    Development of an Interval Management Algorithm Using Ground Speed Feedback for Delayed Traffic

    One of the goals of NextGen is to enable frequent use of Optimized Profile Descents (OPD) for aircraft, even during periods of peak traffic demand. NASA is currently testing three new technologies that enable air traffic controllers to use speed adjustments to space aircraft during arrival and approach operations. This will allow an aircraft to remain close to their OPD. During the integration of these technologies, it was discovered that, due to a lack of accurate trajectory information for the leading aircraft, Interval Management aircraft were exhibiting poor behavior. NASA's Interval Management algorithm was modified to address the impact of inaccurate trajectory information and a series of studies were performed to assess the impact of this modification. These studies show that the modification provided some improvement when the Interval Management system lacked accurate trajectory information for the leading aircraft

    Role of dynamical particle-vibration coupling in reconciliation of the d3/2d_{3/2} puzzle for spherical proton emitters

    It has been observed that decay rate for proton emission from d3/2d_{3/2} single particle state is systematically quenched compared with the prediction of a one dimensional potential model although the same model successfully accounts for measured decay rates from s1/2s_{1/2} and h11/2h_{11/2} states. We reconcile this discrepancy by solving coupled-channels equations, taking into account couplings between the proton motion and vibrational excitations of a daughter nucleus. We apply the formalism to proton emitting nuclei 160,161^{160,161}Re to show that there is a certain range of parameter set of the excitation energy and the dynamical deformation parameter for the quadrupole phonon excitation which reproduces simultaneously the experimental decay rates from the 2d3/2d_{3/2}, 3s1/2s_{1/2} and 1h11/2h_{11/2} states in these nuclei.Comment: RevTex, 12 pages, 4 eps figure

    Interval Management: Development and Implementation of an Airborne Spacing Concept

    Interval Management is a suite of ADS-B-enabled applications that allows the air traffic controller to instruct a flight crew to achieve and maintain a desired spacing relative to another aircraft. The flight crew, assisted by automation, manages the speed of their aircraft to deliver more precise inter-aircraft spacing than is otherwise possible, which increases traffic throughput at the same or higher levels of safety. Interval Management has evolved from a long history of research and is now seen as a core NextGen capability. With avionics standards recently published, completion of an Investment Analysis Readiness Decision by the FAA, and multiple flight tests planned, Interval Management will soon be part of everyday use in the National Airspace System. Second generation, Advanced Interval Management capabilities are being planned to provide a wider range of operations and improved performance and benefits. This paper briefly reviews the evolution of Interval Management and describes current development and deployment plans.     Examining High and Low Value-Added Mathematics Instruction: Can Expert Observers Tell the Difference

    The question of how to measure effective teachers and teaching has long been of interest to policymakers and school leaders. While recent policy initiatives have focused on the use of value-added measures (VAM) to assess teacher quality, there is a much longer tradition of using observations of practice to make such determinations. However, empirical evidence suggests these two indicators often identify different sets of teachers as effective. For example, the Measures of Effective Teaching project finds low correlations between teachers’ VAM scores and their quality of instruction as measured by observational metrics. Studies with the explicit intent of identifying differences in instruction between teachers with high and low VAM scores also have generally failed to uncover substantial differences across classrooms. In this study, we take advantage of a dataset containing both videotaped lessons and value-added scores to mount an exploratory study of the instruction of teachers with high- and low-value-added rankings. Specifically, we seek to answer two questions: First, what is the degree of convergence between observers’ impressions of mathematics instruction and teachers’ mathematics value-added scores? Second, are there a set of instructional practices that consistently characterize high but not low-value-added ranked teachers’ classrooms, and vice versa

    An Advanced Trajectory-Based Operations Prototype Tool and Focus Group Evaluation

    Trajectory-based operations (TBO) is a key concept in the Next Generation Air Transportation System transformation of the National Airspace System (NAS) that will increase the predictability and stability of traffic flows, support a common operational picture through the use of digital data sharing, facilitate more effective collaborative decision making between airspace users and air navigation service providers, and enable increased levels of integrated automation across the NAS. The National Aeronautics and Space Administration (NASA) has been developing trajectory-based systems to improve the efficiency of the NAS during specific phases of flight and is now also exploring Advanced 4-Dimensional Trajectory (4DT) operational concepts that will integrate these technologies and incorporate new technology where needed to create both automation and procedures to support gate-to-gate TBO. A TBO Prototype simulation toolkit has been developed that demonstrates initial functionality that may reside in an Advanced 4DT TBO concept. Pilot and controller subject matter experts (SMEs) were brought to the Air Traffic Operations Laboratory at NASA Langley Research Center for discussions on an Advanced 4DT operational concept and were provided an interactive demonstration of the TBO Prototype using four example scenarios. The SMEs provided feedback on potential operational, technological, and procedural opportunities and concerns. After viewing the interactive demonstration scenarios, the SMEs felt the operational capabilities demonstrated would be useful for performing TBO while maintaining situation awareness and low mental workload. The TBO concept demonstrated produced defined routings around weather which resulted in a more organized, consistent flow of traffic where it was clear to both the controller and pilot what route the aircraft was to follow. In general, the controller SMEs felt that traffic flow management should be responsible for generating and negotiating the operational constraints demonstrated, in cooperation with the Air Traffic Control System Command Center, while air traffic control should be responsible for the implementation of those constraints. The SMEs also indicated that digital data communications would be very beneficial for TBO operations and would result in less workload due to reduced communications, would eliminate issues due to language barriers and frequency problems, and would make receiving, loading, accepting, and executing clearances easier, less ambiguous, and more expeditious. This paper describes an Advanced 4DT operational concept, the TBO Prototype, the demonstration scenarios and methods used, and the feedback obtained from the pilot and controller SMEs in this focus group evaluation

    Theoretical description of deformed proton emitters: nonadiabatic coupled-channel method

    The newly developed nonadiabatic method based on the coupled-channel Schroedinger equation with Gamow states is used to study the phenomenon of proton radioactivity. The new method, adopting the weak coupling regime of the particle-plus-rotor model, allows for the inclusion of excitations in the daughter nucleus. This can lead to rather different predictions for lifetimes and branching ratios as compared to the standard adiabatic approximation corresponding to the strong coupling scheme. Calculations are performed for several experimentally seen, non-spherical nuclei beyond the proton dripline. By comparing theory and experiment, we are able to characterize the angular momentum content of the observed narrow resonance.Comment: 12 pages including 10 figure
