    Making the good better: do youth social action initiatives impact the life chances of young people equally and what role can educational establishments play?

    This paper examines the concept of cultural habitus and the structures of social, economic and cultural capital that can influence young people’s participation in youth social action initiatives. Existing UK-based evidence suggests that social action projects deliver significant improvements in the skills required for life and work for young people who participate, but that socio-economic disadvantage has a negative influence on both the motivations for participation and the outcomes achieved by young people from these backgrounds. Research suggests that schools and colleges can play a crucial part in helping those from disadvantaged backgrounds to participate. However, it also indicates that those serving the highest proportion of young people from low-income families are the least likely to have a culture of social action.     Assessing Gear Modifications Needed to Optimize Yields in a Heavily Exploited, Multi-Species, Seagrass and Coral Reef Fishery

    Effective management is necessary if small-scale fisheries, such as those found in mixed habitats including seagrass and coral reefs, are to continue providing food for many of the poorest communities of the world. Gear-based management, although under represented and under studied, has the potential to be adaptive, address multiple objectives, and be crafted to the socio-economic setting. Management effectiveness in seagrass and coral reef fisheries has generally been evaluated at the scale of the fish community. However, community level indicators can mask species-specific declines that provide significant portions of the fisheries yields and income. Using a unique dataset, containing ten years of species level length frequency catch data from a multi-gear, multi-species seagrass and coral reef fishery in Kenya, we evaluate species specific fishery statuses, compare gear use to gear regulations and estimate the potential needs for further gear restrictions. Despite the high diversity of the fishery, fifteen species represented over 90% of the catch, and only three species represented 60% of the catch. The three most abundant species in the catch, Lethrinus lentjan (Lacepède), Siganus sutor (Valenciennes) and Leptoscarus vaigiensis (Quoy & Gaimard) all showed evidence of growth overfishing. Lethrinus lentjan, with an exploitation rate of 0.82, also shows evidence of recruitment overfishing. Current legal but weakly enforced gear restrictions are capable of protecting a significant portion of the catch up to maturity but optimization of yield will require that the current mesh size be increased from 6.3 to 8.8 and 9.2 cm to increase yields of L. lentjan and S. sutor, respectively. Given the difficulties of enforcing mesh size, we recommend that the economic benefits of these larger mesh sizes be communicated and enforced through co-management.     ‘Getting the Right Nutrients to Those Who Need Them Most’:towards nutrition-sensitive governance of fisheries in the Global South

    Here we propose a framework and agenda for nutrition-sensitive governance (NSG) of fisheries that rethink dominant paradigms of fisheries governance and propose measures to incorporate nutrition-related objectives into fisheries governance. Fish, rich in micronutrients, have potential for improving the nutritional status of coastal and riparian communities, particularly in the Global South where inadequate nutrition is prevalent. Yet, the potential for fish to alleviate malnutrition remains limited to policy documents and high-level government commitments. We propose an agenda for NSG in the Global South grounded in three main pillars: 1-extending the boundaries of fisheries governance, 2-integrating multiple forms of knowledge, and 3-prioritizing domestic and local needs; each of these pillars links different levels of governance starting at the level of conceptualization and images connected to what fisheries are and should do, to a more policy-oriented level with hands-on recommendations, through an intermediate level that links the two. Overall, we propose a concept and agenda for NSG grounded in a human-centred approach to fisheries governance with social sciences playing a crucial role in unearthing the nodes of power that limit access and agency of poor and vulnerable (fishing) communities to the nutritional benefits of fish.     Securing the blue:political ecologies of the blue economy in Africa

    The Blue Economy concept is being embraced enthusiastically in Africa, both internally and externally. However, this new framing creates and calls for new understandings of how actors and places relate to one another, control, and create meaning and value. Thus, understanding the ocean - and its conceptual and material fabric - in this context, is a matter of political ecology, raising a number of questions that extend across geographies, spatio-temporalities, and political actors, both human and more-than-human. In this article, we flesh out these questions. An understanding of historical efforts to legally secure oceanic space can help contextualize the emergent African blue economy, one which we propose rests predominantly on the notion of 'security.' We demonstrate how resources are economically, environmentally, and politically 'secured' as they are first constructed as economic objects of accumulation, then militarized as matters of geopolitical security, and finally controlled through technologies of monitoring, surveillance, and resistance. The 'security' of the blue growth agenda and its effects operates across different temporal and spatial dimensions and are realized in different ways across the continent as explored in the six articles in this Special Section

    What matters to whom and why? Understanding the importance of coastal ecosystem services in developing coastal communities

    Coastal ecosystems support the livelihoods and wellbeing of millions of people worldwide. However, the marine and terrestrial ecosystem services that coastal ecosystems provide are particularly vulnerable to global environmental change, as are the coastal communities who directly depend on them. To navigate these changes and ensure the wellbeing of coastal communities, policy-makers must know which coastal ecosystem services matter to whom, and why. Yet, in developing coastal settings, capturing people's perceptions of the importance of ecosystem services is challenging for several reasons. Firstly, coastal ecosystem services encompass both terrestrial and marine services across multiple categories (i.e. provisioning, supporting, and cultural) that are difficult to value together. Secondly, widely used monetary valuation techniques are often inappropriate because of culturally specific attributions of value, and the intangible nature of key cultural ecosystem services. Thirdly, people within communities may hold different ecosystem services values. In this paper, we examine how people ascribe and explain the importance of a range of marine and terrestrial ecosystem services in three coastal communities in Papua New Guinea. We use a mixed-methods approach that combines a non-monetary ranking and rating assessment of multiple ecosystem services, with a socio-economic survey (N = 139) and qualitative explanations of why ecosystem services matter. We find that people uniformly ascribe the most importance to marine and terrestrial provisioning services that directly support their livelihoods and material wellbeing. However, within communities, gender, wealth, and years of formal schooling do shape some differences in how people rate ecosystem services. In addition, although cultural ecosystem services were often rated lower, people emphasized that they ranked provisioning services highly, in part, because of their contribution to cultural values like bequest. People also expressed concern about extractive ecosystem services, like fuelwood, that were perceived to be destructive, and were rated low. We contend that comprehensive ecosystem services assessments that include narratives can capture the broad importance of a range of ecosystem services, alongside relational values and normative judgements. This exploratory approach is a useful step towards understanding the complexities of ecosystem services in developing coastal settings

