Инструменты поддержки нефтегазового комплекса России в условиях санкционных ограничений Запада

The article discusses the possibilities of promoting the development of the Russian’s oil and gas industry in the current unstable political and economic conditions. The analysis of tools and mechanisms to support the oil and gas industry to ensure energy independence and improve energy security of the fuel and energy complex of the Russian Federation through import substitution of critical technologies, development of legislative and tax measures to stimulate the development of the Russian state company. The authors of the study assess the effectiveness of state and corporate import substitution plans, external trade contracts and markets, as well as provide a forecast of possible ways of development of the oil and gas complex of Russia, taking into account sanctions restrictions, fuel prices and in the future competition with alternative energy sources. The implementation of effective state support for the Russian’s oil and gas industry can contribute to the development of scientific and technological potential of companies to implement the import substitution program, as well as to strengthen the position of the Russian Federation in the global system of energy resources.В статье рассматриваются возможности содействия развитию нефтегазового комплекса Российской Федерации (НГК РФ) в современных нестабильных политических и экономических условиях. Проведен анализ инструментов и механизмов поддержки нефтяной и газовой промышленностей для обеспечения энергонезависимости и повышения энергобезопасности топливно-энергетического комплекса РФ путем импортозамещения критически важных технологий, проработки законодательных и налоговых мер стимулирования развития НГК РФ. Авторы исследования осуществляют оценку эффективности государственных и корпоративных планов импортозамещения, внешних торговых контрактов и рынков сбыта, а также представляют прогноз возможных путей развития нефтегазового комплекса России с учетом санкционных ограничений, цен на топливные ресурсы и в перспективе конкуренции с альтернативными источниками энергии. Реализация эффективной государственной поддержки нефтегазовой промышленности России может способствовать развитию научно-технологического потенциала компаний для исполнения программы импортозамещения, а также для укрепления позиций РФ в мировой системе обеспечения энергетическими ресурсами

Analysis of sustainable development factors in fuel and energy industry and conditions for achievement energy efficiency and energy security

Focus on sustainable development is a necessary condition for effective operation of any economic entity (state, region, production industry, or an organization). But in today’s economic conditions a lot of Russian companies fail to take into account current economic and political challenges in their development strategies quickly enough. This is primarily caused by failure to respond quickly to rapidly changing market conditions, and to modify their social and economic functioning model respectively. In such circumstances the necessity to ensure company’s sustainable development efficient strategic management based on a system-oriented analysis of internal and external factors increases. Gas consumption share constitutes over 52% of the total primary energy resources consumption, and the draft Russian Energy Strategy supposes no significant changes in energy consumption mix up to 2035. This indicates the need in an extremely balanced approach to introduction of any changes into functioning conditions of the gas industry. Russia is the 3rd world’s energy consumer, but its consumption rate per a unit of its gross domestic product is higher than the one of any other country from Top-10 energy consumers. In addition to objective prerequisites (severe climatic conditions, large distances and, respectively, high energy resources transportation costs), high specific consumption of natural gas in national economy results from use of out-of-date energy wasteful technology. Russian economy is characterized by persistent energy resources wasting trend, resulting in unreasonable expenses of a community for energy self-supply, and, in addition to maintaining of energy resource oriented scenario of the country development, increases an energy resources availability lack risk. Russian oil and gas industry operates in conditions of exhausted industrial potential, it faces significant problems, preventing its development and threatening energy security of the country (Chernyaev, 2014). Such circumstances result in the need for including active measures in the field of sustainable development into oil gas companies’ strategies, whilst increasing significance of preparation of the companies’ non-financial reporting. The authors herein tried to analyze current system of sustainable development factors and to give recommendations on formation of a system of sustainable development factors within fuel and energy entities. © 2017, Econjournals. Особенности функционирования электроэнергетического комплекса России на современном этапе экономического развития страны

