fees. The time saving came primarily from faster data entry. The results suggest that there may be substantial savings in costs and time when using tablets rather than paper for survey data collection in a developing country

    Family planning and resilience: Associations found in a Population, Health, and Environment (PHE) project in Western Tanzania

    Using 2016 household survey data from Tanzania, we define and measure resilience within the context of Population, Health, and Environment programming and quantify the link between resilience and family planning. We created a multicomponent model using confirmatory factor analysis in a structural equation modeling context. Factor loadings for eight defined latent factors of resilience were statistically significant (p \u3c 0.001). We created a factor called “FP-MCH” reflecting awareness, attitudes, and access to family planning (FP) and health care services and use of maternal and child health care (MCH) facilities. Analysis, with controls, shows that a 1 standard deviation (SD) increase in FP/MCH was associated with a 0.68 SD increase in resilience (p \u3c 0.01), suggesting that the association between FP/MCH and resilience is robust across a range of factors. Analyses showed that the association between FP/MCH is broadly related to the construct of resilience and not through any single component. This study supports the importance of including FP/MCH as part of integrated projects to enhance resilience
