Estimating the Value of Water in Alternative Uses
Many public and private decisions regarding water use, allocation, and management require estimation of water's value in alternative uses. This paper discusses economic concepts essential in valuing water, outlines and compares market and nonmarket based approaches used to estimate water values, and reviews the application of these methodologies for valuing water in instream, irrigation, municipal and industrial uses in the western United States
Living Originalism
Originalists routinely argue that originalism is the only coherent and legitimate theory of constitutional interpretation. This Article endeavors to undermine those claims by demonstrating that, despite the suggestion of originalist rhetoric, originalism is not a single, coherent, unified theory of constitutional interpretation, but is rather a disparate collection of distinct constitutional theories that share little more than a misleading reliance on a common label. Originalists generally agree only on certain very broad precepts that serve as the fundamental underlying principles of constitutional interpretation: specifically, that the writtenness of the Constitution necessitates a fixed constitutional meaning, and that courts that see themselves as empowered to give the Constitution some avowedly different meaning are behaving contrary to law. Originalists have been able to achieve agreement on these broad underlying principles, but they have often viewed as unduly narrow and mistaken the understanding held by the original originalists-the framers of originalism, if you will-as to how those principles must be put into action. And originalists disagree so profoundly amongst themselves about how to effectuate those underlying principles that over time they have articulated-and continue to articulate-a wide array of strikingly disparate, and mutually exclusive, constitutional theories. In this regard, originalists have followed a living, evolving approach to constitutional interpretation. Our account of originalism\u27s evolution-and of the extensive disagreement among originalists today-undermines originalists\u27 normative claims about the superiority of their approach. Originalists\u27 claims about the unique and exclusive legitimacy of their theory-that originalism self-evidently represents the correct method of constitutional interpretation-founder when one considers that originalists themselves cannot even begin to agree on what their correct approach actually entails. And their claims that originalism has a unique ability to produce determinate and fixed constitutional meaning, and thus that only originalism properly treats the Constitution as law and properly constrains judges from reading their own values into the Constitution, stumble when one considers the rapid evolution and dizzying array of versions of originalism; because each version has the potential to produce a different constitutional meaning, the constitutional meaning that a committed originalist judge would find turns out to be anything but fixed. As originalism evolves, the constitutional meanings that it produces evolve along with it. Today\u27s originalists not only reach results markedly different from those originalists reached thirty years ago, but also produce widely divergent results amongst themselves. Judges committed to the originalist enterprise thus have significant discretion to choose (consciously or subconsciously) the version of originalism that is most likely to dictate results consistent with their own preferences. As such, originalism suffers from the very flaws that its proponents have identified in its alternatives
SOIL PRODUCTIVITY AND FARMERS' EROSION CONTROL INCENTIVES--A DYNAMIC MODELING APPROACH
Important linkages between farm management variables, soil loss, crop yields, and incentives to practice soil conservation have often been omitted from previous empirical studies, due to regional data limitations and incomplete knowledge of soil loss/crop yiled relationships. An optimal control model is developed with explicit attention to interactions between management choices, soil loss, and long-term farmland productivity. Analysis of the optimality conditions generates a number of hypotheses related to farmers' productivity-linked conservation incentives, which can be tested empirically without precise knowledge of specific erosion-productivity relationships.Environmental Economics and Policy, Farm Management, Land Economics/Use,
How Do Homebuyers Value Different Types of Green Space?
It is important to understand tradeoffs in preferences for natural and constructed green space in semi-arid urban areas because these lands compete for scarce water resources. We perform a hedonic study using high resolution, remotely-sensed vegetation indices and house sales records. We find that homebuyers in the study area prefer greener lots, greener neighborhoods, and greener nearby riparian corridors, and they pay premiums for proximity to green space amenities. Goals and Social Comparisons Promote Walking Behavior
The effectiveness of a pedometer intervention was affected by manipulating the goals given to participants and by providing social comparison feedback about how participants’ performance compared with others. In study 1 (n = 148), university staff members received a low, medium, or high walking goal (10%, 50%, or 100% increase over baseline walking). Participants walked 1358 more steps per day (95% confidence interval [CI], 729, 1985), when receiving a high goal than when receiving a medium goal, but a medium goal did not increase walking relative to a low goal (554 more steps; 95% CI, –71,1179). In study 2 (n = 64), participants received individual feedback only or individual plus social comparison feedback. Participants walked 1120 more steps per day (95% CI, 538, 1703) when receiving social comparison feedback than when receiving only individual feedback. Goals and the performance of others act as reference points and influence the effect that pedometer feedback has on walking behavior, illustrating the applicability of the principles of behavioral economics and social psychology to the design of health behavior interventions
Internal Marketing Perceptions in Intercollegiate Athletics and Their Influence on Organizational Commitment
While scholars have previously focused on the external impact of marketing efforts in college athletics (e.g., Gladden, Irwin, & Sutton, 2001), little research has been done on the internal marketing orientation of collegiate sport properties and its respective impact on college sport. The purpose of this study is to determine the perceptions of internal marketing in college athletics and to examine if those perceptions have an effect on the level of organizational commitment among departmental employees. Survey methodology collected information from 248 athletic department administrators at NCAA FBS and FCS institutions. Results indicate that internal marketing orientation strongly influenced affective commitment to the organization. Further, internal marketing was found to fully mediate the relationship of job function and affective commitment. Finally, theorized moderators of job type, level of competition and gender were not statistically significant. The results support the assertion that an internal marketing orientation can be effectively implemented to foster the development of affective commitment to the organization
Intercollegiate Athletics and Institutional Fundraising: A Meta-Analysis
After nearly 30 years of research, the disparate findings of studies examining the influence of intercollegiate athletics on private, individual giving to higher education institutions have failed to generate generalizable knowledge. The current study examined all available empirical studies conducted between 1976 and 2008 on this topic. Meta-analysis results indicate that intercollegiate athletics does have a small, but statistically significant, effect on giving. Follow-up analysis revealed four significant moderators on the strength of the intercollegiate athletic-private giving relationship: the gift target (i.e., athletic vs. academic programs), the alumni status of the donor, the level of NCAA membership, and whether or not the institution competes in football.
