    This research provides new empirical evidence on late-life labor market activities of American households from a new survey implemented under the Vanguard Research Initiative. The survey features following innovations: It measures detailed job characteristics not only of a career job but also of post-career bridge jobs; it examines reasons of leaving a career job and whether households would have changed their decisions under counterfactual situations; it examines post-career job search behavior of households. The research finds that, even though a direct transition from a career job to full retirement is still the most common pattern, a significant fraction of older Americans reveal interest in working beyond the career job. Within this sample of older Americans with positive financial assets, 38% of had a post-career bridge job and another 7% of them looked for a post-career employment opportunity. Low health or bad business conditions were the not the main reason for leaving the career job. Yet, for the minority of those who did leave career jobs owing to low health or bad economic conditions, had they counterfactually had better health or economic conditions, they likely would have decided to work longer. Those who work longer on their career job or have a post-career bridge job tend to work fewer hours, have a flexible schedule, and receive lower hourly wages.Social Security Administration, RRC08098401-09, UM17-04.     Hard Burst Emission from the Soft Gamma Repeater SGR 1900+14

    We present evidence for burst emission from SGR 1900+14 with a power-law high energy spectrum extending beyond 500 keV. Unlike previous detections of high energy photons during bursts from SGRs, these emissions are not associated with high-luminosity burst intervals. Not only is the emission hard, but the spectra are better fit by Band's GRB function rather than by the traditional optically-thin thermal bremsstrahlung model. We find that the spectral evolution within these hard events obeys a hardness/intensity anti-correlation. Temporally, these events are distinct from typical SGR burst emissions in that they are longer (~ 1 s) and have relatively smooth profiles. Despite a difference in peak luminosity of > 1E+11 between these bursts from SGR 1900+14 and cosmological GRBs, there are striking temporal and spectral similarities between the two kinds of bursts, aside from spectral evolution.     The adaptor protein melanophilin regulates dynamic myosin-Va:cargo interaction and dendrite development in melanocytes

    Regulation of organelle transport by the cytoskeleton is fundamental for eukaryotic survival. Cytoskeleton motors are typically modular proteins with conserved motor and diverse cargo binding domains. Motor:cargo interactions are often indirect and mediated by adaptor proteins e.g. Rab GTPases. Rab27a, via effector melanophilin (Mlph), recruits myosin-Va to melanosomes and thereby disperses them into melanocytes dendrites. To better understand how adaptors regulate motor:cargo interaction we used single melanosome fluorescence recovery after photo-bleaching (smFRAP) to characterise the association kinetics between myosin-Va, its adaptors and melanosomes. We found that myosin-Va and Mlph rapidly recovered after photo-bleaching, while Rab27a did not, indicating that myosin-Va and Mlph dynamically associate with melanosomes and Rab27a does not. This suggests that dynamic Rab27a:effector interaction rather than Rab27a melanosome:cytosol cycling regulates myosin-Va:melanosome association. Accordingly a Mlph-Rab27a fusion protein reduced myosin-Va smFRAP, indicating that it stabilised melanosomal myosin-Va. Finally, we tested the functional importance of dynamic myosin-Va:melanosome interaction. We found that while a myosin-Va-Rab27a fusion protein dispersed melanosomes in myosin-Va deficient cells, dendrites were significantly less elongated than in wild-type cells. Given that dendrites are the prime sites of melanosome transfer from melanocytes to keratinocytes we suggest that dynamic myosin-Va:melanosome interaction is important for pigmentation in vivo.     Older Americans Would Work Longer If Jobs Were Flexible

    Older Americans, even those who are long retired, have strong willingness to work, especially in jobs with flexible schedules. For many, labor force participation near or after normal retirement age is limited more by a lack of acceptable job opportunities or low expectations about finding them than by unwillingness to work longer. This paper establishes these findings using an approach to identification based on strategic survey questions (SSQs) purpose-designed to complement behavioral data. These findings suggest that demand-side factors are important in explaining late-in-life labor market behavior and may be the most appropriate target for policy aimed at promoting working longer

