Classification and resolution procedure for disputes in public construction projects

Construction sector, which is associated with approximately two hundred sub-sectors in terms of employment area, plays the role of locomotive sector in economic development of countries. This feature of the sector affects economy directly and indirectly. Despite this positive contribution of the sector, disputes are inevitable between parties –administration and contractor– in a bid, contract and implementation processes, which are parameters of the construction process. Formal judicial process applied for the purpose of resolving disputes encountered in construction projects that the public assumes the role of employer, takes a long time. Therefore, while contractor is exposed to financial losses, administration cannot conclude public investment. In the study; disputes in public construction projects are classified, and proposals preventing disputes are presented. In this scope, firstly, 174 of 10591 disputes submitted to Court of Cassation, and 84 of 102 disputes submitted to Directorate of High Technics Board are selected regarding public construction projects. In the second stage, parameters causing disputes are classified under six main items. Thirdly, reasons of the disputes for each classification are detailed, and then proposals are presented for prevention of the disputes based on FIDIC (International Federation of Consulting Engineers) contract forms. Finally, a resolution procedure is developed for the processes including bid, contract and implementation phases based on FIDIC. By the presented proposals for GCCW (General conditions of construction works) official resolution paths can be reduced to a minimum, and the processes result positively for administration and contractors. It is concluded that the developed procedure is suitable as a practical tool for resolution process of the disputes in the public construction projects. © 2021, Revista de la Construccion. Using the methods of thermal gravimetry, differential thermal analysis, Furier transform infrared analysis, and capillary absorption, the properties of a cement composite produced by introducing waste tyre rubber into a cement mixture were investigated. It was found that the composite filled with the rubber had a much lower water absorption ability than the unfilled one.Scientific Research Projects Coordination Unit of Instanbul UniversityIstanbul University [7681]The authors would like to thank to Istanbul Asphalt Factories and especially Head of Production Zafer Sola for supplying the wastes. The Set cement factory staff are gratefully acknowledged for their assistance with the experimental study. Effect of silica fume and solid borax waste on compressive strength of fired briquettes

It is a well-known fact that industrial solid wastes which are commonly employed in construction sector make a significant contribution in reduction of environmental pollution. In this study, solid borax waste and silica fume were used as additive materials. In the briquette compositions, 3, 5 and 10% proportions of solid borax waste and 2, 5 and 10% proportions of silica fume were used in mixtures. In order to determine material characterization, micro structure (SEM) analyses of solid borax waste and silica fume were performed besides of physical and mechanical tests. Moreover, DTG analyses were implemented to specify material's behavior under high temperature loads. According to the test results, the values of maximum compressive strength and minimum bulk density were obtained using mixtures with proportions of 2% silica fume and 10% solid borax waste. Additionally, it was determined that the briquettes having low density and high compressive strength could be produced using aforementioned all mixtures.WOS:00041710150001

Seismic performance assessment of a historical masonry-infilled RC building located in the historical peninsula of Istanbul (1940s)

    No full text
The current paper presents a seismic performance evaluation methodology for masonry-infilled RC buildings based on nonlinear analyses. The entire process is illustrated using a case study of a university building constructed in the 1940s. Firstly, a finite element model of the building representing its existing state was prepared based on the current seismic codes. In the second stage, the seismic performance of the building was determined by pushover analysis. Since the seismic performance of the current building was found to be inadequate, a retrofitting proposal was prepared. The model of the retrofitted building was then examined to determine the effectiveness of the proposed retrofitting techniques. The methodology presented in the study is important in seismic analysis of RC + masonry dual system buildings before and after the retrofitting practice.Department of Construction and Technical Affairs of Istanbul Universit
