    Features in the ion emission of Cu, Al, and C plasmas produced by ultrafast laser ablation

    © 2015 AIP Publishing LLC. The bi-modal nature of charge integrated ion kinetic energy distributions, which result from ultrafast laser produced plasmas, is discussed in this paper. A negatively biased Faraday cup was used as a charge collector to measure ion distributions from three different solid targets that had been irradiated with an ultrafast laser in the fluence range 0.1-1 J/cm2. A bi-modal time of flight distribution is found for all three targets (C, Al, and Cu). In the case of the metallic targets (Al and Cu), high- and low-kinetic energy peaks exhibit quite different dependencies on laser fluence, whereas for the semi-metallic target (C), both peaks scale similarly with ultrafast laser fluence. The results are discussed within the framework of a one dimensional capacitor model resulting in ion acceleration

    Inequalities in maternity care and newborn outcomes: one-year surveillance of births in vulnerable slum communities in Mumbai

    Background: Aggregate urban health statistics mask inequalities. We described maternity care in vulnerable slum communities in Mumbai, and examined differences in care and outcomes between more and less deprived groups. Methods: We collected information through a birth surveillance system covering a population of over 280 000 in 48 vulnerable slum localities. Resident women identified births in their own localities and mothers and families were interviewed at 6 weeks after delivery. We analysed data on 5687 births over one year to September 2006. Socioeconomic status was classified using quartiles of standardized asset scores. Results: Women in higher socioeconomic quartile groups were less likely to have married and conceived in their teens (Odds ratio 0.74, 95% confidence interval 0.69–0.79, and 0.82, 0.78–0.87, respectively). There was a socioeconomic gradient away from public sector maternity care with increasing socioeconomic status (0.75, 0.70–0.79 for antenatal care and 0.66, 0.61–0.71 for institutional delivery). Women in the least poor group were five times less likely to deliver at home (0.17, 0.10–0.27) as women in the poorest group and about four times less likely to deliver in the public sector (0.27, 0.21–0.35). Rising socioeconomic status was associated with a lower prevalence of low birth weight (0.91, 0.85–0.97). Stillbirth rates did not vary, but neonatal mortality rates fell non-significantly as socioeconomic status increased (0.88, 0.71–1.08). Conclusion: Analyses of this type have usually been applied across the population spectrum from richest to poorest, and we were struck by the regularly stepped picture of inequalities within the urban poor, a group that might inadvertently be considered relatively homogeneous. The poorest slum residents are more dependent upon public sector health care, but the regular progression towards the private sector raises questions about its quality and regulation. It also underlines the need for healthcare provision strategies to take account of both sectors

    The DCU laser ion source

    Laser ion sources are used to generate and deliver highly charged ions of various masses and energies. We present details on the design and basic parameters of the DCU laser ion source (LIS). The theoretical aspects of a high voltage (HV) linear LIS are presented and the main issues surrounding laser-plasma formation, ion extraction and modeling of beam transport in relation to the operation of a LIS are detailed. A range of laser power densities (I ∼ 108–1011 W cm−2) and fluences (F = 0.1–3.9 kJ cm−2) from a Q-switched ruby laser (full-width half-maximum pulse duration ∼ 35 ns, λ = 694 nm) were used to generate a copper plasma. In “basic operating mode,” laser generated plasma ions are electrostatically accelerated using a dc HV bias (5–18 kV). A traditional einzel electrostatic lens system is utilized to transport and collimate the extracted ion beam for detection via a Faraday cup. Peak currents of up to I ∼ 600 μA for Cu+ to Cu3+ ions were recorded. The maximum collected charge reached 94 pC (Cu2+). Hydrodynamic simulations and ion probe diagnostics were used to study the plasma plume within the extraction gap. The system measured performance and electrodynamic simulations indicated that the use of a short field-free (L = 48 mm) region results in rapid expansion of the injected ion beam in the drift tube. This severely limits the efficiency of the electrostatic lens system and consequently the sources performance. Simulations of ion beam dynamics in a “continuous einzel array” were performed and experimentally verified to counter the strong space-charge force present in the ion beam which results from plasma extraction close to the target surface. Ion beam acceleration and injection thus occur at “high pressure.” In “enhanced operating mode,” peak currents of 3.26 mA (Cu2+) were recorded. The collected currents of more highly charged ions (Cu4+–Cu6+) increased considerably in this mode of operation

    Tissue-specific establishment of repressive chromatin through creation of compact chromatin domains during development is necessary to ensure proper gene expression and cell fate. Caenorhabditis elegans synMuv B proteins are important for the soma/germline fate decision and mutants demonstrate ectopic germline gene expression in somatic tissue, especially at high temperature. We show that C. elegans synMuv B proteins regulate developmental chromatin compaction and that the timing of chromatin compaction is temperature sensitive in both wild type and synMuv B mutants. Chromatin compaction in mutants is delayed into developmental time periods when zygotic gene expression is upregulated and demonstrates an anterior-to-posterior pattern. Loss of this patterned compaction coincides with the developmental time period of ectopic germline gene expression, which leads to a developmental arrest in synMuv B mutants. Finally, accelerated cell division rates at elevated temperature may contribute to a lack of coordination between expression of tissue specific transcription programs and chromatin compaction at high temperature. Thus, chromatin organization during development is regulated both spatially and temporally by synMuv B proteins to establish repressive chromatin in a tissue-specific manner to ensure proper gene expression

