    Revealed Preferences: Comments on the Starr Benefit-Risk Relationships

    Societal preferences related to risk acceptance form an important input into decisions affecting the selection and deployment of large-scale technological systems. These preferences may be determined either by psychometric survey techniques or through the analysis of recorded statistical data. The latter method, revealed preferences, has been used, most notably by Starr, to derive mathematical relationships between societal benefit and technological risk. In this paper the merits of the revealed preference approach are summarized and the validity of the Starr quantitative results is examined. It is concluded that these results are excessively sensitive to the assumptions made and the handling of data and that the existence of simple mathematical relationships, based upon the revealed preferences method, is unlikely. Plans for further research in determining societal preferences are outlined

    The Cost-Effectiveness of Remote Nuclear Reactor Siting

    This paper attempts to gain insights into the cost-effectiveness of remote nuclear power plant siting as a means of minimizing potential radiation exposure. A simplified approach was used in which the reduction in population dose as a function of increasing distance between the nuclear power plant and the densely populated area it serves is evaluated against the resulting increase in power transmission cost. The model only considers power transmission costs as an economic variable; other advantages, such as the use of secondary heat, are not included. These calculations indicate that, based upon the guideline value of $1,000/man-rem, remote siting of nuclear power facilities would not seem to be a cost-effective way to control potential radiation exposures. But only the biological effects of potential radiation exposure were considered; if other risk aspects were to be included remote siting might be justified

    The recent preprint by Mazin et al. [cond-mat/0212417] contains many inappropriate evaluations and/or criticisms on our published work [Phys. Rev. B 66, 020513 (2002) and Nature 418, 758 (2002)]. The preprint [cond-mat/0212417v1] was submitted to Physical Review B as a comment on one of our papers [Phys. Rev. B 66, 020513 (2002)]. In the reviewing process, Mazin et al. have withdrawn many of the statements contained in cond-mat/0212417v1, however two claims remain in their revised manuscript [cond-mat/0212417v3]: (1) the calculated variations of the superconducting energy gap within the sigma- or the pi-bands are not observable in real samples due to scatterings, and (2) the Coulomb repulsion mu(k,k') is negligibly small between sigma- and pi-states and thus should be approximated by a diagonal 2 x 2 matrix in the sigma and pi channels. Here, we point out that the former does not affect the validity of our theoretical work which is for the clean limit, and that the latter is not correct

    Investigating pathogen burden in relation to a cumulative deficits index in a representative sample of US adults

    Pathogen burden is a construct developed to assess the cumulative effects of multiple, persistent pathogens on morbidity and mortality. Despite the likely biological wear and tear on multiple body systems caused by persistent infections, few studies have examined the impact of total pathogen burden on such outcomes and specifically on preclinical markers of dysfunction. Using data from two waves of the National Health and Nutrition Examination Survey, we compared three alternative methods for measuring pathogen burden, composed of mainly persistent viral infections, using a cumulative deficits index (CDI) as an outcome: single pathogen associations, a pathogen burden summary score and latent class analyses. We found significant heterogeneity in the distribution of the CDI by age, sex, race/ethnicity and education. There was an association between pathogen burden and the CDI by all three metrics. The latent class classification of pathogen burden showed particularly strong associations with the CDI; these associations remained after controlling for age, sex, body mass index, smoking, race/ethnicity and education. Our results suggest that pathogen burden may influence early clinical indicators of poor health as measured by the CDI. Our results are salient since we were able to detect these associations in a relatively young population. These findings suggest that reducing pathogen burden and the specific pathogens that drive the CDI may provide a target for preventing the early development of age-related physiological changes. © 2018 Cambridge University Press

    First-principles study of stability and vibrational properties of tetragonal PbTiO_3

    A first-principles study of the vibrational modes of PbTiO_3 in the ferroelectric tetragonal phase has been performed at all the main symmetry points of the Brillouin zone (BZ). The calculations use the local-density approximation and ultrasoft pseudopotentials with a plane-wave basis, and reproduce well the available experimental information on the modes at the Gamma point, including the LO-TO splittings. The work was motivated in part by a previously reported transition to an orthorhombic phase at low temperatures [(J. Kobayashi, Y. Uesu, and Y. Sakemi, Phys. Rev. B {\bf 28}, 3866 (1983)]. We show that a linear coupling of orthorhombic strain to one of the modes at Gamma plays a role in the discussion of the possibility of this phase transition. However, no mechanical instabilities (soft modes) are found, either at Gamma or at any of the other high-symmetry points of the BZ.Comment: 8 pages, two-column style with 3 postscript figures embedded.     Ab-initio study of BaTiO3 surfaces

    We have carried out first-principles total-energy calculations of (001) surfaces of the tetragonal and cubic phases of BaTiO3. Both BaO-terminated (type I) and TiO2-terminated (type II) surfaces are considered, and the atomic configurations have been fully relaxed. We found no deep-gap surface states for any of the surfaces, in agreement with previous theoretical studies. However, the gap is reduced for the type-II surface, especially in the cubic phase. The surface relaxation energies are found to be substantial, i.e., many times larger than the bulk ferroelectric well depth. Nevertheless, the influence of the surface upon the ferroelectric order parameter is modest; we find only a small enhancement of the ferroelectricity near the surface.Comment: 8 pages, two-column style with 4 postscript figures embedded.     Selection rules for J^PC Exotic Hybrid Meson Decay in Large-N_c

    The coupling of a neutral hybrid {1,3,5...}^-+ exotic particle (or current) to two neutral (hybrid) meson particles with the same J^PC and J=0 is proved to be sub-leading to the usual large-N_c QCD counting. The coupling of the same exotic particle to certain two - (hybrid) meson currents with the same J^PC and J=0 is also sub-leading. The decay of a {1,3,5...}^-+ hybrid to eta pi^0, eta' pi^0, eta' eta, eta(1295) pi^0, pi(1300)^0 pi0, eta(1440) pi^0, a_0(980)^0 sigma or f_0(980) sigma is sub-leading, assuming that these final state particles are (hybrid) mesons in the limit of large N_c.Comment: 16 pages, LaTeX.     QCD and QED exhibit an infinite set of three-point Green's functions that contain only OZI rule violating contributions, and (for QCD) are subleading in the large N_c expansion. The Green's functions describe the ``decay'' of a J^{PC}={1,3,5 ...}^{-+} exotic hybrid meson current to two J=0 (hybrid) meson currents with identical P and C. We prove that the QCD amplitude for a neutral hybrid {1,3,5 ...}^{-+} exotic current to create eta pi0 only comes from OZI rule violating contributions under certain conditions, and is subleading in N_c.Comment: 20 pages, LaTeX.
