    Catecholamine involvement in lateral hypothalamic self-stimulation : with special reference to the dorsal noradrenergetic system

    Six experiments were undertaken to determine the involvement of the nigrostriatal dopamine (DA) pathway and the dorsal noradrenergic (NA) pathway in mediating lateral hypothalamic (LH) self-stimulation. All subjects were implanted with bipolar electrodes in the LH area and were trained to self-stimulate. Once this behavior had stabilized (20-30 days), lesions at various levels of the nigrostriatal DA system and the dorsal NA system were made via intracerebral injections of the catecholamine (CA) neurotoxin, 6-hydroxydopamine (6-OHDA) and/or electrolytic lesions. Testing for self-stimulation was resumed 24 hrs. after the lesions and continued for a period of 5 days. At the conclusion of testing, the animals were sacrificed and prepared for histological examination. -- Destruction of several CA systems by injections of 6-OHDA (8μg/4μl) in the cells of origin (A9) of the nigrostriatal DA system resulted in a strong suppression of LH self-stimulation (p<.025). Injections of 6-OHDA (8μg/4μl) anterior to the cells of origin (A6) of the dorsal NA system had little or no effect on LH self-stimulation (Experiment 2). 6-OHDA (4μg/μl) and electrolytic lesions of the dorsal NA bundle in combination with electrolytic lesions of A6 also failed to substantially affect LH self-stimulation (Experiments 3 & 5). The fourth experiment attempted to further examine the role of the dorsal NA system in LH self-stimulation by injections of procaine ( a local anesthetic), d-amphetamine and glutamate (a neural excitant) directly in A6. All three treatments resulted in considerable suppression of LH self-stimulation (p<.001) but these results were rendered questionable due to possible non-specific effects and methodological considerations. The sixth and final experiment revealed that self-stimulation is rapidly obtained from the region of A6 when a sensitive shaping procedure that maximizes behavioral arousal is employed. -- Together; these results suggest that LH self-stimulation is mediated by the nigrostriatal and mesolimbic DA systems alone or in combination with the dorsal NA system but the dorsal NA system itself does not seem necessary for maintenance of LH self-estimulation. Thus, noradrenergic theories of self-stimulation (e.g. Stein & Wise, 1971) must be reconsidered

    Exploring Supervision Fees in Four Probation Jurisdictions in Texas

    In 2014, the University of Minnesota's Robina Institute of Criminal Law and Criminal Justice began a multi-state study that was tasked with exploring nationwide variations in the practices and policies of probation violations and revocations. A distinctive finding that grew out of the Robina Institute's work in two Texas counties was that probation supervision fees play a major role throughout the state. Probationers are required as one of 25 standard conditions to pay supervision fees, and—depending on the case— they may have to pay additional program fees, fines, and restitution. Texas probation departments depend on supervision fees for a large share of their operating budgets, and they are responsible for collecting those fees. Because payment of fees is a formal condition of probation, probationers may be sanctioned if they fall delinquent. Additionally, their probation terms may be extended to allow more time to pay, or early termination may be denied. In interviews, some probationers believed they could be revoked to jail or prison for failure to pay supervision fees. However, we heard from probation officers that probationers were not revoked solely for fees. The officers told us that nonpayment may be one reason probationers are revoked, but only when combined with other violations.The Robina Institute was encouraged by other probation chiefs in Texas to add additional counties to our study. To understand the interaction between probation and criminal justice fees in greater depth, the Robina Institute conducted a mixed methods study with 4 probation jurisdictions in Texas. Quantitative data was analyzed to examine the average amount of fees ordered, the breakdown of the fees ordered, and the percent of probationers who were current and delinquent on their fees. The quantitative analysis also examined the outcomes for those who were delinquent on their fees. Qualitative interviews were conducted with probationers to understand how fees impacted them and their experience of probation, as well as how they handled paying their fees. Probation officers were also interviewed to examine how fees were utilized and how officers collected fees.This report highlights some of the findings from qualitative interviews with over 50 probation officers and 46 probationers in 4 probation jurisdictions. A separate report highlights our quantitative findings; future Robina Institute publications will explore the quantitative and qualitative data in greater depth, as well as legal issues associated with the imposition and collection of supervision fees.The first section of this report presents findings from the focus groups with the probation officers.     Aggregation and Representation in the European Parliament Party Groups

