    Intentions on desired length of stay among immigrants in Italy

    Abstract The decision to emigrate from the country of origin may not be a permanent one: migrants can decide to return home or to emigrate to a third country. This phenomenon, established for some time in certain other European countries, has become an important one for Italy only recently. This paper contributes to the knowledge of migrants’ intentions in two ways: on the one hand, it analyses the factors associated with indecision about future plans; on the other, it focuses on the desired length of stay and its relationship with attachments (family, economic, socio-cultural and psychological) to host and home country. We used two logistic regression models: one for migrants’ indecision and the other for migrants’ desired length of stay. The data were collected by survey, coordinated by the ISMU Foundation and conducted in 2008 and 2009 with more than 12,000 migrants living in Italy. According to our results, indecision seems to be associated with an intermediate phase of migration at the early stage of family development in the case of negative balance of the migration experience, while attachment to the host country is associated with longer stay, and no attachments or attachment to the country of origin are associated with shorter stay

    This chapter investigates the patterns of emission efficiency growth of 23 manufacturing sectors in 12 European countries with a focus on five emissions (CO2, NOx, NMVOC, SOx and CO). Emission efficiency growth is expected to be triggered by an improvement in the efficiency of frontier countries through the diffusion of better technologies to laggard countries. This effect is likely to differ according to the distance from the frontier country. Finally, the role of productivity patterns (total factor productivity) and energy price dynamics is assessed. Results based on the European NAMEA (National Accounting Matrix including Environmental Accounts) further merged with sector accounts highlight significant spillovers from leaders in emission efficiency and a general tendency to converge for laggard countries and sectors (except for NMVOC emission efficiency). Energy prices induce substantial improvements in emission efficiency, with the effect being generally stronger for sectors and countries farther away from the emission efficiency frontier. Finally, total factor productivity (TFP) is strongly correlated with emission efficiency, while the distance from TFP frontier significantly harms emission efficiency growth

    It is often argued that in order to prevent migration from having social dumping effects, a strict enforcement of equal labour and welfare rights for both migrants and local workers is required. However, we claim that the specific circumstances of those migrants who engage in temporary migration may require a regime of special rights and labour standards that protect and further their distinctive interests and needs. We defend this claim by appealing to the principle that labour and welfare rights should accommodate the life plans of workers and we show that not only these special arrangements are fairer to the migrants involved, but they could also help to prevent social dumping
