    The Future of Soft Money in Federal Elections: The 527 Reform Act of 2005 and the First Amendment

    President George W. Bush signed the Bipartisan Campaign Finance Reform Act of 2002 (“BCRA”) into law on March 27, 2002, and when it became law on November 6, 2002, BCRA marked the first significant revision of the federal laws controlling the financing of campaigns for federal office since the Federal Election Campaign Act of 1971 (“FECA”). Title I of BCRA banned national parties and officeholders from raising and spending “soft money.” Soft money can be defined simply as contributions that are not subject to FECA’s contribution regulations while “hard money” refers to contributions that do fall under FECA’s domain. FECA established a series of mandatory limits on contributions to candidates and mandatory ceilings on expenditures. Senator John McCain (R-AZ), one of the bill’s co-sponsors who has fought for significant campaign finance reform for more than half a decade, hoped the law would “restore the public’s faith in government.” President Bush hailed BCRA by stating that “[a]ll of the American electorate will benefit from these measures to strengthen our democracy.

    There are no author-identified significant results in this report. Analysis of the strip mine records and aerial photos in the test site (five counties in southeastern Ohio) indicate rapidly increasing stripping in the past few years. The mines are large enough to be detected and their gross characteristics observed in the ERTS-1 imagery. Progress in adapting the Bendix ground station to handling ERTS-1 computer compatible tapes is described

    The Viking Lander gas chromatograph/mass spectrometer will analyze pyrolyzed samples of the Martian surface for organic content. The surface-sample loader and pyrolyzer assembly (SSPLA) is described, along with the major problems encountered during design and testing. Three mechanisms were developed to implement the required SSLPA functions: (1) a soil loader that forces soil from a filled rotating funnel into each of three ovens located on a carriage, (2) a Geneva drive for rotating and precisely indexing the ovens to receive sample, and (3) a toggle-clamp mechanism for sealing the ovens by forcing circular double knife edges into gold sealing surfaces

    Stored mafic/ultramafic crust and early Archean mantle depletion

    Both early and late Archean rocks from greenstone belts and felsic gneiss complexes exhibit positive epsilon(Nd) values of +1 to +5 by 3.5 Ga, demonstrating that a depleted mantle reservoir existed very early. The amount of preserved pre-3.0 Ga continental crust cannot explain such high epsilon values in the depleted residue unless the volume of residual mantle was very small: a layer less than 70 km thick by 3.0 Ga. Repeated and exclusive sampling of such a thin layer, especially in forming the felsic gneiss complexes, is implausible. Extraction of enough continental crust to deplete the early mantle and its destructive recycling before 3.0 Ga ago requires another implausibility, that the sites of crustal generation of recycling were substantially distinct. In contrast, formation of mafic or ultramafic crust analogous to present-day oceanic crust was continuous from very early times. Recycled subducted oceanic lithosphere is a likely contributor to present-day hotspot magmas, and forms a reservoir at least comparable in volume to continental crust. Subduction of an early mafic/ultramafic oceanic crust and temporary storage rather than immediate mixing back into undifferentiated mantle may be responsible for the depletion and high epsilon(Nd) values of the Archean upper mantle

    ERTS-1 investigation of ecological effects of strip mining in eastern Ohio

    Evidence is presented of ERTS capability to detect, map and monitor the effects of strip mining. Both enlarge ERTS imagery and statistically processed outline maps and imagery of stripped earth and standing water are compared to aerial photos of a strip mine near Coshocton, Ohio. The outline maps and decision imagery are at present limited to forming a disruption map of recently mined and unreclaimed earth and the resultant standing water within the mined area. It is planned to prepare a map of the reclaimed areas (reclamation map) within the stripped area and to detect and identify ecological effects such as vegetation kills and stream sedimentation external to the stripped areas

    Inferring the dynamics of underdamped stochastic systems

    Many complex systems, ranging from migrating cells to animal groups, exhibit stochastic dynamics described by the underdamped Langevin equation. Inferring such an equation of motion from experimental data can provide profound insight into the physical laws governing the system. Here, we derive a principled framework to infer the dynamics of underdamped stochastic systems from realistic experimental trajectories, sampled at discrete times and subject to measurement errors. This framework yields an operational method, Underdamped Langevin Inference (ULI), which performs well on experimental trajectories of single migrating cells and in complex high-dimensional systems, including flocks with Viscek-like alignment interactions. Our method is robust to experimental measurement errors, and includes a self-consistent estimate of the inference error
