    Logical-linguistic Model of Condition Assessment Military and Economic Security of the State

    Modern trends in the development of the theory and practice of the formation of the national interests of the state and the assessment of the state of their security show that one of the defining elements of the modern security environment for any country is the state of development of its military and economic components. The close connection of these two components of Ukraine's national security allows them to be combined into a single concept – the military-economic security of the country. Today, military-economic security can be considered as the state of protection of the national economy of the country from external and internal threats, in which it is able to meet the economic needs of a military organization for its construction, maintenance and development in order to ensure the necessary level of protection of the national interests of Ukraine as a whole. In the article, the authors present one of the possible approaches to assessing the state of the country's military-economic security in the presence of an indefinite set of input and output parameters using the method of fuzzy sets and a logical-linguistic approach. The application of this approach will make it possible to form general assessments of the state of the military-economic security of the state in order to make appropriate managerial decisions on its further development, as well as the use of fuzzy set theory during the assessment will make it possible to correlate the sensitivity and stability of the decisions made to possible changes in the input data

    Methodological Fundamentals of Defense Resources Management in the Armed Forces of Ukraine

    In the current conditions of state development, when Ukraine's defense planning system adapts to NATO standards, the development of the Armed Forces (AF) of Ukraine should be based on indicators of the required level of defense capabilities of the country, taking into account its economic capabilities to meet defense resources. For Ukraine, the issues of defense management, defense planning based on the principles of program-targeted management and defense resources management are insufficiently studied. The leadership of the Armed Forces of Ukraine and the state as a whole wants to move to defense planning according to NATO standards as soon as possible, namely using the “capability-based planning” method. However, today in Ukraine there is no methodological basis for the management of defense resources, which has negative consequences. Analysis of modern research shows that today the term management of defense resources is actively used, however, in the literature there are many ambiguous interpretations. In addition, it is difficult to find a unified approach to defense resource management. Therefore, it is necessary and urgent to define the term “resource management” and to outline the methodological basis for the management of defense resources in the Armed Forces of Ukraine. The formed methodological bases should give answers to the questions concerning the list, the maintenance and algorithm of realization of methods of management of defense resources, and also to open questions of practical significance of process of management of defense resources. The proposed methodological bases of defense resources management are essentially a set of refined (standard for all levels of the Armed Forces of Ukraine) conceptual and terminological apparatus, developed concept of further development of the defense resources management system and methodological apparatus of military-economic substantiation of the Armed Forces of Ukraine, which is a set of methods. receptions, ways of research of questions of management of defense resources. Further research may be related to the development of practical recommendations for the creation and development of a separate branch of government in the Armed Forces of Ukraine, which is directly responsible for the management of defense resources

    Methodological Grounds of Development of the Armed Forces of Ukraine From the Economic Point of View

    The article presents a formalized model of the functioning of the state economy in the interests of the development of the Armed Forces of Ukraine. The transformation of economic power into military power does not occur automatically, but due to the implementation of military-economic relations, which are conditioned by the production links of society and are formed under the influence of political and military factors of the state. The main idea is that ensuring the high combat effectiveness of the Armed Forces of Ukraine and the state's defense capabilities depends both on the peculiarities of the functioning of the state's economy and on the validity of decisions and actions in the military sphere. In order to carry out economic preparation of the state for a possible war and high-quality economic support of military actions or modern wars, it is necessary to carry out a military-economic analysis of these processes. The main purpose of such an analysis should be, on the one hand, to identify patterns and trends in economic processes and economic activity at all levels of the military sphere, and on the other hand, to have a clear understanding of the necessary financial resources to support the Ukrainian Armed Forces. These resources include resources for armaments and military equipment, training of personnel, military infrastructure and expendable material and technical means, which will ensure the required level of combat effectiveness of troops (forces). With the beginning of the war there is an intensive use of defense products without sufficient reproduction. At this time, there may be a threat of economic collapse, as military consumption completely absorbs defense production and part of the previously accumulated national wealth. To avoid this situation, it is necessary to determine in advance the limits of such consumption, which in turn largely depend on the scale of economic power of the state and the required level of combat effectiveness of the Armed Forces of Ukraine
