Why rising tides dont lift all boats? An explanation of the relationship between poverty and unemployment in Britain

Abstract: This paper is motivated by the lack of any obvious relationship between aggregate poverty and unemployment in Great Britain. We derive a framework based on individuals' risks of unemployment and poverty, and how these vary over the economic cycle. Analysing the British Household Panel Survey for 1991-96, we are able to square the micro evidence - that unemployment matters for poverty - with the macro picture - that there's no strong link. We then go on to identify which household and individual characteristics are associated with whether an individual's poverty risk is vulnerable to the economic cycle.Poverty, unemployment, economic cycle

We provide a critique of the methods that have been used to derive measures of income risk and draw attention to the importance of demographic factors as a source of income risk. We also propose new measures of the contribution to total income risk of demographic and labour market factors. Empirical evidence supporting our arguments is provided using data from the British Household Survey.

Current DAMS In 3D: Access, Storage, And Preservation

The digital asset management systems (DAMS) landscape is rapidly evolving, and many new products have become available in the past few years. DAMS tend to vary widely in terms of scope, technical specifications, functionality, usability, and price point – so DAMS evaluations can be somewhat complex. The Orbis Cascade Alliance appointed a Digital Services Team to evaluate DAMS and consider offering an affordable digital repository platform for members. DAMS can fulfill a range of needs. Typical goals for libraries and archives include enabling access to digital content and providing short or long-term storage for digital objects and data. More recently, digital preservation (practices that ensure continued access to digital objects over time) has also emerged as a critical concern of libraries and cultural heritage institutions. The Universities’ Role in Assisting States in Obtaining Highly Qualified Teachers

The Virginia Department of Education solicited proposals from colleges and universities with approved programs in special education to provide coursework and activities for teachers to gain competencies required for special education endorsements. The department was specifically interested in innovative delivery formats that addressed special education personnel needs while being responsive to the demands of working professionals. Liberty University was one of the eligible applicants of this grant as they offered courses through distance learning for teachers across the Commonwealth to complete the requirements for standard special education licensure. The grant funds provided by the Commonwealth of Virginia and support offered by an on-site mentor, as well as university faculty, ensured that each individual in the Commonwealth public school special education system had the opportunity to become a highly qualified practitioner

PETALS: AN ASSESSMENT OF THE OUTCOMES OF A SERVICE FOR BEREAVEMENT DURING CHILDBIRTH

Objectives: We aimed to evaluate the outcomes of Petals: a charitable organisation in Cambridgeshire. Petals provides counselling for women and couples who have suffered perinatal bereavement, or trauma during pregnancy or birth. This paper attempts to evaluate the effect of counseling interventions at this difficult time. Methods: Outcomes were recorded in 42 patients using the CORE (Clinical Outcomes in Routine Evaluation) system. CORE was developed to assess the effectiveness of psychological therapies. CORE-OM (CORE Outcome Measure) involves a questionnaire that assesses subjective well-being, symptoms / problems, function, and risk to self and others. The CORE-OM questionnaire was completed before and after the counselling sessions. Results: The CORE-OM scores were summated into a global representation of severity. Severity decreased in all patients. Symptoms of psychological pathology were also decreased in all cases. Conclusion: A review of the available literature indicates that little is known about the efficacy of therapy for perinatal bereavement and trauma. These original data suggest convincing efficacy and benefits, but the numbers involved are small.Further trials with greater sample sizes are required