    Social drivers forewarn of marine regime shifts

    Some ecosystems can undergo regime shifts to alternative compositions of species. Although ecological indicators can identify approaching regime shifts, we propose that rapid changes in the social drivers underlying ecosystem change may provide additional and potentially earlier indicators of impending shifts. We demonstrate this by reconstructing the underlying social drivers of four iconic marine regime shifts: Pacific kelp forests, Northwest Atlantic continental shelf, Jamaican coral reefs, and the Chesapeake Bay estuary. In all cases, a range of social drivers – including opening of lucrative markets, technological innovations, and policies that enhanced the driver – ultimately prompted these ecosystem shifts. Drawing on examples emerging from environmental management practice, we present three practical recommendations for using social drivers as early indicators: monitor social change, determine social trigger points, and identify policy responses. We argue that accounting for the underlying social drivers of ecosystem change could improve decision making

    Disentangling the determinants of food and nutrition security from tropical small-scale fisheries : Tackling hidden hunger using forgotten food

    Fish are rich in the micronutrients required to alleviate nutrient deficiencies but remain untapped in nutrition security discourses due to the paucity of supporting empirical data and evidence. In this thesis, I aimed to untangle factors influencing the consumption of fish to help alleviate food insecurity and nutritional deficiencies. Firstly, I sought to establish how much fish is available in Kenya, and what contribution this can make to ensure food and nutrition security at the national level. Secondly, I examined the role of subnational fish markets in facilitating the availability and accessibility of nutritious fish within coastal populations. Thirdly, I investigated how social processes and power dynamics influence people’s access to fish, and their agency to acquire enough nutritious and culturally appropriate seafood among coastal communities. Finally, I assessed how household fish consumption and socio-demographics influence the contributions fish make to human health and identified successful coping mechanisms. I utilized interdisciplinary mixed approaches and drew from four theoretical frameworks (Sustainable Food System Framework, a Theory of Access, the Capability Approach, and Theory of Change) to reveal factors that influence whether fish can be used for food and nutrition security. The findings reveal that the fish supply in Kenya is species-diverse, varies nutritionally, and has the potential to help support food and nutrition security among vulnerable or targeted populations. I unravel how the context of the studied populations influences the availability, access, agency, and utilization of fish, to affect food and nutrition security. I identify policy levers for improved management and governance, that include bringing together the usually disparate food systems sectors spanning food science, public health, fisheries science, policy, and governance. This study provides empirical evidence to support a transformation in Kenya’s fish food system. Further research to address identified limitations is proposed

    Coral reef ecosystem services in the Anthropocene

    Coral reefs underpin a range of ecosystem goods and services that contribute to the well‐being of millions of people. However, tropical coral reefs in the Anthropocene are likely to be functionally different from reefs in the past. In this perspective piece, we ask, what does the Anthropocene mean for the provision of ecosystem services from coral reefs? First, we provide examples of the provisioning, regulating, cultural and supporting services underpinned by coral reef ecosystems. We conclude that coral reef ecosystem service research has lagged behind multidisciplinary advances in broader ecosystem services science, such as an explicit recognition that interactions between social and ecological systems underpin ecosystem services. Second, drawing on tools from functional ecology, we outline how these social–ecological relationships can be incorporated into a mechanistic understanding of service provision and how this might be used to anticipate future changes in coral reef ecosystem services. Finally, we explore the emergence of novel reef ecosystem services, for example from tropicalized coastlines, or through changing technological connections to coral reefs. Indeed, when services are conceived as coming from social–ecological system dynamics, novelty in services can emerge from elements of the interactions between people and the ecosystem. This synthesis of the coral reef ecosystem services literature suggests the field is poorly prepared to understand the changing service provision anticipated in the Anthropocene. A new research agenda is needed that better connects reef functional ecology to ecosystem service provision. This research agenda should embrace more holistic approaches to ecosystem service research, recognizing them as co‐produced by ecosystems and society. Importantly, the likelihood of novel ecosystem service configurations requires further conceptualization and empirical assessment. As with current ecosystem services, the loss or gain of services will not affect all people equally and must be understood in the context in which they occur.     Rights and representation support justice across aquatic food systems

    Injustices are prevalent in food systems, where the accumulation of vast wealth is possible for a few, yet one in ten people remain hungry. Here, for 194 countries we combine aquatic food production, distribution and consumption data with corresponding national policy documents and, drawing on theories of social justice, explore whether barriers to participation explain unequal distributions of benefits. Using Bayesian models, we find economic and political barriers are associated with lower wealth-based benefits; countries produce and consume less when wealth, formal education and voice and accountability are lacking. In contrast, social barriers are associated with lower welfare-based benefits; aquatic foods are less affordable where gender inequality is greater
