A rack-mounted precision waveguide-below-cutoff attenuator with an absolute electronic readout

A coaxial precision waveguide-below-cutoff attenuator is described which uses an absolute (unambiguous) electronic digital readout of displacement in inches in addition to the usual gear driven mechanical counter-dial readout in decibels. The attenuator is rack-mountable and has the input and output RF connectors in a fixed position. The attenuation rate for 55, 50, and 30 MHz operation is given along with a discussion of sources of errors. In addition, information is included to aid the user in making adjustments on the attenuator should it be damaged or disassembled for any reason

With increasing efficiency in human and freight transport fuelled by the creation of the global market place, pressure is mounting on quarantine administrators to target their resources strategically. A managed approach to decision-making is therefore becoming an integral part of quarantine management since target species and/or entry pathways must be identified and policed effectively. Using the example of Melon Thrips in Western Australia, this paper presents an economic framework that allows decision-makers to prioritise exotic pests based on the damage and production cost increases they are capable of imposing on affected industries. Modern technology has produced machines which can see, hear, and touch with greater accuracy and precision than human beings. Consequently, the military pilot is more a systems manager, often doing battle against a target he never sees. It is concluded that unquantifiable human activity requires motivation that is not intrinsic in a machine

Bringing Unions Back In: Labour and Left Governments in Latin America

In the 2000s an unprecedented wave of left-party victories in presidential elections swept across Latin America. Although scholars have studied variation among left regimes and how these regimes differ from neoliberal-era predecessors, few have addressed the role of labour unions and labour policy under the Left. We argue that ‘bringing unions back in’ to the analysis of left governments’ performance sharpens distinctions with neoliberal governments and unsettles existing typologies. We review the labour policies of left governments in four countries—Chile, Brazil, Uruguay, and Argentina—to show how a labour lens enriches our understanding of left governments in the region
