The article discusses the possibilities of promoting the development of the Russianβs oil and gas industry in the current unstable political and economic conditions. The analysis of tools and mechanisms to support the oil and gas industry to ensure energy independence and improve energy security of the fuel and energy complex of the Russian Federation through import substitution of critical technologies, development of legislative and tax measures to stimulate the development of the Russian state company. The authors of the study assess the effectiveness of state and corporate import substitution plans, external trade contracts and markets, as well as provide a forecast of possible ways of development of the oil and gas complex of Russia, taking into account sanctions restrictions, fuel prices and in the future competition with alternative energy sources. Analysis of sustainable development factors in fuel and energy industry and conditions for achievement energy efficiency and energy security
Focus on sustainable development is a necessary condition for effective operation of any economic entity (state, region, production industry, or an organization). But in todayβs economic conditions a lot of Russian companies fail to take into account current economic and political challenges in their development strategies quickly enough. This is primarily caused by failure to respond quickly to rapidly changing market conditions, and to modify their social and economic functioning model respectively. In such circumstances the necessity to ensure companyβs sustainable development efficient strategic management based on a system-oriented analysis of internal and external factors increases. Gas consumption share constitutes over 52% of the total primary energy resources consumption, and the draft Russian Energy Strategy supposes no significant changes in energy consumption mix up to 2035. This indicates the need in an extremely balanced approach to introduction of any changes into functioning conditions of the gas industry. Russia is the 3rd worldβs energy consumer, but its consumption rate per a unit of its gross domestic product is higher than the one of any other country from Top-10 energy consumers. In addition to objective prerequisites (severe climatic conditions, large distances and, respectively, high energy resources transportation costs), high specific consumption of natural gas in national economy results from use of out-of-date energy wasteful technology. Russian economy is characterized by persistent energy resources wasting trend, resulting in unreasonable expenses of a community for energy self-supply, and, in addition to maintaining of energy resource oriented scenario of the country development, increases an energy resources availability lack risk. Russian oil and gas industry operates in conditions of exhausted industrial potential, it faces significant problems, preventing its development and threatening energy security of the country (Chernyaev, 2014). Such circumstances result in the need for including active measures in the field of sustainable development into oil gas companiesβ strategies, whilst increasing significance of preparation of the companiesβ non-financial reporting. This article discusses the features of the Russian electric power complex, which provides a relatively small share of GDP, but has a huge impact on the country's economy. Unfortunately, today in Russia attention to this issue is not provided at the appropriate level. The price of electricity for industry in Russia is higher than in the US and China, which have huge markets. So there is a need for the establishment of the doctrine of energy security of the country by analogy, the food security doctrine established in the year 2010. Investigation of peculiarities of the electrical sector, and developing ways to im prove the efficiency of its operation should be directed to: Troubleshooting previous modernization; the creation of clear and transparent tariff policy; eliminate dependence on external supplies of key technologies; the search for sources of investment capital into the sector; development of information technologies that will help create or preserve value at each stage of the technological chain. Currently, all industry pays for modernization through electricity prices, and profits will remain either with Western corporations or minimal. The present paper considers the Russian gas industry through the prism of modern challenges and tasks. The authors have selected the probable ways of the industry development within the context of the official position of the Russian Government, as well as from the point of view of the largest Russian company in the field of extraction and sale of natural gas - PJSC Gazprom. Analysis of sustainable development factors in fuel and energy industry and conditions for achievement energy efficiency and energy security
