Ce rapport fait l\u27évaluation du développement des pratiques culturelles et artistiques - et en particulier celui de la lecture - dans les établissements pénitentiaires. Il analyse la population carcérale, en constante augmentation, jeune, souvent illettrée, avec un faible niveau de scolarisation. Il explique le fonctionnement des bibliothèques de prison et leur rôle pour une réinsertion sociale, et estime qu\u27elles doivent rattraper un retard très important par rapport au fonctionnement et à l\u27offre des bibliothèques publiques. Il émet des recommandations pour améliorer le fonctionnement des bibliothèques pénitentiaires. De nombreuses annexes illustrent ce rapport

Epidemiology and Health Policy Imperatives for AIDS

The purpose of this article is to describe the statistics and epidemiological facts about the most virulent epidemic of our age, acquired immunodeficiency syndrome (AIDS). The discussion argues for broadened public policy to promote the surveillance of communities in order to enhance the effectiveness of data gathering for epidemiological reasoning, analysis, and control measures. To accomplish these goals, the essential characteristics of epidemiology are defined. The use of deductive and inductive reasoning is applied to describe and analyze known facts concerning the AIDS epidemic. Hypotheses are suggested from current amorphous and continually changing information to assist in further explanations of the epidemic and in the evaluation of methods of prevention and control. Current policies for sexually transmitted diseases are reviewed briefly to identify epidemiological concerns, with the aim of assisting policymakers. Implications for public policy are discussed in the context of seeking epidemiological information for the ultimate protection of the public good

Convertibilité et spécialisation internationale dans les économies est-européennes en transition

Convertibility and international specialization in East European economies in transition. In the Central and East European economies in transition, internal convertibility for routine transactions, and the restructuring of trade, are mutually linked. The return to convertibility affords the opportunity to decide which forms of production are profitable, on the basis of world prices, and points the way for the future specialization of East European economies. The choice of a speedy convertibility and the refusal to create an East European payments union have speeded up the geographical restructuring of trade. In the short term, the specialization which the countries of central and eastern Europe inherited from the past conditions the choice of exchange rate level after the reintroduction of convertibility. Basing itself upon the example of the German monetary union, on the present structure of East European exports, on the prospects for convergence in respect of the States of the European Union, and on the clash between stabilization and restructuring, the article supports an undervaluation of the real rates of exchange at the beginning of the transitional period. In the longer term, as reforms are initiated and a new specialization develops, it would on the other hand be desirable for the actual exchange rate to appreciate, and to approach a level corresponding to the parity of purchasing power, thus allowing for some improvement in the living standards of the citizens of Eastern Europe.Dans les économies d'Europe centrale et orientale en transition, la convertibilité interne pour les transactions courantes et la restructuration des échanges commerciaux sont mutuellement liées. Le retour à la convertibilité permet de déterminer les productions rentables selon les prix mondiaux et oriente la spécialisation à venir des économies est-européennes. Le choix d'une convertibilité rapide et le refus de créer une union est-européenne des paiements ont accéléré la restructuration géographique des échanges. A court terme, la spécialisation que les pays d'Europe centrale et orientale ont héritée du passé conditionne le choix du niveau du taux de change lors du rétablissement de la convertibilité. En s'appuyant sur l'exemple de l'union monétaire allemande, sur la structure actuelle des exportations est-européennes, sur les perspectives de convergence par rapport aux États de l'Union européenne et sur les conflits entre stabilisation et restructuration, l'article prône une sous-évaluation des taux de change réels au début de la transition. A plus long terme, au fur et à mesure de l'avancement des réformes et de l'émergence d'une nouvelle spécialisation, il serait en revanche souhaitable que le taux de change réel s'apprécie et converge vers le niveau correspondant à la parité des pouvoirs d'achat, cela afin de permettre une progression du niveau de vie des citoyens est- européens.Chavigny Régis. Les Assemblages de Bernard Pagès : entre déconstruction et reconstruction

The Assemblages by Bernard Pagès between deconstruction and reconstruction Starting from a given protocol : link two wooden rods, Bernard Pagès elaborates the series of Assemblages between 1972 and 1978. It is for him the opportunity to introduce gesture in sculpture by working both on w'ood and on binding means. First based on the idea of enumerating all the possibilities of linkage, the series evolved in the course of the years 1974-1975 from the logic of dwindling to the logic of growth. Pagès then seems to rebuild, according to a vocabulary of his own, a forceful sculpture. However, in spite of their seeming more and more built, the Assemblage s already include some deconstruction. Indeed, the sculptor goes beyond his self-made rules by increasing to their utmost the bindage means and by adding colour.
