Housing Policy Matters for the Poor: A Study of the Housing Sector and Housing Policies in Argentina, Chile and Colombia: Part One: Urban Housing Conditions and Public Policies in Latin America

This study analyzes the evolution of the housing sector and the public interventions in low-income housing in three countries (Argentina, Chile and Colombia) selected for the different approaches adopted by their governments to the solution of the problem. The report is divided in three parts. The first part looks at the recent evolution of housing conditions in Latin America and the Caribbean (LAC) and the rationale for government intervention in housing. The second part focuses on the three countries under study discussing the recent evolution of the housing sector and the government interventions impacting the results. Las politicas de vivienda importan a los pobres: Segunda parte: Resultados de las políticas de vivienda en Argentina, Chile y Colombia

El presente estudio analiza la evolución del sector vivienda y las intervenciones públicas en vivienda de bajos ingresos en tres países seleccionados (Argentina, Chile y Colombia) por haber mostrado un elevado interés por resolver los problemas de vivienda y por la diversidad de enfoques de política que han adoptado sus gobiernos a la solución del problema. El presente informe sintetiza los resultados de un análisis comparado de los tres casos de estudio y está dividido en tres partes. La primera parte da un vistazo a la evolución reciente de las condiciones de vivienda en América Latina y a la racionalidad de la intervención del Gobierno en vivienda. La segunda parte se enfoca en los tres países que son tema de estudio.
