    The SO2 Allowance Trading System and the Clean Air Act Amendments of 1990: Reflections on Twenty Years of Policy Innovation

    The introduction of the U.S. SO2 allowance-trading program to address the threat of acid rain as part of the Clean Air Act Amendments of 1990 is a landmark event in the history of environmental regulation. The program was a great success by almost all measures. This paper, which draws upon a research workshop and a policy roundtable held at Harvard in May 2011, investigates critically the design, enactment, implementation, performance, and implications of this path-breaking application of economic thinking to environmental regulation. Ironically, cap and trade seems especially well suited to addressing the problem of climate change, in that emitted greenhouse gases are evenly distributed throughout the world’s atmosphere. Recent hostility toward cap and trade in debates about U.S. climate legislation may reflect the broader political environment of the climate debate more than the substantive merits of market-based regulation.

    Turn-by-Turn Imaging of the Transverse Beam Profile in PEP-II

    During injection or instability, the transverse profile of an individual bunch in a storage ring can change significantly in a few turns. However, most synchrotron-light imaging techniques are not designed for this time scale. We have developed a novel diagnostic that enhances the utility of a fast gated camera by adding, inexpensively, some features of a dual-axis streak camera, in order to watch the turn-by-turn evolution of the transverse profile, in both x and y. The beam's elliptical profile is reshaped using cylindrical lenses to form a tall and narrow ellipse—essentially the projection of the full ellipse onto one transverse axis. We do this projection twice, by splitting the beam into two paths at different heights, and rotating the ellipse by 90° on one path. A rapidly rotating mirror scans these vertical “pencils” of light horizontally across the photocathode of the camera, which is gated for 3 ns on every Nth ring turn. A single readout of the camera captures 100 images, looking like a stroboscopic photograph of a moving object. We have observed the capture of injected charge into a bunch and the rapid change of beam size at the onset of a fast instability

    A constitutive material model for nonlinear finite element structural analysis using an iterative matrix approach

    A unified numerical method for the integration of stiff time dependent constitutive equations is presented. The solution process is directly applied to a constitutive model proposed by Bodner. The theory confronts time dependent inelastic behavior coupled with both isotropic hardening and directional hardening behaviors. Predicted stress-strain responses from this model are compared to experimental data from cyclic tests on uniaxial specimens. An algorithm is developed for the efficient integration of the Bodner flow equation. A comparison is made with the Euler integration method. An analysis of computational time is presented for the three algorithms

    Analyzing the Catalytic Role of Active Site Residues in the Fe-type Nitrile Hydratase from \u3cem\u3eComamonas testosteroni\u3c/em\u3e Ni1

    A strictly conserved active site arginine residue (αR157) and two histidine residues (αH80 and αH81) located near the active site of the Fe-type nitrile hydratase from Comamonas testosteroni Ni1 (CtNHase), were mutated. These mutant enzymes were examined for their ability to bind iron and hydrate acrylonitrile. For the αR157A mutant, the residual activity (kcat = 10 ± 2 s−1) accounts for less than 1 % of the wild-type activity (kcat = 1100 ± 30 s−1) while the Km value is nearly unchanged at 205 ± 10 mM. On the other hand, mutation of the active site pocket αH80 and αH81 residues to alanine resulted in enzymes with kcat values of 220 ± 40 and 77 ± 13 s−1, respectively, and Km values of 187 ± 11 and 179 ± 18 mM. The double mutant (αH80A/αH81A) was also prepared and provided an enzyme with a kcat value of 132 ± 3 s−1 and a Km value of 213 ± 61 mM. These data indicate that all three residues are catalytically important, but not essential. X-ray crystal structures of the αH80A/αH81A, αH80W/αH81W, and αR157A mutant CtNHase enzymes were solved to 2.0, 2.8, and 2.5 Å resolutions, respectively. In each mutant enzyme, hydrogen-bonding interactions crucial for the catalytic function of the αCys104-SOH ligand are disrupted. Disruption of these hydrogen bonding interactions likely alters the nucleophilicity of the sulfenic acid oxygen and the Lewis acidity of the active site Fe(III) ion
