    CONTRIBUTIONS OF THE BENGUELA ECOLOGY PROGRAMME TO PELAGIC FISHERIES MANAGEMENT IN SOUTH AFRICA

    In 1982, the Benguela Ecology Programme (BEP) created a formal, multi-institutional research partnership in South Africa. During the next two decades, the BEP directed many aspects of pelagic ecosystem research in the southern Benguela upwelling region, aiming to improve fisheries management, particularly that of anchovy Engraulis encrasicolus. Although much reduced in scale, the BEP is now in its fifth phase. Its early critics believed that much of the money invested in its ecosystem-type research had not benefited fisheries management, whereas its supporters maintain that many aspects of current pelagic fisheries management are founded on the BEP legacy. Ecosystem research underpinned the design of hydroacoustic surveys, and resulted in the development of expert system models aimed at predicting recruitment strength of anchovy. Current efforts to develop an ecosystem approach to management of the pelagic fishery in South Africa draw on the knowledge and understanding generated by more than 20 years of ecosystem research. However, despite this strong foundation, there is still uncertainty about the causes of interannual variability in pelagic fish recruitment. It is suggested that this time span is too short, and ecosystem monitoring and research should persist for decades to reap their full rewards. The BEP enabled productive partnerships to be established between academic and State researchers and fisheries managers, and improved linkages and communication to the fishing industry. Afr. J. mar.     Extreme oceanographic events recorded in the Southern Benguela during the 1999-2000 summer season

    Two unusual oceanographic events occurred during the 1999-2000 summer season off the west coast of South Africa. The first was a strong and sustained warming that occurred in mid-December and lasted for two weeks. The second was an enhanced cooling that lasted from mid to late summer. These two events were the result of fluctuations in wind-induced upwelling. The spatial as well as the temporal extent of these conditions are analysed and the corresponding atmospheric setting is described. Using climatological data, the 1999-2000 summer season is placed in the long-term context of the climatic variability in the region. The influence of those two events on phytoplankton and anchovy recruitment may have contributed to a record high level of anchovy recruitment in 2000

    Progress report on recommendations from the International review panel report for the 2013 International Fisheries Stock assessment workshop:sardine

    The international review panel report (MARAM/IWS/DEC13/General/4 Final Report) contained the following recommendations pertinent to sardine in response to key questions put to them at the annual stock assessment review meeting held at UCT from 2-6 December 2013. Comments on any progress in response to these recommendations are inserted in italics. As a general point of background information, the Small Pelagic Scientific Working Group agreed earlier in 2014 to finalise OMP-14 based on a single sardine stock operating model only, but coupled with some spatial management, the spirit of which is to be a “warm up period” with the expectation that the next OMP will quite likely require spatial management components. The development of new operating models and a new OMP is to be brought forward, commencing in early 2015 with the aim of being finalised before the end of 2016

    Students’ entrepreneurial learning through an internship abroad: A cross-cultural experience

    Background: Cross-cultural learning provides students with the opportunity for improved self-awareness when they are placed in unfamiliar situations where their understanding of who they are and what they can do is challenged or expanded. This paper built on the concepts of experiential learning in rich contexts and self-image shocks and explored the research question on how cross-cultural learning in entrepreneurship exchange programmes offered students unique personal learning possibilities and outcomes. Aim: The aim was to build new theoretical and empirical knowledge on the influence and importance of cross-cultural learning in entrepreneurship education (EE). Setting: The study involved South African (SA) students taking part in an internship programme in the vibrant entrepreneurial ecosystem of Bergen, Norway. Methods: Adopting a longitudinal design and purposive sampling, four SA students were included in the study. Data were acquired from two reflective group sessions, on two separate instances, and a final student reflection report. The interviews were transcribed and coded along with the written reflection reports and these data sources were subjected to thematic analysis. Results: Four themes were uncovered: Learning about the entrepreneurial culture triggers comparison with own culture, Embracing uncertainty and developing entrepreneurial capabilities, Transformational learning through self-image shocks, Can I become a future entrepreneur? Where am I going? Conclusion: The research highlighted the importance of cross-cultural experience and foreignness as powerful triggers in stimulating students’ introspection and development of self-image.     Indicators of sustainable fishing for South African sardine Sardinops sagax and anchovy Engraulis encrasicolus