    The Relativistic Jet-accretion Flow-wind Connection in Mrk 231

    Long-term radio monitoring of the broad absorption line (BAL) quasar Mrk 231 at 17.6 GHz detected a strong flare in 2015. This triggered four epochs of Very Long Baseline Array (VLBA) observations from 8.4 to 43 GHz as well as three epochs of X-ray observations with NuSTAR and two with XMM over a 15 week period. Two ejected components were detected by the VLBA observations. A conservative lower bound on the apparent speed of the first ejection is attained by assuming that it was ejected when the flare began, v app > 3.15c. Serendipitous far-UV Hubble Space Telescope observations combined with our long-term radio monitoring seem to indicate that episodes of relativistic ejections suppress flux that is emitted at wavelengths shortward of the peak of the far-UV spectral energy distribution, similar to what has been observed in radio-loud quasars. Episodes of strong jet production also seem to suppress the high-ionization BAL wind seen in weak jet states. We found a statistically significant increase (~25%) of the 3-12 keV flux during the radio flare relative to a quiescent radio state. This is explained by an ultra-fast (~0.06c) X-ray-absorbing photoionized wind that is significantly detected only in the low-radio state (similar to Galactic black holes). Mrk 231 is becoming more radio loud. We found that the putative parsec-scale radio lobe doubled in brightness in nine years. Furthermore, large flares are more frequent, with three major flares occurring at ~2 year intervals

    SIMULTANEOUS OBSERVATIONS of GIANT PULSES from the CRAB PULSAR, with the MURCHISON WIDEFIELD ARRAY and PARKES RADIO TELESCOPE: IMPLICATIONS for the GIANT PULSE EMISSION MECHANISM

    We report on observations of giant pulses from the Crab pulsar performed simultaneously with the Parkes radio telescope and the incoherent combination of the Murchison Widefield Array (MWA) antenna tiles. The observations were performed over a duration of approximately one hour at a center frequency of 1382 MHz with 340 MHz bandwidth at Parkes, and at a center frequency of 193 MHz with 15 MHz bandwidth at the MWA. Our analysis has led to the detection of 55 giant pulses at the MWA and 2075 at Parkes above a threshold of 3.5σ and 6.5σ, respectively. We detected 51% of the MWA giant pulses at the Parkes radio telescope, with spectral indices in the range of -3.6 > α > -4.9 (Sv ∝ vα). We present a Monte Carlo analysis supporting the conjecture that the giant pulse emission in the Crab is intrinsically broadband, the less than 100% correlation being due to the relative sensitivities of the two instruments and the width of the spectral index distribution. Our observations are consistent with the hypothesis that the spectral index of giant pulses is drawn from normal distribution of standard deviation 0.6, but with a mean that displays an evolution with frequency from -3.00 at 1382 MHz, to -2.85 at 192 MHz

    A new generation of low-frequency radio telescopes is seeking to observe the redshifted 21cm signal from the epoch of reionization (EoR), requiring innovative methods of calibration and imaging to overcome the difficulties of wide-field low-frequency radio interferometry. Precise calibration will be required to separate the expected small EoR signal from the strong foreground emission at the frequencies of interest between 80 and 300MHz. The Moon may be useful as a calibration source for detection of the EoR signature, as it should have a smooth and predictable thermal spectrum across the frequency band of interest. Initial observations of the Moon with the Murchison Widefield Array 32 tile prototype show that the Moon does exhibit a similar trend to that expected for a cool thermally emitting body in the observed frequency range, but that the spectrum is corrupted by reflected radio emission from Earth. In particular, there is an abrupt increase in the observed flux density of the Moon within the internationally recognized frequency modulated (FM) radio band. The observations have implications for future low-frequency surveys and EoR detection experiments that will need to take this reflected emission from the Moon into account. The results also allow us to estimate the equivalent isotropic power emitted by the Earth in the FM band and to determine how bright the Earth might appear at meter wavelengths to an observer beyond our own solar system

Not only has it institutionalized the state as the prime national and international security provider, it has helped to reduce the threat from other actors by either prohibiting or limiting their use of violence. The recent growth of the private security industry appears to undermine this view. Not only are private security firms proliferating at the national level; private military companies are also taking over an increasing range of military functions in both national defence and international interventions. This article seeks to provide an examination of the theoretical and practical implications of the shift from states to markets in the provision of security. Specifically, it discusses how the conceptualization of security as a commodity rather than a collective good affects the meaning and implementation of security in Western democracies.ESR