Focus on sustainable development is a necessary condition for effective operation of any economic entity (state, region, production industry, or an organization). But in todayβs economic conditions a lot of Russian companies fail to take into account current economic and political challenges in their development strategies quickly enough. This is primarily caused by failure to respond quickly to rapidly changing market conditions, and to modify their social and economic functioning model respectively. In such circumstances the necessity to ensure companyβs sustainable development efficient strategic management based on a system-oriented analysis of internal and external factors increases. Gas consumption share constitutes over 52% of the total primary energy resources consumption, and the draft Russian Energy Strategy supposes no significant changes in energy consumption mix up to 2035. This indicates the need in an extremely balanced approach to introduction of any changes into functioning conditions of the gas industry. Russia is the 3rd worldβs energy consumer, but its consumption rate per a unit of its gross domestic product is higher than the one of any other country from Top-10 energy consumers. In addition to objective prerequisites (severe climatic conditions, large distances and, respectively, high energy resources transportation costs), high specific consumption of natural gas in national economy results from use of out-of-date energy wasteful technology. Russian economy is characterized by persistent energy resources wasting trend, resulting in unreasonable expenses of a community for energy self-supply, and, in addition to maintaining of energy resource oriented scenario of the country development, increases an energy resources availability lack risk. Russian oil and gas industry operates in conditions of exhausted industrial potential, it faces significant problems, preventing its development and threatening energy security of the country (Chernyaev, 2014). Such circumstances result in the need for including active measures in the field of sustainable development into oil gas companiesβ strategies, whilst increasing significance of preparation of the companiesβ non-financial reporting. The authors herein tried to analyze current system of sustainable development factors and to give recommendations on formation of a system of sustainable development factors within fuel and energy entities. The article is devoted to the problem of the role of transformations in the energy industry in determining the direction, speed and pace of changes in the economic system. The authors traced the relationship between changes in world gross product and world energy supply (in the framework of this study, they are assumed to be equal to energy consumption) and determined the correlation between the changes in the gross domestic product (GDP) and the gross energy consumption of Russia. A certain similarity allowed the authors to conclude that there are general averaged trends. The next step was to study the relationship between the dynamics of investment in renewable energy sources (RES) as part of small-scale energy and the dynamics of global energy consumption. As a conclusion, a thesis was formulated that investments in renewable energy are a significant factor in the growth of world GDP. The data of state statistics, analytics of fuel and energy companies and independent expertsβ assessments have formed the scientific basis of the present research work [5, 6].Small energy was taken as an example of increasing energy efficiency and characteristic case of using high-tech energy generation methods. The development of gas infrastructure in Russia and the search for opportunities to reduce gas supply are closely related to the issues of improving the accuracy of fuel consumption forecasts. Whereas large gas distribution networks are sufficiently inertial and insensitive to the accuracy of daily forecasts, with a decrease in the size of the networks such inaccuracies may lead to disruption of their work and economic losses. The Russian approach to gas consumption forecasting is based on the study of past trends and identification of the characteristic consumption taking into account various cycles, as well as adjustments depending on the current weather forecasts. In general, gas consumption is well correlated with air temperature, but in some cases this pattern is broken and there is an abnormal increase in consumption during the thaw. Taking into consideration this phenomenon will improve the accuracy of daily gas consumption forecasting and optimize the activities of public services. The paper presents a model for anomalous events detecting based on the analysis of time series using nonlinear dynamical methods, and a method for accounting such events in daily consumption forecasts. Subject. This article deals with the issues of implementation of the concept of energy development through the construction of packaged and (or) mobile energy sources and distribution networks for local needs and supply of free capacity to the core network. Objectives. The article aims to compare the world and Russian experience in applying the concept of small distributed energy and consider the internal and comparative imbalances of the development of Russian small energy. Methods. For the study, we used a comparative analysis. The study involves State statistics, FEC companies' data, and independent expert assessment. Results. The article shows the dependence of small energy development on the State support and investments from non-State economic actors. It represents and specifies an explanatory model of small-energy electricity generation growth. Conclusions. Russian regions have a high potential to develop small energy. There is a need to increase the interest of economic actors in intensifying the development of the small-energy sector by increasing support from the State, large energy corporations, and the private sector.ΠΡΠ΅Π΄ΠΌΠ΅Ρ.
