    A critical analysis of Peru's HIV grant proposals to the Global Fund.

    Peru has applied to six of the Global Fund to Fight AIDS, Tuberculosis and Malaria (the Global Fund) rounds for funding, achieving success on four occasions. The process of proposal development has, however, been criticised, especially concerning the use of evidence, relevance/consistency and performance indicators. We aimed to analyse the Peruvian Global Fund proposals according to those dimensions, providing feedback to improve future local efforts and inform global discussions around Global Fund procedures. We analysed the content of four HIV-focused proposals (rounds 2, 5, 6 and 8) regarding epidemic context, needs identification and prioritisation and monitoring and evaluation systems. Peruvian proposals submitted after round 1 were described as resulting from collaborative inputs involving formerly unrepresented sectors, principally 'vulnerable populations'. However, difficulties arose regarding the amount and quality of evidence about the epidemiological context; limited consideration of social determinants of the epidemic; lack of theory-driven interventions, and little synergy across projects and the inclusion of weak monitoring and evaluation systems, with poor indicators and measurement procedures. Prioritising the development of analytical and technical skills to generate Global Fund proposals would enhance the country's capacity to produce and utilise evidence, improve the technical-political interface, strengthen information systems and lead to more informed decision making and accountability

    Echoes of ECOs: gravitational-wave signatures of exotic compact objects and of quantum corrections at the horizon scale

    Gravitational waves from binary coalescences provide one of the cleanest signatures of the nature of compact objects. It has been recently argued that the post-merger ringdown waveform of exotic ultracompact objects is initially identical to that of a black-hole, and that putative corrections at the horizon scale will appear as secondary pulses after the main burst of radiation. Here we extend this analysis in three important directions: (i) we show that this result applies to a large class of exotic compact objects with a photon sphere for generic orbits in the test-particle limit; (ii) we investigate the late-time ringdown in more detail, showing that it is universally characterized by a modulated and distorted train of "echoes" of the modes of vibration associated with the photon sphere; (iii) we study for the first time equal-mass, head-on collisions of two ultracompact boson stars and compare their gravitational-wave signal to that produced by a pair of black-holes. If the initial objects are compact enough as to mimic a binary black-hole collision up to the merger, the final object exceeds the maximum mass for boson stars and collapses to a black-hole. This suggests that - in some configurations - the coalescence of compact boson stars might be almost indistinguishable from that of black-holes. On the other hand, generic configurations display peculiar signatures that can be searched for in gravitational-wave data as smoking guns of exotic compact objects.Comment: 13 pages, RevTex4. v2: typo in equation 7 corrected, references added, to appear in PR

    In this paper we present the film Philadelphia as an exemplary text for teaching business ethics.  For this purpose, we show students three scenes from the film and guide them as they engage in ethical reasoning. Through the exercise, students should: understand the nature of ethical dilemmas; understand a model for ethical decision-making and apply it to shed light on selected situations presented in the film; and lastly, understand ethical dimensions of discrimination. After engaging with the exercise, students should also develop a clear understanding of the difficulty of reaching ethical decisions in their professional careers. In addition, the exercise serves as an opportunity to discuss issues of HIV and AIDS in contemporary organizations

    Reconstruction of Black Hole Metric Perturbations from Weyl Curvature II: The Regge-Wheeler gauge

    Perturbation theory of rotating black holes is described in terms of the Weyl scalars ψ4\psi_4 and ψ0\psi_0; each satisfying the Teukolsky's complex master wave equation with spin s=∓2s=\mp2, and respectively representing outgoing and ingoing radiation. We explicitly construct the metric perturbations out of these Weyl scalars in the Regge-Wheeler gauge in the nonrotating limit. We propose a generalization of the Regge-Wheeler gauge for Kerr background in the Newman-Penrose language, and discuss the approach for building up the perturbed spacetime of a rotating black hole. We also provide both-way relationships between waveforms defined in the metric and curvature approaches in the time domain, also known as the (inverse-) Chandrasekhar transformations, generalized to include matter.Comment: 22 pages, no figure

    Cosmological models with flat spatial geometry

    The imposition of symmetries or special geometric properties on submanifolds is less restrictive than to impose them in the full space-time. Starting from this idea, in this paper we study irrotational dust cosmological models in which the geometry of the hypersurfaces generated by the fluid velocity is flat, which supposes a relaxation of the restrictions imposed by the Cosmological Principle. The method of study combines covariant and tetrad methods that exploits the geometrical and physical properties of these models. This procedure will allow us to determine all the space-times within this class as well as to study their properties.     Stochastic growth equations on growing domains

    The dynamics of linear stochastic growth equations on growing substrates is studied. The substrate is assumed to grow in time following the power law tγt^\gamma, where the growth index γ\gamma is an arbitrary positive number. Two different regimes are clearly identified: for small γ\gamma the interface becomes correlated, and the dynamics is dominated by diffusion; for large γ\gamma the interface stays uncorrelated, and the dynamics is dominated by dilution. In this second regime, for short time intervals and spatial scales the critical exponents corresponding to the non-growing substrate situation are recovered. For long time differences or large spatial scales the situation is different. Large spatial scales show the uncorrelated character of the growing interface. Long time intervals are studied by means of the auto-correlation and persistence exponents. It becomes apparent that dilution is the mechanism by which correlations are propagated in this second case.Comment: Published versio

    Comparison of the Spherical Averaged Pseudopotential Model with the Stabilized Jellium Model

    We compare Kohn-Sham results (density, cohesive energy, size and effect of charging) of the Spherical Averaged Pseudopotential Model with the Stabilized Jellium Model for clusters of sodium and aluminum with less than 20 atoms. We find that the Stabilized Jellium Model, although conceptually and practically more simple, gives better results for the cohesive energy and the elastic stiffness.
