    RISK MANAGEMENT IN THE UNIVERSITY ENVIRONMENT

    In this article we try to find an answer to the question of whether the concept of risk is compatible with the academic environment. Universities are organizations that have a very special mission - to ensure the future of the country with competent people, capable of leading institutions, but also countries as a whole. We show that universities are, in fact, complex organizations that operate in a turbulent environment with multiple challenges that they have to face. Indeed, risk is an integral part of the existence and therefore the management of organizations. Thus, whether we realize it or not, risk-taking is consubstantial with everything. Since taking risks is inevitable, there is no other way to increase the chances of success in the decisions made than to study the risks, in their two variables, namely their probability and their impact, in order to manage them properly. So, for a university it is vital to have a risk management strategy, which would allow us to have a complex and systemic view of all the risks that threaten the university and allow us to think of appropriate risk response strategies

    The issue raised in this paper is one of major importance for the Republic of Moldova. The reasons are obvious. We are at the beginning of the second decade of the XXI century in terms of global financial and economic crisis. Although the Republic of Moldova has been less affected, its effects have been felt here as well. Unlike natural catastrophes, financial and economic crisis is due to human factors. The leaders of different levels have the role of getting out of this situation. The paper argues the necessity in lifelong training of managers. The paper attempts to highlight native qualities that managers must possess and which can be educated.     The article presents a comparative analysis of the institutional university autonomy of the following EU member states: Denmark, Lithuania, Romania, Scotland and Sweden. Today we are witnessing the restructuring of various society sectors - the economy, labor market, social and political systems, etc. It is a process at state – nation level, as well as regional and global levels. Education systems in most countries, at their turn, react to this process and engage in radical reform of higher education in order to achieve economic, social and political objectives of the society. In this emerging environment universities have to review their position in order to redefine and adapt their functions, forming an autonomous space for proper decision making and, thus, playing an innovative role in the socio- economic environment