This article discusses the features of the Russian electric power complex, which provides a relatively small share of GDP, but has a huge impact on the country's economy. Unfortunately, today in Russia attention to this issue is not provided at the appropriate level. The price of electricity for industry in Russia is higher than in the US and China, which have huge markets. So there is a need for the establishment of the doctrine of energy security of the country by analogy, the food security doctrine established in the year 2010. Investigation of peculiarities of the electrical sector, and developing ways to im prove the efficiency of its operation should be directed to: Troubleshooting previous modernization; the creation of clear and transparent tariff policy; eliminate dependence on external supplies of key technologies; the search for sources of investment capital into the sector; development of information technologies that will help create or preserve value at each stage of the technological chain. Currently, all industry pays for modernization through electricity prices, and profits will remain either with Western corporations or minimal. Today it is possible to lay the Foundation of the energy future of the country, directing efforts to ensure that the price of electricity was a competitive advantage of producers.В статье рассматриваются особенности электроэнергетического комплекса России, обеспечивающего относительно небольшую долю ВВП, но оказывающего существенное влияние на экономику страны. К сожалению, по целому ряду причин на сегодняшний день в России не уделяется должное внимание данному вопросу. Цена на электроэнергию для промышленности в России выше, чем в Соединенных Штатах Америки (США) и Китае, имеющих огромные рынки сбыта. В связи с этим возникла необходимость создания доктрины электроэнергетической безопасности страны по аналогии с доктриной продовольственной безопасности 2010 года. Исследования особенностей электроэнергетического комплекса и разработка путей повышения эффективности его функционирования должны быть направлены на: устранение ошибок предыдущей модернизации; создание понятной и прозрачной тарифной политики; устранение зависимости от внешних поставок ключевых технологий; поиск источников капиталовложений в отрасль; развитие информационных технологий, которые помогут создавать, либо сберегать стоимость на каждом из этапов технологический цепочки. В настоящее время за модернизацию платит вся промышленность, покупая электроэнергию. На сегодняшний день есть возможность заложить фундамент энергетического будущего страны, направив усилия на то, чтобы цены на электроэнергию были конкурентным преимуществом производителей

The present paper considers the Russian gas industry through the prism of modern challenges and tasks. The authors have selected the probable ways of the industry development within the context of the official position of the Russian Government, as well as from the point of view of the largest Russian company in the field of extraction and sale of natural gas - PJSC Gazprom. РАЗВИТИЕ МАЛОЙ ЭНЕРГЕТИКИ - ЗАЛОГ РОСТА РОССИЙСКОЙ ЭКОНОМИКИ

The article is devoted to the problem of the role of transformations in the energy industry in determining the direction, speed and pace of changes in the economic system. The authors traced the relationship between changes in world gross product and world energy supply (in the framework of this study, they are assumed to be equal to energy consumption) and determined the correlation between the changes in the gross domestic product (GDP) and the gross energy consumption of Russia. A certain similarity allowed the authors to conclude that there are general averaged trends. The next step was to study the relationship between the dynamics of investment in renewable energy sources (RES) as part of small-scale energy and the dynamics of global energy consumption. As a conclusion, a thesis was formulated that investments in renewable energy are a significant factor in the growth of world GDP. The data of state statistics, analytics of fuel and energy companies and independent experts’ assessments have formed the scientific basis of the present research work [5, 6].Small energy was taken as an example of increasing energy efficiency and characteristic case of using high-tech energy generation methods. Based on a comparative analysis of these interdependencies and characteristics of small energy, following the principle of general induction, it was concluded that it is necessary to increase the share of high-tech energy production methods with a minimum level of negative impact on the ecological and climatic situation in the energy sector, in particular, due to accelerated development of small energy.Статья посвящена проблеме роли трансформаций энергетической отрасли в определении направлений, скорости и темпа изменений экономической системы. Авторы проследили связь изменений объемов мирового валового продукта и мировых поставок энергии (в рамках настоящего исследования принимаются равными объемам потребления энергии) и определили корреляцию между динамикой изменений валового внутреннего продукта (ВВП) и валового энергопотребления России. Определенная аналогичность позволила прийти к выводу о наличии общих усредненных тенденций. Следующий шаг заключался в исследовании взаимосвязи динамики инвестиций в возобновляемые источники энергии (ВИЭ) как части малой энергетики и динамики мирового энергопотребления. В результате был сформулирован тезис о том, что инвестиции в ВИЭ являются значимым профактором роста мирового ВВП. Научная база работы основана на данных государственной статистики, аналитике компаний ТЭК и оценках независимых экспертов [5, 6].В качестве примера увеличения энергоэффективности взята малая энергетика как характерный случай использования высокотехнологичных способов генерации энергии. На основе сравнительного анализа указанных взаимозависимостей и характеристик малой энергетики, следуя принципу общей индукции, был сделан вывод о необходимости увеличения доли высокотехнологичных способов получения энергии с минимальным уровнем негативного воздействия на экологическую и климатическую ситуации в энергетике, в частности за счет ускоренного развития малой энергетики

