    Young people imagining a new democracy: Literature review

    This literature review was commissioned by the Whitlam Institute within the University of Western Sydney (UWS) to provide context for the Imagining a New Democracy Project. The project is a collaboration between the Whitlam Institute and the Office of University Engagement at UWS. The Foundation for Young Australians is the primary funding partner. The project seeks: • to better understand younger Australian’s attitudes towards and active participation in democratic processes; • to work with young people to ‘imagine’ how Australian democracy might work better (for them and indeed for all citizens); • to identify the potential implications for public policy; • to promote consideration of these matters by policy-makers and the public. The literature review explores international and Australian literature on youth participation in democracy. Key word searches were used on a number of sociological and social and political science databases, and in addition, the online libraries of organisations and networks were also scanned for relevant research reports. In summary, the literature review finds that there is clear evidence that young people in Australia are engaged with political and social issues, but that they feel alienated by formal, institutionalised politics and are less inclined to engage in traditional forms of participation

Abstract This thesis examines the relationship between youth participation policies, the internet and young people’s political participation. In recent times youth participation policies have become an increasingly popular solution to a range of perceived ‘issues’ related to young people: either problems of youth disengagement from democracy or their exclusion from democratic processes. At the same time, young people’s lives are increasingly mediated by information communication technologies: identity, social relationships, learning and cultural, political and economic practices are embedded in the internet and mobile usage. Consequently, the internet is being increasingly utilised to promote and implement the aims of these youth participation policies. Despite the need to understand the relationship between policy and practice, research rarely considers the relationship between policy, practice and young people’s views and experiences. This thesis addresses this gap in the literature by looking at what participation means in youth policy, in the practice of non-government organisations and for young people themselves. It engages directly with young people’s experiences and in doing so moves beyond questions of mobilisation and reinforcement. Instead it examines the diversity of ways in which young people conceptualise and practice participation, both online and offline. It also relates their views and actions to broader changes in governance and democracy and draws on contemporary theories of political identity and citizenship to make sense of the way that young people view, and exercise, citizenship. This study draws on original qualitative research generated in a comparative study of Australia and the United Kingdom. The experiences of young people in two national non-government organisations are studied and explored in relation to the policy discourses on youth and participation in each country setting. This study has drawn on participant observation, document analysis and in-depth interviews with twenty four young people and eight executive staff and board members across the two country settings. This thesis provides an in-depth account of how young people conceptualise and practice politics. In doing so, it argues, firstly, that the political identities of young people are shaped by dominant discourses of youth and participation and that youth participation policies are transforming the ways that young people conceptualise participation and engage in participatory activities. Although participation policies are often intended to connect young people to government policy making processes, young people remain cynical about the interest and ability of governments to recognise and respond to their views. They see governments and politicians as remote from their lives and the issues they cared about. Comparatively, they demonstrate a passionate commitment to causes, to personally defined acts incorporated in their everyday lives through local volunteering and contributing to national initiatives. Furthermore, these young people reject traditional hierarchies, show significant commitment to action over ideology and value the cultural and interpersonal dimensions of participation. They often conceptualise participation as everyday acts through networks that transcend traditional models of membership-based organisations, of state-oriented politics, of locally-based action and of formal and informal policy making processes. Secondly, young people use the Internet for a diverse range of participation activities. The internet facilitates activities which bring together the political, cultural, social and economic dimensions of young people’s lives. For instance, participatory activities, friendships, study, hobbies and consumer activities were often interwoven as young people discussed participation. However, the picture that emerged in this thesis is that the agency and autonomy that young people value in online participation contrasts starkly with government policies which favour structured, managed, prescribed processes for youth participation both on and offline. Thirdly, whilst participation policies have opened up new access points to policy-making from which young people have traditionally been excluded, they tend to legitimise managed forms of participation and de-legitimise others. Consequently, participation policies, in their present form, tend to exacerbate, rather than remedy problems of elitism and can further alienate young people from political elites. Furthermore, as discourses of participation are becoming more prevalent in the non-government sector, young people are increasingly oriented away from government towards other actors. This thesis finds that young people are becoming more, not less, alienated from formal politics as they find more resonance in non-government processes and feel more excluded from the processes of government

As suggested by Scott Morrison’s response to the student-led ‘School Strike 4 Climate’, there are both firm and contested ideas about who young citizens are and their role in Australian democracy. These reflect how ‘youth’, as a life stage, is conceptualised, how citizenship is defined, how people develop and express political views and behaviours and create, share and consume political media, what constitutes participation and how people exercise their rights and responsibilities in Australian democracy and shape its ongoing evolution. This chapter looks at how young people’s relationships to politics have changed and diversified over time. It first considers how young people’s citizenship and their role in democracy can be conceptualised. The second section looks at young people’s status in Australian politics – in formal processes, policy and advocacy. The final section discusses how young people’s political interests and participation in democracy are evolving in relation to the constraints and opportunities of Australian democracy

    Planning from Failure: Transforming a Waterfront through Experimentation in a Placemaking Living Lab

