O presente texto desenvolve análises sobre novas configurações do Estado nos marcos da mundialização com dominância financeira, focalizando os contextos europeis e latino-americano. Tem como eixo analítico a tese do neointervencionismo estatal, argumentando ser o Estado um dos pilares do sistema capitalista. Demarca as expressões veladas ou explícitas da intervenção do Estado nas três últimas décadas. Discute o paradoxo do “regresso do Estado sem partida”, delineando as distintas materialização da volta do Estado à cena pública. Neste contexto analítico, configura as marcas contemporâneas e as tendências emergentes das Políticas Públicas, enfocando delineamentos das políticas de educação e cultura em Portugal. It has as its analytical axis the thesis of the State’s new interventionism arguing that the State is one of the supporting pillars of capitalism. It fixes the limits for veiled or explicit expressions related to State intervention in the last three decades. It discusses the paradox known as “the return of a State that has not taken off”, delineating distinct materializations of the State’s return to the scene. Within this analytical context, it confiures contemporary emerging marks and trends of Public Policies focusin on the shaping of policies for education and culture in Portugal.Keywords: Capital dominated system, State, intervention, contradictoriness, public policies.