Анализ аномального потребления природного газа в условиях температурных колебаний методами нелинейной динамики

The development of gas infrastructure in Russia and the search for opportunities to reduce gas supply are closely related to the issues of improving the accuracy of fuel consumption forecasts. Whereas large gas distribution networks are sufficiently inertial and insensitive to the accuracy of daily forecasts, with a decrease in the size of the networks such inaccuracies may lead to disruption of their work and economic losses. The Russian approach to gas consumption forecasting is based on the study of past trends and identification of the characteristic consumption taking into account various cycles, as well as adjustments depending on the current weather forecasts. In general, gas consumption is well correlated with air temperature, but in some cases this pattern is broken and there is an abnormal increase in consumption during the thaw. Taking into consideration this phenomenon will improve the accuracy of daily gas consumption forecasting and optimize the activities of public services. The paper presents a model for anomalous events detecting based on the analysis of time series using nonlinear dynamical methods, and a method for accounting such events in daily consumption forecasts. The research works by foreign and Russian experts in the field of oil and gas and forecasting methods form the scientific basis of the present article.Развитие газовой инфраструктуры в России и поиск возможностей сокращения затрат на газоснабжение тесно связаны с вопросами повышения точности прогнозов потребления топлива. Если крупные газораспределительные сети достаточно инерционны и малочувствительны к точности суточных прогнозов, то с уменьшением размеров сетей подобные ошибки могут привести к нарушению их работы и экономическим потерям. Российский подход к планированию потребления газа основан на изучении прошлых тенденций и выявлении характерного потребления с учетом различных циклов, а также корректировке планов с учетом текутттих прогнозов погоды. В общем виде потребление газа хорошо коррелировано с температурой воздуха, но в некоторых случаях эта закономерность нарушается, и наблюдается аномальный рост потребления в оттепель. Учет этого явления позволит повысить точность суточных прогнозов потребления газа и оптимизировать деятельность коммунальных служб. В работе представлена модель выявления аномальных событий на основе анализа временных рядов методами нелинейной динамики и способ учета таких событий в суточных прогнозах потребления