    Six indicators were investigated for South African sardine Sardinops sagax and anchovy Engraulis encrasicolus: mean length of catch, length-at-50% maturity, total mortality, exploitation rate, ratio of bycatch, and centre of gravity of commercial catches. Sardine length-at-50% maturity is the most promising as a descriptive indicator because it is positively correlated with population size for an extensive time period (1953–2005). The remaining indicators were limited by shorter data-series (1984–2005). However, mean length of catch, ratio of bycatch and exploitation rate were found to be useful when considered in conjunction with other indicators. The centre of gravity of commercial sardine catches has shown a significant eastward shift from the West Coast, whereas that of anchovy has remained off that coast. Ratio of bycatch indicates that school composition is a reliable descriptive indicator of relative abundance in the two species. Fewer indicators for anchovy were useful, which is attributed to this species’ flexible life-history pattern

    Feasibility and reliability of PRISMA-Medical for specialty-based incident analysis

    Aims and objectives: In this study, the feasibility and reliability of the Prevention Recovery Information System for Monitoring and Analysis (PRISMA)-Medical method for systematic, specialty-based analysis and classification of incidents in the neonatal intensive care unit (NICU) were determined. Methods: After the introduction of a Neonatology System for Analysis and Feedback on Medical Events (NEOSAFE) in eight tertiary care NICUs and one paediatric surgical ICU, PRISMA-Medical was started to be used to identify root causes of voluntary reported incidents by multidisciplinary unit patient safety committees. Committee members were PRISMA-trained and familiar with the department and its processes. In this study, the results of PRISMA-analysis of incidents reported during the first year are described. At t¿=¿3 months and t¿=¿12 months after introduction, test cases were performed to measure agreement at three levels of root cause classification using PRISMA-Medical. Inter-rater reliability was determined by calculating generalised ¿ values for each level of classification. Results: During the study period, 981 out of 1786 eligible incidents (55%) were analysed for underlying root causes. In total, 2313 root causes were identified and classified, giving an average of 2.4 root causes for every incident. Although substantial agreement (¿ 0.70–0.81) was reached at the main level of root cause classification of the test cases (discrimination between technical, organisational and human failure) and agreement among the committees at the second level (discrimination between skill-based, rule-based and knowledge-based errors) was acceptable (¿ 0.53–0.59), discrimination between rule-based errors (the third level of classification) was more difficult to assess (¿ 0.40–0.47). Conclusion: With some restraints, PRISMA-Medical proves to be both feasible and acceptably reliable to identify and classify multiple causes of medical events in the NICU

    Testing for the occurrence of pilchard herpesvirus (PHV) in South African sardine Sardinops sagax

    Catches of South African sardine Sardinops sagax have declined in recent years from about 200 000 t harvested annually during the period 2002–2006 to less than 100 000 t. Consequently, some companies are now importing sardine from sources elsewhere in the world to meet local demand for canned sardine and bait. This importation has the potential for the introduction of sardine pathogens, in particular the pilchard herpesvirus (PHV), which could have a negative impact on the currently small South African sardine population. The aims of the current study were to determine whether PHV is present in the local sardine population and to assess the extent to which sardine is being imported into the country and whether imported fish are from countries where the virus is known to be endemic. Fish sampled from South Africa’s western (n = 150), southern (n = 182) and eastern (n = 96) putative stocks of S. sagax were analysed for the presence of PHV using real-time quantitative polymerase chain reaction (qPCR). The origin and amount of potentially infected material imported into South Africa during the period 2010–2014 was also assessed. None of the South African sardine collected during this study tested positive for PHV, suggesting that active PHV was not prevalent in the local population of S. sagax at the time of this study. Between 56 000 and 71 000 t of frozen sardine was imported annually into South Africa from countries where S. sagax occurs, including some from areas (Australia and New Zealand) where sardine infection by PHV is known to be endemic. Hence, it is plausible that the PHV pathogen, capable of perpetuating infections in local sardine populations, could be imported into South Africa along with the importation of frozen sardine. Should local sardine be naïve to the virus, as suggested by this study, then the population is at risk of infection and precautions against such must be taken.DHE
