マレーシアの1976年法に基づく都市計画制度の運用課題

Planning control, as provided under Town and Country Planning Act 1976 （Act 172）, is an essential feature in Malaysian urban planning system. However, planning control implementation in Malaysia has been challenged by the issue of non-compliance with the Act. This paper focuses on two key non-compliance issues; plarming not conforming to local plan, and development without or contratry to planning permission and constraint faced by planning authority to handle this situation. Through the study of documents and data, possible causes and its implication towards planning system, plarming authority and planning profession are also examined. Finally, some forms of measures are recommended to tackle these non-compliance issues faced by Act 172

世界遺産登録地としてのマラッカ市旧市街地における建物利用の変化

This paper discusses about the trend of building use change in the old residential quarter of Melaka City - a World Heritage Site. In late 2008, a study was conducted to access the situation of use change, by recording existing ground and second floor primary building uses, and compared them with uses recorded 10 years ago. Finding shows that over the past 10 years, warehouses, service uses and vacant buildings have increased, whereas residential and retail uses decreased. Finding also indicates the appearance of a large number of retail and service uses related to tourism, such as souvenir shops, restaurants and cafes, which are concentrated on a few particular streets in, the study area