    This article assesses on what happens when planning by experiment becomes imperative for strategic city sites such as waterfronts due to the failure of other forms of centralised, top-down, or market-led planning. Through an in-depth case-based analysis of La Marina de València (LMdV) we investigate the potential of experimentation for revitalisation of city sites. To do this, we first review the literature on urban development approaches to identify specific issues that lead to urban planning failure. We then extend the scholarship on urban experimentation by proposing a definition of place-based experimentation as ‘relational process.’ Then, we explore how planning by experiment emerged as a response to planning failures in a broader strategy for revitalisation of LMdV. We propose key processes for planning by experiment through a Placemaking Living Lab based on perception, collaboration, and iteration, which we use to assess experimentation at LMdV. In the conclusion we discuss the potential of this approach to ‘planning by experiment’ to revitalise urban governance and planning processes in cities and their strategic sites

    Building resilience in young people through meaningful participation

    Building resilience in young people is an important goal if we are to strengthen capacity and promote skills that help to reduce mental health problems. One way to foster resilience in young people is through meaningful youth participation; that is, decision-making by young people that involves meaning, control, and connectedness. Whilst youth participation may occur in recognition of young people’s rights to be involved in all decisions that affect them, meaningful participation can itself enhance a young person’s sense of connectedness, belonging and valued participation, and thereby impact on mental health and well being. Based on its extensive experience working collaboratively with young people, the Inspire Foundation, in partnership with young people, has developed a flexible and diverse approach to youth participation. This paper outlines the theoretical and conceptual underpinnings of the model, and discusses the operationalisation of program goals, atmosphere and activities that seek to build resilience through meaningful youth participation

    The contemporary mass mobilisation of school students in Australia is unprecedented but also reflects the growing numbers of young people participating in the past 15 years in Australian youth-led organisations for climate and social justice (Collin, 2015). Among these, the youth-led Australian Youth Climate Coalition (AYCC) has been particularly significant: running high profile participatory campaigns, delivering climate campaigning workshops, training for school-age students and developing an extensive and decentralised model of community organising and action. With more than 150,000 members, the AYCC enables personalisable collective action: AYCC followers choose their own level of engagement and organise localised and networked actions, online and offline - hallmarks of the current climate protests

    Child-centred Indicators for Violence Prevention: Summary Report on a Living Lab in the City of Valenzuela, Philippines

    In 2015, world leaders made a commitment to end all forms of violence against children by 2030, as part of the Sustainable Development Goals (SDGs). To achieve the aspirations of the SDG global targets, Governments set targets, taking into account national circumstances, to reduce children’s risk and be responsive to local contexts. Prevention and response efforts need to be grounded in the best available evidence to achieve measurable reductions in violence, and if the needs of children are to be foregrounded, strategies to end violence must respect not only children’s protection rights but also their participation rights. Moreover, it is critical that the processes for monitoring and measuring impacts centre children’s needs, aspirations and experiences. If children themselves report that violence is reducing in their personal lives, in their communities and in their countries, we will know that efforts to address violence, abuse and neglect are succeeding. This report describes a project undertaken in collaboration with End Violence, the City of Valenzuela, the Young and Resilient Research Centre and other partners to develop child-centred indicators for violence prevention in the City of Valenzuela in greater Manila, Philippines. Child and adult stakeholders worked together in a series of 14 participatory workshops to creatively explore children’s experiences and perceptions of violence, to map their aspirations for change, to ideate strategies for addressing violence in their communities, and to develop child-centred indicators against which violence reduction can be measured. This project found that children’s perspectives are a vital resource for efforts to localise INSPIRE strategies and that the deployment of child-centred indicators usefully augments and complements the INSPIRE measurement framework. Beyond the City of Valenzuela, there is opportunity to scale the use of these child-centred indicators to other parts of the Philippines and globally. The report also offers reflections on the key strengths and limitations of the Living Lab process for engaging a wide range of stakeholders, including children themselves, in the project of ending violence against children

    Dolutegravir twice-daily dosing in children with HIV-associated tuberculosis: a pharmacokinetic and safety study within the open-label, multicentre, randomised, non-inferiority ODYSSEY trial

