Executive summary of the longer term strategy prepared by the Conservation Company under the direction of a Finance Committee working group whose members are listed in an annex. The report summarized here presents an operational plan for an enhanced Future Harvest organization. It addresses CGIAR public awareness, resource mobilization, and financing, and builds on work presented at ICW 1999 and MTM 2000. This summary document was circulated as background to the report of the Synthesis Group to ICW 2000. Long Range Financing Strategy for the CGIAR

Final report of a Finance Committee Working Group prepared by The Conservation Company. The report addresses CGIAR public awareness, resource mobilization, and financing, and builds on work presented at ICW 1999 and MTM 2000. It presents an operational plan for an enhanced Future Harvest organization, which would add resource mobilization capacity to its existing public awareness capacity. The governance of the new organization is addressed, as well as its relationships to other parts of the CGIAR System.This report was an agenda document at CGIAR International Centers Week, 2000, where it was considered under the report of the Finance Committee. The CGIAR endorsed the recommendations of the Finance Committee to be implemented in the context of the overall change management process. The report was also discussed in connection with the report of the Synthesis Group

Toward a Long-Range Financing Strategy for the CGIAR

Draft report prepared by The Conservation Company, engaged to plan the implementation of the CGIAR System Review recommendations on resource mobilization and public awareness. The work was guided by a working group led by Finance Committee Chair Alex McCalla, who had been asked by the Consultative Council to undertake this work. The draft was presented to the CGIAR meeting in October 1999 by John Riggan, President of The Conservation Company.The document outlines a strategic framework for CGIAR financing, and structural arrangements for both fund raising and public awareness. The Working Group proposed consideration of a new foundation, combining Future Harvest and the moribund International Fund for Agricultural Research (IFAR), to be housed at the World Bank. The foundation would be accountable to the CGIAR, but operate independently to provide flexibility. It would work with a growing number of national support organizations in various countries.Meeting before ICW99, the Finance Committee made two propositions for consideration by the CGIAR. First, continued reliance on ODA funding with some other funding from DAC countries, expansion of Southern financial participation, and a special effort to solicit private philanthropy. Second, a single mechanism, like a foundation, for harmonizing public awareness and resource mobilization activities and to implement new initiatives

A Longer-Term Financing Strategy for the CGIAR

Draft report submitted by the Working Group on a Longer-Term Financing Strategy to the CGIAR Finance Committee at the meeting CGIAR Mid Term Meeting, May 2000. The report and action recommendations of the Finance Committee were presented by the chair of the working group, Alex McCalla. The paper was based on a draft prepared by The Conservation Company with the title "Toward a Longer-Ranger Financing Strategy" which was considered at ICW 99. The Consultative Council broadly endorsed the directions proposed at its meeting in April 2000.The report is introduced by a six page executive summary. It proposes an enhanced public awareness, resource mobilization effort building on Future Harvest, to be launched following approval of a new vision for the CGIAR proposed by TAC. Interim steps suggested include increased resources for Future Harvest, use of greater resources and development of strategic marketing plans by centers, more center board involvement, use of consultants, pilot testing of promising fund raising initiatives, work with TAC and centers to identify high-profile activities that lend themselves to funding from new sources, preparation of a business plan, and development of a consensus for an organization plan and structure to implement the new initiatives.The document lists major findings from the background research covering the public sector, the private sector, and mechanisms for obtaining financing from both
