    Urban Climate Change Vulnerability, Responses, and Policies in Qatar: An Assessment

    Urban climate change policies are critical for reducing carbon emissions and increasing societal resilience to future risks. This is especially true for the countries of the Gulf Cooperation Council (GCC) which are arid environments with largely urban and coastal settlements. Their vulnerability to climate change impacts is high and has increased in the past due to economic growth, increased populations, wasteful lifestyles, urban expansion, and ongoing construction. Recently, in some of these countries, urban sustainable transformation is underway driven by new national agendas and ambitious megaprojects. This chapter assesses the ongoing urban climate change initiatives and policies in Qatar. It first introduces the overall urban climate change vulnerability in the context of urbanization, megaprojects, and economic growth. Later, it outlines current policies and initiatives. Using qualitative research and key informants’ interviews, urban climate policies are assessed with regard to gaps and strong points. They are also discussed in light of the country’s priorities and the regional context. Qatar’s urban climate policies are sketchy and rather embedded in national development frameworks and strategies. At the same time, there is a commitment toward incorporating climate change and emission reductions into the ongoing sustainable urbanization endeavors

    A Review on Recent Development of Cooling Technologies for Photovoltaic Modules

    When converting solar energy to electricity, a big proportion of energy is not converted for electricity but for heating PV cells, resulting in increased cell temperature and reduced electrical efficiency. Many cooling technologies have been developed and used for PV modules to lower cell temperature and boost electric energy yield. However, little crucial review work was proposed to comment cooling technologies for PV modules. Therefore, this paper has provided a thorough review of the up-to-date development of existing cooling technologies for PV modules, and given appropriate comments, comparisons and discussions. According to the ways or principles of cooling, existing cooling technologies have been classified as fluid medium cooling (air cooling, water cooling and nanofluids cooling), optimizing structural configuration cooling and phase change materials cooling. Potential influential factors and sub-methods were collected from the review work, and their contributions and impact have been discussed to guide future studies. Although most cooling technologies reviewed in this paper are matured, there are still problems need to be solved, such as the choice of cooling fluid and its usability for specific regions, the fouling accumulation and cleaning of enhanced heat exchangers with complex structures, the balance between cooling cost and net efficiency of PV modules, the cooling of circulating water in tropical areas and the freezing of circulating water in cold areas. To be advocated, due to efficient heat transfer and spectral filter characters, nanofluids can promote the effective matching of solar energy at both spectral and spatial scales to achieve orderly energy utilization

    Games can provide an effective and replicable space in which stakeholders learn skills necessary for deliberative and pluralist policymaking. These skills are especially important for “nexus” policy issues that are typically characterised by multiple, competing problem frames involving overlapping networks of stakeholders. In this position paper, we describe three serious games that serve as a space for players (stakeholders) and researchers to jointly explore alternative solutions to complex resource management issues: the Water-Food-Energy Nexus Game (Nexus Game); the Narubu Game of Many Voices (Narubu Game); and the Forest Governance Game (Forest Game). The games contain instructive and reflexive mechanisms that prompt players to self-discover common challenges associated with complex nexus issues, including conflicting institutional mandates, social dilemmas, contending worldviews, and plural interpretations of science
