Using Legislative History in Arkansas to Determine Legislative Intent: An Examination of Cases and Review of the Sources
This article summarizes the legislative process in Arkansas. It lists and provides descriptions of Arkansas\u27s primary sources of legislation, including print and online resources. An examination of case law focuses on this question: what do Arkansas appellate courts mean when they say they consider legislative history in determining the intent of the legislature; specifically, what types of information will the courts consider? A brief discussion of several general rules of statutory construction in Arkansas precedes an examination of specific sources the courts have relied on. These sources include House and Senate Journals, act titles, preambles, emergency clauses, official commentary, executive and administrative interpretations and subsequent amendments
Effects of transport on fecal glucocorticoid levels in captive-bred cotton-top tamarins (Saguinus oedipus)
The relocation of animals can induce stress when animals are placed in novel environmental conditions. The movement of captive animals among facilities is common, especially for non-human primates used in research. The stress response begins with the activation of the hypothalamic-pituitary-adrenal (HPA) axis which results in the release of glucocorticoid hormones (GC), which at chronic levels could lead to deleterious physiological effects. There is a substantial body of data concerning GC levels affecting reproduction, and rank and aggression in primates. However, the effect of transport has received much less attention. Fecal samples from eight (four male and four female) captive-bred cotton-top tamarins (Saguinus oedipus) were collected at four different time points (two pre-transport and two post-transport). The fecal samples were analyzed using an immunoassay to determine GC levels. A repeated measures analysis of variance (ANOVA) demonstrated that GC levels differed among transport times (p = 0.009), but not between sexes (p = 0.963). Five of the eight tamarins exhibited an increase in GC levels after transport. Seven of the eight tamarins exhibited a decrease in GC levels from three to six days post-transport to three weeks post-transport. Most values returned to pre-transport levels after three weeks. The results indicate that these tamarins experienced elevated GC levels following transport, but these increases were of short duration. This outcome would suggest that the negative effects of elevated GC levels were also of short duration
Skeletal Muscle Sorbitol Levels in Diabetic Rats with and without Insulin Therapy and Endurance Exercise Training
Sorbitol accumulation
is postulated to play a role in skeletal muscle
dysfunction associated with diabetes. The
purpose of this study was to determine the
effects of insulin and of endurance exercise on
skeletal muscle sorbitol levels in
streptozotocin-induced diabetic rats. Rats were
assigned to one experimental group (control
sedentary, control exercise, diabetic sedentary,
diabetic exercise, diabetic sedentary
no-insulin). Diabetic rats received daily
subcutaneous insulin. The exercise-trained rats
ran on a treadmill (1 hour, 5X/wk, for
12 weeks). Skeletal muscle sorbitol levels
were the highest in the diabetic sedentary
no-insulin group. Diabetic sedentary rats
receiving insulin had similar sorbitol levels to
control sedentary rats. Endurance exercise did
not significantly affect sorbitol levels. These
results indicate that insulin treatment lowers
sorbitol in skeletal muscle; therefore sorbitol
accumulation is probably not related to muscle
dysfunction in insulin-treated diabetic
individuals. Endurance exercise did not
influence intramuscular sorbitol values as
strongly as insulin
Real-world Experience With Sunitinib Treatment in Patients With Metastatic Renal Cell Carcinoma: Clinical Outcome According to Risk Score.
BACKGROUND: ADONIS is an ongoing observational study in 9 European countries, designed to evaluate treatment patterns/outcomes in patients with metastatic renal cell carcinoma (mRCC) treated with first-line sunitinib and/or second-line axitinib post sunitinib. We present an evaluation of sunitinib efficacy by risk group, in the real-world setting examined in ADONIS. PATIENTS AND METHODS: Patients were enrolled at the start of first-line sunitinib treatment or second-line axitinib post sunitinib treatment. Evaluation of sunitinib efficacy was assessed by International Metastatic Renal Cell Carcinoma Database Consortium (IMDC) and Memorial Sloan Kettering Cancer Center risk criteria. RESULTS: For all patients in this analysis (N = 467), the median progression-free survival was 23.8 months (95% confidence interval [CI], 16.5-28.5 months), 11.8 months (95% CI, 8.1-17.4 months), and 4.6 months (95% CI, 2.5-7.7 months) for IMDC favorable-, intermediate-, and poor-risk groups, respectively. The median overall survival was 97.1 months (95% CI, 46.3 months-not evaluable [NE]), 33.5 months (95% CI, 20.5-46.6 months), and 10.0 months (95% CI, 4.5-19.8 months) for the respective risk groups. Data on individual risk factors were available for a subgroup of patients, allowing analysis by intermediate risk by 1 versus 2 risk factors. When including this subgroup (n = 120), the median overall survival for IMDC favorable-, intermediate-1, and intermediate-2 risk factors was 21.6 months (95% CI, 16.3 months-NE), 20.5 months (15.5 months-NE), and 15.1 months (4.1 months-NE), respectively. CONCLUSIONS: For patients overall and by risk-group stratification, survival estimates were aligned with previously published data. In patients with intermediate-1 risk, overall survival was very similar to patients with favorable risk. However, further exploration of outcome data from different sources is needed to confirm these observations
Exclusion Limits on the WIMP-Nucleon Cross-Section from the First Run of the Cryogenic Dark Matter Search in the Soudan Underground Lab
The Cryogenic Dark Matter Search (CDMS-II) employs low-temperature Ge and Si
detectors to seek Weakly Interacting Massive Particles (WIMPs) via their
elastic scattering interactions with nuclei. Simultaneous measurements of both
ionization and phonon energy provide discrimination against interactions of
background particles. For recoil energies above 10 keV, events due to
background photons are rejected with >99.99% efficiency. Electromagnetic events
very near the detector surface can mimic nuclear recoils because of reduced
charge collection, but these surface events are rejected with >96% efficiency
by using additional information from the phonon pulse shape. Efficient use of
active and passive shielding, combined with the the 2090 m.w.e. overburden at
the experimental site in the Soudan mine, makes the background from neutrons
negligible for this first exposure. All cuts are determined in a blind manner
from in situ calibrations with external radioactive sources without any prior
knowledge of the event distribution in the signal region. Resulting
efficiencies are known to ~10%. A single event with a recoil of 64 keV passes
all of the cuts and is consistent with the expected misidentification rate of
surface-electron recoils. Under the assumptions for a standard dark matter
halo, these data exclude previously unexplored parameter space for both
spin-independent and spin-dependent WIMP-nucleon elastic scattering. The
resulting limit on the spin-independent WIMP-nucleon elastic-scattering
cross-section has a minimum of 4x10^-43 cm^2 at a WIMP mass of 60 GeV/c^2. The
minimum of the limit for the spin-dependent WIMP-neutron elastic-scattering
cross-section is 2x10^-37 cm^2 at a WIMP mass of 50 GeV/c^2.Comment: 37 pages, 42 figure