    Barry Turner: The under-acknowledged safety pioneer

    Barry Turner’s 1978 Man-made Disasters and Charles Perrow’s 1984 Normal Accidents were seminal books but a detailed comparison has yet to be undertaken. Doing so is important to establish content and priority of key ideas underpinning contemporary safety science. Turner’s research found socio-technical and systemic patterns that meant that major organisational disasters could be foreseen and were preventable. Perrow’s macro-structuralist industry focus was on technologically deterministic but unpredictable and unpreventable “system” accidents, particularly rare catastrophes. Andrew Hopkins and Nick Pidgeon respectively suggested that some prominent writers who wrote after Turner may not have been aware of, or did not properly acknowledge, Turner’s work. Using a methodology involving systematic reading and historical, biographical and thematic theory analysis, a detailed review of Turner’s and Perrow’s backgrounds and publications sheds new light on Turner’s priority and accomplishment, highlighting substantial similarities as well as clear differences. Normal Accidents did not cite Turner in 1984 or when republished with major additions in 1999. Turner became better known after a 1997 second edition of Man-made Disasters but under-acknowledgment issues by Perrow and others continued. Ethical citation and potential reasons for under-acknowledgment are discussed together with lessons applicable more broadly. It is concluded that Turner’s foundational importance for safety science should be better recognised

    Policy and program implications of the Matching Grants Program in the Philippines

    In 1999, the Philippines Department of Health, with support from USAID and technical assistance from Management Sciences for Health (MSH), implemented the matching grants program (MGP) as a component of the local government performance program. The MGP aims to improve the capability of municipalities and component cities to expand service delivery, and to achieve significant increases in rates of fully immunized children, vitamin A supplementation, tetanus toxoid immunization for women, as well as in the use of family planning methods, especially modern methods. Upon the request of the USAID Mission, the Frontiers in Reproductive Health program worked closely with MSH to conduct an evaluation of the MGP. This report briefly summarizes the results of the evaluations as a springboard for discussing program and policy issues. Specifically, this analysis attempts to draw out the program and policy implications of the findings from the MGP process and impact evaluations. While questions of sustainability and cost-effectiveness remain, this evaluation uncovered a number of important findings to guide future MGP implementation. The report notes that local government units appear to have identified mechanisms for outsourcing and mobilizing other community resources for this program, including the support of NGOs and other private sectors

    Can perceptual indices estimate physiological strain across a range of environments and metabolic workloads when wearing explosive ordnance disposal and chemical protective clothing?

    Objective Explosive ordnance disposal (EOD) often requires technicians to wear multiple protective garments in challenging environmental conditions. The accumulative effect of increased metabolic cost coupled with decreased heat dissipation associated with these garments predisposes technicians to high levels of physiological strain. It has been proposed that a perceptual strain index (PeSI) using subjective ratings of thermal sensation and perceived exertion as surrogate measures of core body temperature and heart rate, may provide an accurate estimation of physiological strain. Therefore, this study aimed to determine if the PeSI could estimate the physiological strain index (PSI) across a range of metabolic workloads and environments while wearing heavy EOD and chemical protective clothing. Methods Eleven healthy males wore an EOD and chemical protective ensemble while walking on a treadmill at 2.5, 4 and 5.5 km·h− 1 at 1% grade in environmental conditions equivalent to wet bulb globe temperature (WBGT) 21, 30 and 37 °C. WBGT conditions were randomly presented and a maximum of three randomised treadmill walking trials were completed in a single testing day. Trials were ceased at a maximum of 60-min or until the attainment of termination criteria. A Pearson's correlation coefficient, mixed linear model, absolute agreement and receiver operating characteristic (ROC) curves were used to determine the relationship between the PeSI and PSI. Results A significant moderate relationship between the PeSI and the PSI was observed [r = 0.77; p < 0.001; mean difference = 0.8 ± 1.1 a.u. (modified 95% limits of agreement − 1.3 to 3.0)]. The ROC curves indicated that the PeSI had a good predictive power when used with two, single-threshold cut-offs to differentiate between low and high levels of physiological strain (area under curve: PSI three cut-off = 0.936 and seven cut-off = 0.841). Conclusions These findings support the use of the PeSI for monitoring physiological strain while wearing EOD and chemical protective clothing. However, future research is needed to confirm the validity of the PeSI for active EOD technicians operating in the field

    The case for the development and use of "ecologically valid" measures of executive function in experimental and clinical neuropsychology

    This article considers the scientific process whereby new and better clinical tests of executive function might be developed, and what form they might take. We argue that many of the traditional tests of executive function most commonly in use (e.g., the Wisconsin Card Sorting Test; Stroop) are adaptations of procedures that emerged almost coincidentally from conceptual and experimental frameworks far removed from those currently in favour, and that the prolongation of their use has been encouraged by a sustained period of concentration on “construct-driven” experimentation in neuropsychology. This resulted from the special theoretical demands made by the field of executive function, but was not a necessary consequence, and may not even have been a useful one. Whilst useful, these tests may not therefore be optimal for their purpose. We consider as an alternative approach a function-led development programme which in principle could yield tasks better suited to the concerns of the clinician because of the transparency afforded by increased “representativeness” and “generalisability.” We further argue that the requirement of such a programme to represent the interaction between the individual and situational context might also provide useful constraints for purely experimental investigations. We provide an example of such a programme with reference to the Multiple Errands and Six Element tests