    Background: Children with HIV-associated tuberculosis (TB) have few antiretroviral therapy (ART) options. We aimed to evaluate the safety and pharmacokinetics of dolutegravir twice-daily dosing in children receiving rifampicin for HIV-associated TB. Methods: We nested a two-period, fixed-order pharmacokinetic substudy within the open-label, multicentre, randomised, controlled, non-inferiority ODYSSEY trial at research centres in South Africa, Uganda, and Zimbabwe. Children (aged 4 weeks to <18 years) with HIV-associated TB who were receiving rifampicin and twice-daily dolutegravir were eligible for inclusion. We did a 12-h pharmacokinetic profile on rifampicin and twice-daily dolutegravir and a 24-h profile on once-daily dolutegravir. Geometric mean ratios for trough plasma concentration (Ctrough), area under the plasma concentration time curve from 0 h to 24 h after dosing (AUC0–24 h), and maximum plasma concentration (Cmax) were used to compare dolutegravir concentrations between substudy days. We assessed rifampicin Cmax on the first substudy day. All children within ODYSSEY with HIV-associated TB who received rifampicin and twice-daily dolutegravir were included in the safety analysis. We described adverse events reported from starting twice-daily dolutegravir to 30 days after returning to once-daily dolutegravir. This trial is registered with ClinicalTrials.gov (NCT02259127), EudraCT (2014–002632-14), and the ISRCTN registry (ISRCTN91737921). Findings: Between Sept 20, 2016, and June 28, 2021, 37 children with HIV-associated TB (median age 11·9 years [range 0·4–17·6], 19 [51%] were female and 18 [49%] were male, 36 [97%] in Africa and one [3%] in Thailand) received rifampicin with twice-daily dolutegravir and were included in the safety analysis. 20 (54%) of 37 children enrolled in the pharmacokinetic substudy, 14 of whom contributed at least one evaluable pharmacokinetic curve for dolutegravir, including 12 who had within-participant comparisons. Geometric mean ratios for rifampicin and twice-daily dolutegravir versus once-daily dolutegravir were 1·51 (90% CI 1·08–2·11) for Ctrough, 1·23 (0·99–1·53) for AUC0–24 h, and 0·94 (0·76–1·16) for Cmax. Individual dolutegravir Ctrough concentrations were higher than the 90% effective concentration (ie, 0·32 mg/L) in all children receiving rifampicin and twice-daily dolutegravir. Of 18 children with evaluable rifampicin concentrations, 15 (83%) had a Cmax of less than the optimal target concentration of 8 mg/L. Rifampicin geometric mean Cmax was 5·1 mg/L (coefficient of variation 71%). During a median follow-up of 31 weeks (IQR 30–40), 15 grade 3 or higher adverse events occurred among 11 (30%) of 37 children, ten serious adverse events occurred among eight (22%) children, including two deaths (one tuberculosis-related death, one death due to traumatic injury); no adverse events, including deaths, were considered related to dolutegravir. Interpretation: Twice-daily dolutegravir was shown to be safe and sufficient to overcome the rifampicin enzyme-inducing effect in children, and could provide a practical ART option for children with HIV-associated TB

    Neuropsychiatric manifestations and sleep disturbances with dolutegravir-based antiretroviral therapy versus standard of care in children and adolescents: a secondary analysis of the ODYSSEY trial

    BACKGROUND: Cohort studies in adults with HIV showed that dolutegravir was associated with neuropsychiatric adverse events and sleep problems, yet data are scarce in children and adolescents. We aimed to evaluate neuropsychiatric manifestations in children and adolescents treated with dolutegravir-based treatment versus alternative antiretroviral therapy. METHODS: This is a secondary analysis of ODYSSEY, an open-label, multicentre, randomised, non-inferiority trial, in which adolescents and children initiating first-line or second-line antiretroviral therapy were randomly assigned 1:1 to dolutegravir-based treatment or standard-of-care treatment. We assessed neuropsychiatric adverse events (reported by clinicians) and responses to the mood and sleep questionnaires (reported by the participant or their carer) in both groups. We compared the proportions of patients with neuropsychiatric adverse events (neurological, psychiatric, and total), time to first neuropsychiatric adverse event, and participant-reported responses to questionnaires capturing issues with mood, suicidal thoughts, and sleep problems. FINDINGS: Between Sept 20, 2016, and June 22, 2018, 707 participants were enrolled, of whom 345 (49%) were female and 362 (51%) were male, and 623 (88%) were Black-African. Of 707 participants, 350 (50%) were randomly assigned to dolutegravir-based antiretroviral therapy and 357 (50%) to non-dolutegravir-based standard-of-care. 311 (44%) of 707 participants started first-line antiretroviral therapy (ODYSSEY-A; 145 [92%] of 157 participants had efavirenz-based therapy in the standard-of-care group), and 396 (56%) of 707 started second-line therapy (ODYSSEY-B; 195 [98%] of 200 had protease inhibitor-based therapy in the standard-of-care group). During follow-up (median 142 weeks, IQR 124–159), 23 participants had 31 neuropsychiatric adverse events (15 in the dolutegravir group and eight in the standard-of-care group; difference in proportion of participants with ≥1 event p=0·13). 11 participants had one or more neurological events (six and five; p=0·74) and 14 participants had one or more psychiatric events (ten and four; p=0·097). Among 14 participants with psychiatric events, eight participants in the dolutegravir group and four in standard-of-care group had suicidal ideation or behaviour. More participants in the dolutegravir group than the standard-of-care group reported symptoms of self-harm (eight vs one; p=0·025), life not worth living (17 vs five; p=0·0091), or suicidal thoughts (13 vs none; p=0·0006) at one or more follow-up visits. Most reports were transient. There were no differences by treatment group in low mood or feeling sad, problems concentrating, feeling worried or feeling angry or aggressive, sleep problems, or sleep quality. INTERPRETATION: The numbers of neuropsychiatric adverse events and reported neuropsychiatric symptoms were low. However, numerically more participants had psychiatric events and reported suicidality ideation in the dolutegravir group than the standard-of-care group. These differences should be interpreted with caution in an open-label trial. Clinicians and policy makers should consider including suicidality screening of children or adolescents receiving dolutegravir