Малая энергетика: потенциал российских регионов и мировая практика

Subject. This article deals with the issues of implementation of the concept of energy development through the construction of packaged and (or) mobile energy sources and distribution networks for local needs and supply of free capacity to the core network. Objectives. The article aims to compare the world and Russian experience in applying the concept of small distributed energy and consider the internal and comparative imbalances of the development of Russian small energy. Methods. For the study, we used a comparative analysis. The study involves State statistics, FEC companies' data, and independent expert assessment. Results. The article shows the dependence of small energy development on the State support and investments from non-State economic actors. It represents and specifies an explanatory model of small-energy electricity generation growth. Conclusions. Russian regions have a high potential to develop small energy. There is a need to increase the interest of economic actors in intensifying the development of the small-energy sector by increasing support from the State, large energy corporations, and the private sector.Предмет. Реализации концепции развития энергетики посредством строительства компактных и (или) мобильных источников энергии и распределительных сетей для собственных нужд и поставок свободных мощностей в общую сеть. Цели. Сравнение мирового и российского опыта применения концепции малой распределенной энергетики. Рассмотрение внутренней и компаративной диспропорции развития российской малой энергетики. Методология. Использованы методы сравнительного анализа. Научную базу работы составили данные государственной статистики, аналитические материалы компаний ТЭК и оценки независимых экспертов. Результаты. Выявлена и определена зависимость динамики развития малой энергетики от объемов государственной поддержки и инвестиций со стороны негосударственных экономических субъектов. На основе проведенного анализа специфицирована объясняющая модель роста объемов выработки электроэнергии малой энергетикой. Выводы. Сравнительный анализ территории России и ряда европейских стран с высоким уровнем развития энергетики на основе возобновляемых источников энергии (ВИЭ), которая является частью малой энергетики, позволяет сделать вывод о высоком потенциале российских регионов для развития этого вида энергетики. Необходимо повысить заинтересованность экономических субъектов в интенсификации развития сектора малой энергетики путем увеличения поддержки со стороны государства, крупных энергетических корпораций и частного сектора

Инновационные сервисные услуги в газовой отрасли. Российский и зарубежный опыт

Modern companies require a continuous development and steady increase in the quality of goods and services in order to attain success in the global market. The key principles of the global service market are as follows: high quality, efficiency, and competitiveness. Innovative activities are one of the most effective ways to ensure compliance with the above principles. However, in the modern market conditions the introduction of innovations is a quite difficult process. Bearing this in mind, it is also necessary to consider both external and internal challenges for Russia [4]. Besides, gas producing companies incur significant financial losses due to the lack of affordable, efficient, environmentally friendly technologies ensuring the optimal mode of operation for both vertical and horizontal wells [5]. The authors believe that innovation services can help to solve this problem. The issue of innovation services’ introduction is thoroughly discussed in the article by Ageev N.P. and Chernyaev M.V. Nowadays only the adoption of innovation approaches and innovation technologies in the use of subsurface re sources can help to avert the conflict of interest between the subsurface users and the state as the owner of the subsurface [1]. Repair service companies provide services to maintain the equipment in good operating condition. Certain organizational changes can enhance the efficiency of such companies. Currently, the service companies are using the integration processes. Merger and acquisition of repair and service companies enables them to offer the wider range of services to customers.Компаниям, которые стремятся занимать лидирующие позиции в своем сегменте, необходимо непрерывно развиваться и повышать качество производимых товаров и оказываемых ус луг, чтобы добиться успеха на мировом рынке. К ключевым принципам мирового сервисного рынка от носятся следующие: высокое качество, эффективность и конкурентоспособность. Инновационная деятельность является одним из наиболее эффективных способов обеспечить соблюдение вышепе речисленных индикаторов. Однако внедрение инноваций в современных рыночных условиях проходит достаточно сложно. При этом также необходимо учитывать как внешние, так и внутренние вызовы для России [4]. Вместе с тем, добывающие компании несут значительные финансовые потери из-за отсутствия на рынке недорогих, эффективных, экологически безопасных технологий, помогающих вывести как вертикальные, так и горизонтальные скважины на оптимальный режим эксплуатации [5]. Авторы считают, что именно инновационные сервисные услуги помогут решить данную проблему. В настоящее время только внедрение инновационных подходов и инновационных технологий в рамках недропользования позволит нивелировать конфликт интересов недропользова телей и государства, как владельца недр [1]. Ремонтные сервисные компании оказывают услуги по поддержанию оборудования в работоспособном состоянии. Эффективность их работы может быть повышена за счет определенных организационных изменений. В настоящее время сервисные компании применяют интеграционные процессы. Слияние и поглощение ремонтных сервисных компаний позво ляет им предоставлять клиентам более широкий спектр услуг
