    RECENT DEVELOPMENTS IN LAND TENURE LAW IN ERITREA, HORN OF AFRICA

    After a historical sketch of the evolution of land tenure systems in the Eritrean highlands, this paper describes the main features of the new Eritrean land law and its operative assumption that the legislation is meant to extend state control over land. The legal devices employed by the law are widely used in sub-Saharan Africa (and were largely inspired by colonial policies). The State of Eritrea frequently asserts that its recent independence gives it the opportunity to learn from other developing countries' mistakes and to avoid them. The basic patterns of the new land law, however, are common to the rest of Africa, notwithstanding the evident poor results. The central government wants its control to be widespread and pervasive. The fight against traditional social groups controlling land, at least in the highlands, is severe. Apart from a formal repeal of customary law, the state's acquisition of the power to modify village boundaries according to a scheme already completed at higher administrative levels and to introduce equal rights on land for women entails a disruption of the villages' social identity. Mandatory state control over landed property in Eritrea is, as usual, motivated by the necessity to address higher social needs. The ultimate intent, of course, is that the evolution from communal property to state property will eventually result in the widespread introduction of individual property once a sufficient level of economic development is achieved.     Quasiparticle conductivities in disordered d-wave superconductors

    We study the quasiparticle transport coefficients in disordered d-wave superconductors. We find that spin and charge excitations are generally localized unless magnetic impurities are present. If the system is close to a nesting point in the impurity-scattering unitary limit, the tendency towards localization is reduced while the quasiparticle density of states gets enhanced by disorder. We also show that the residual repulsive interaction among quasiparticles has a delocalizing effect and increases the density of states.Comment: 13 pages, no figure

    The Role of UNCITRAL Texts in Promoting a Harmonized Legal Framework for Cross-Border Mobile Payments

    The establishment of a regulatory environment is a condition necessary, but not sufficient, for setting up a legal environment supportive of mobile payment and banking services. Equally important is the creation of an enabling legislative environment on the legal status of electronic communications and on other relevant rules such as those on payments. In fact, existing legal frameworks, be they of statutory or contractual origin, are often insufficient to address all legal issues, especially in developing countries. Therefore, guidance in the form of international standards, such as those prepared by the United Nations Commission on International Trade Law (UNCITRAL), is desirable. In particular, existing UNCITRAL texts on payments could be reviewed in order to align them with UNCITRAL texts on electronic commerce as well as current practices in the use of electronic communications. This work should take into consideration the needs of small and medium-sized enterprises, which are likely to particularly benefit from broader access to mobile services

    Government fiscal efforts vs. labour union strikes. Strategic substitutes or complements?

    To unveil the strategic interaction between the government and the labour union in a unionised economy, a policy-game model is estimated by cointegrated Vector Autoregressive system using Italian quarterly data (1960-2009) on government budget surplus (fiscal efforts), hours not worked (strikes), unemployment and real wages. The long-run cointegration relationships are interpreted as the players' reaction functions and the long-run equilibrium as the equilibrium of the game. The identification of the long-run cointegration relationships allows indeed to determine if efforts and strikes are strategic complements or strategic substitutes. Finally, speed of long-run adjustment provides insights about the effectiveness of government and labour union strategies

    Machine Learning-Based Elastic Cloud Resource Provisioning in the Solvency II Framework

    The Solvency II Directive (Directive 2009/138/EC) is a European Directive issued in November 2009 and effective from January 2016, which has been enacted by the European Union to regulate the insurance and reinsurance sector through the discipline of risk management. Solvency II requires European insurance companies to conduct consistent evaluation and continuous monitoring of risks—a process which is computationally complex and extremely resource-intensive. To this end, companies are required to equip themselves with adequate IT infrastructures, facing a significant outlay. In this paper we present the design and the development of a Machine Learning-based approach to transparently deploy on a cloud environment the most resource-intensive portion of the Solvency II-related computation. Our proposal targets DISAR®, a Solvency II-oriented system initially designed to work on a grid of conventional computers. We show how our solution allows to reduce the overall expenses associated with the computation, without hampering the privacy of the companies’ data (making it suitable for conventional public cloud environments), and allowing to meet the strict temporal requirements required by the Directive. Additionally, the system is organized as a self-optimizing loop, which allows to use information gathered from actual (useful) computations, thus requiring a shorter training phase.     EXPRESSing Session Types

    To celebrate the 30th edition of EXPRESS and the 20th edition of SOS we overview how session types can be expressed in a type theory for the standard π\pi-calculus by means of a suitable encoding. The encoding allows one to reuse results about the π\pi-calculus in the context of session-based communications, thus deepening the understanding of sessions and reducing redundancies in their theoretical foundations. Perhaps surprisingly, the encoding has practical implications as well, by enabling refined forms of deadlock analysis as well as allowing session type inference by means of a conventional type inference algorithm.Comment: In Proceedings EXPRESS/SOS2023, arXiv:2309.0578
