    Optimal paths on the road network as directed polymers

    We analyze the statistics of the shortest and fastest paths on the road network between randomly sampled end points. To a good approximation, these optimal paths are found to be directed in that their lengths (at large scales) are linearly proportional to the absolute distance between them. This motivates comparisons to universal features of directed polymers in random media. There are similarities in scalings of fluctuations in length/time and transverse wanderings, but also important distinctions in the scaling exponents, likely due to long-range correlations in geographic and man-made features. At short scales the optimal paths are not directed due to circuitous excursions governed by a fat-tailed (power-law) probability distribution.Comment: 5 pages, 7 figure

    Diagnosing the Productivity Effect of Public Capital in the Private Sector

    Does public capital contribute to the productivity in the private sector? If so, which part of the private sector benefits most? Is public capital a substitute for or a complement of labor and private capital? This paper addresses these questions with both cost and profit function models estimated on U.S. time series data of the private sector and two of its subsectors. It pays special attention to nonstationarity in the data, to endogeneity in the price variables, and to the statistical and economic significance of the public capital effect.

    A brief description is presented for the SAGE 3 (Stratospheric Aerosol and Gas Experiment 3) instrument that has been selected to fly onboard the National Polar Platform 1 (NPOP 1) for the Earth Observational System (Eos) in 1996. The SAGE 3 instrument will perform earth limb sounding with the solar occultation technique measuring the ultraviolet (UV), the visible, and the near infrared (IR) wavelength solar radiation. The instrument will produce atmospheric data for the vertical distribution of aerosol, ozone, nitrogen dioxide, water vapor, and oxygen.     This document is intended to serve as a guide to the use of the data products from the Stratospheric Aerosol Measurement (SAM) 2 experiment for scientific investigations of polar stratospheric aerosols. Included is a detailed description of the Beta and Aerosol Number Density Archive Tape (BANAT), which is the SAM 2 data product containing the aerosol extinction data available for these investigations. Also included are brief descriptions of the instrument operation, data collection, processing and validation, and some of the scientific analyses conducted to date

    With a model calculation, we demonstrate that a non-invasive measurement of intrinsic quantum Hall effect defined by the local chemical potential in a ballistic quantum wire can be achieved with the aid of a pair of voltage leads which are separated by potential barriers from the wire. B\"uttiker's formula is used to determine the chemical potential being measured and is shown to reduce exactly to the local chemical potential in the limit of strong potential confinement in the voltage leads.     Observations of atmospheric water vapor with the SAGE 2 instrument

    The Stratospheric Aerosol and Gas Experiment 2 (SAGE 2) is discussed. The SAGE 2 instrument was a multichannel spectrometer that inferred the vertical distribution of water vapor, aerosols, nitrogen dioxide, and ozone by measuring the extinction of solar radiation at spacecraft sunrise/sunset. At altitudes above 20 km, the SAGE 2 and LIMS (Limb Infrared Monitor of the Stratosphere) data are in close agreement. The discrepancies below this altitude may be attributed to differences in the instruments' field of view and time of data acquisition