    While members of the European Parliament are elected in national constituencies, their votes are determined by the aggregation of MEPs in multinational party groups. The uncoordinated aggregation of national party programmes in multinational EP party groups challenges theories of representation based on national parties and parliaments. This article provides a theoretical means of understanding representation by linking the aggregation of dozens of national party programmes in different EP party groups to the aggregation of groups to produce the parliamentary majority needed to enact policies. Drawing on an original data source of national party programmes, the EU Profiler, the article shows that the EP majorities created by aggregating MEP votes in party groups are best explained by cartel theories. These give priority to strengthening the EP’s collective capacity to enact policies rather than voting in accord with the programmes they were nationally elected to represent

    Evaluating Cumulative Ecosystem Response to Restoration Projects in the Lower Columbia River and Estuary, 2009

    This is the sixth annual report of a seven-year project (2004 through 2010) to evaluate the cumulative effects of habitat restoration actions in the lower Columbia River and estuary (LCRE). The project, called the Cumulative Effects Study, is being conducted for the U.S. Army Corps of Engineers Portland District (USACE) by the Marine Sciences Laboratory of the Pacific Northwest National Laboratory (PNNL), the Pt. Adams Biological Field Station of the National Marine Fisheries Service (NMFS), the Columbia River Estuary Study Taskforce (CREST), and the University of Washington. The goal of the Cumulative Effects Study is to develop a methodology to evaluate the cumulative effects of multiple habitat restoration projects intended to benefit ecosystems supporting juvenile salmonids in the 235-km-long LCRE. Literature review in 2004 revealed no existing methods for such an evaluation and suggested that cumulative effects could be additive or synergistic. From 2005 through 2009, annual field research involved intensive, comparative studies paired by habitat type (tidal swamp versus marsh), trajectory (restoration versus reference site), and restoration action (tidegate replacement vs. culvert replacement vs. dike breach)

    Factors associated with mortality in HIV-infected and uninfected patients with pulmonary tuberculosis

    <p>Abstract</p> <p>Background</p> <p>HIV has fuelled the TB epidemic in sub-Saharan Africa. Mortality in patients co-infected with TB and HIV is high. Managing factors influencing mortality in TB patients might help reducing it. This study investigates factors associated with mortality including patients' HIV sero-status, CD4 cell count, laboratory, nutritional and demographic characteristics in AFB smear positive pulmonary TB patients.</p> <p>Methods</p> <p>We studied 887 sputum smear positive PTB patients, between 18 and 65 years of age receiving standard 8 months anti-TB treatment. Demographic, anthropometric and laboratory data including HIV, CD4 and other tests were collected at baseline and at regular intervals. Patients were followed for a median period of 2.5 years.</p> <p>Results</p> <p>Of the 887 participants, 155 (17.5%) died, of whom 90.3% (140/155) were HIV-infected, a fatality of 29.7% (140/471) compared to 3.6% (15/416) among HIV-uninfected. HIV infection, age, low Karnofsky score, CD4 cell counts and hemoglobin, high viral load, and oral thrush were significantly associated with high mortality in all patients.</p> <p>Conclusion</p> <p>Mortality among HIV-infected TB patients is high despite the use of effective anti-TB therapy. Most deaths occur after successful completion of therapy, an indication that patients die from causes other than TB. HIV infection is the strongest independent predictor of mortality in this cohort.</p

    The Science Performance of JWST as Characterized in Commissioning

    This paper characterizes the actual science performance of the James Webb Space Telescope (JWST), as determined from the six month commissioning period. We summarize the performance of the spacecraft, telescope, science instruments, and ground system, with an emphasis on differences from pre-launch expectations. Commissioning has made clear that JWST is fully capable of achieving the discoveries for which it was built. Moreover, almost across the board, the science performance of JWST is better than expected; in most cases, JWST will go deeper faster than expected. The telescope and instrument suite have demonstrated the sensitivity, stability, image quality, and spectral range that are necessary to transform our understanding of the cosmos through observations spanning from near-earth asteroids to the most distant galaxies.Comment: 5th version as accepted to PASP; 31 pages, 18 figures; https://iopscience.iop.org/article/10.1088/1538-3873/acb29

    The James Webb Space Telescope Mission

    Twenty-six years ago a small committee report, building on earlier studies, expounded a compelling and poetic vision for the future of astronomy, calling for an infrared-optimized space telescope with an aperture of at least 4m4m. With the support of their governments in the US, Europe, and Canada, 20,000 people realized that vision as the 6.5m6.5m James Webb Space Telescope. A generation of astronomers will celebrate their accomplishments for the life of the mission, potentially as long as 20 years, and beyond. This report and the scientific discoveries that follow are extended thank-you notes to the 20,000 team members. The telescope is working perfectly, with much better image quality than expected. In this and accompanying papers, we give a brief history, describe the observatory, outline its objectives and current observing program, and discuss the inventions and people who made it possible.
