    Tourism industry responses to the rise of sustainable tourism and related environmental policy initiatives: the case of Hue City, Vietnam

    Tourism is promoted by the governments of many developing countries because it offers the potential for creating jobs, thus generating income for the country and revenue for the government. However, the tourism industry can also be viewed as a destructive force, associated with negative externalities such as the loss of natural landscapes, congestion, and environmental and cultural degradation. These problems are more likely to be exacerbated where there is a lack of well-designed planning and effective management of tourism development. An essential component of any management of tourism is the ability to engage with, and get a positive response from, the tourism industry. There are a wide range of enterprises involved in providing tourist products and experiences, and in many nations, both developing and developed, a large number of these businesses are small and medium in size and tend to operate at a local scale. The informal nature of tourism enterprises in the developing world can make it difficult to spread awareness of tourism policy and to measure moves towards more sustainable performance on the part of the industry. Using the case study of tourism in the city of Hue, this thesis argues that it is essential to understand both what tourism enterprises know about sustainable tourism practice and policy and also how they respond to its adoption, if we are to more fully understand tourism and its links to sustainable economic development. Located on the central northern coast of Vietnam, Hue is well known for its cultural resources and natural beauty, and the province has become a major tourism centre in Vietnam. The city of Hue itself is recognized as having international heritage value and was listed as a world cultural heritage site by UNESCO in 1993. During the last decade, tourism revenues have increased by nearly 35% per annum, and Hue has made great efforts to both stimulate and cater for increasing demand for its tourism products and services. The Vietnamese government has introduced a number of policies designed to enhance environmental quality generally and, more specifically, to improve the sustainability of enterprises in the tourism sector. This thesis examines the degree to which tourism enterprises in the city of Hue are aware of the broad concept of sustainable tourism and of the specific legislation designed to influence the sustainability of their businesses. I examine the structure and make-up of the industry and then analyse whether characteristics such as size, ownership type and sectoral focus play a role in influencing awareness of, and response to, government policy. The research triangulates data-gathering methods: secondary data, literature reviews, semi-structured interviews and an enterprise survey are all used to gain insights into the core research questions. Each method feeds into and is strengthened by the others, and their combination (including 50 interviews and 180 survey responses) provides a robust data set to work from. The findings reveal that many of the firms operating in the Hue tourism industry are characterized by weak institutional practices, low financial capacity, poor facilities and a lack of broader awareness of policies that influence sustainable tourism practice. The tourism industry’s awareness of general sustainable development issues is low, and much business practice focuses on short-term rather than long-term perspectives. This limits the use of environmentally friendly practices by firms, especially small- and medium-scale enterprises (SMEs), in their daily business activities. The study reveals that there is no significant variation in the adoption of sustainable tourism practices according to the size of enterprises, especially if the practices in question are simple and can be introduced with cost savings. However, as the cost and complexity of introducing environmental measures increases, we see a greater ability on the part of larger enterprises to adopt such actions – partly because they are in a stronger position to bear the short-terms costs of implementing such approaches. There are a wide range of factors that constrain the Hue tourism industry from adopting more sustainable tourism practices. Internal constraints such as limited financial and human resources are combined with external constraints such as increasing cost-based competition, the lack of enforcement of government policies, and limited awareness of sustainable tourism pracitces. All of these factors play a crucial role in shaping the actions of enterprises in relation to sustainable tourism practices and policies. The results of this study also point to the fact that government sustainable tourism initiatives that rely on ‘command-and-control’ approaches will have limited effect; instead, a variety of institutional economic instruments offer greater potential to overcome deficiencies in the ability of the market to drive tourism enterprises towards more sustainable business practices. The thesis also argues that it is important to develop approaches that can cope with the special challenges attached to management of sustainable tourism development in destinations that are dominated by SMEs. The thesis contributes to the growing body of theory and literature in sustainable tourism development and tourism-enterprise behaviour. It also makes an important contribution to our understanding of tourism enterprises in the developing world. In particular, the findings add an important layer of understanding to those attempting to develop a more sustainable tourism industry in Vietnam. Specifically, it provides policy-makers with important insights into the ways in which different types of tourism enterprises respond to initiatives that relate to improved business sustainability

    This paper presents the results of the study aiming to quantify factors affecting urban land prices in Binh Tri Thien region. The primary and secondary data collection methods were used to collect data for the study. Descriptive statistical analysis methods and Hedonic regression were applied to quantify the factors affecting urban land prices. Research results show that there are 10 factors affecting urban land prices. Specifically, 6 factors increasing urban land prices include factors reflecting the quality of urban land products, legal factors, land location and environmental factors. Four factors decreasing urban land prices include distance to urban center, plot depth, risk of flooding, and plot size. These research results are an important part in determining the land price framework and valuing urban land in the Binh Tri Thien area.Bài báo trình bày kết quả nghiên cứu lượng hóa các yếu tố ảnh hưởng đến giá đất đô thị khu vực Bình Trị Thiên. Các phương pháp phân tích thống kê mô tả và hồi quy Hedonic được áp dụng để lượng hóa các nhân tố ảnh hưởng đến giá đất. Kết quả nghiên cứu cho thấy có 11 nhân tố tác động đến giá đất đô thị. Trong đó có bảy nhân tố tác động làm tăng giá đất, bao gồm các nhân tố phản ánh chất lượng sản phẩm đất đô thị, yếu tố pháp lý, yếu tố môi trường, vị trí thửa đất, tỷ lệ xây dựng cho phép. Bốn nhân tố tác động làm giảm giá đất đô thị gồm khoảng cách từ thửa đất đến trung tâm thành phố, chiều sâu của thửa đất, rủi ro ngập lụt và tổng diện tích của thửa đất. Các kết quả nghiên cứu này có thể sử dụng làm căn cứ xác định khung giá đất và định giá đất ở đô thị mới khu vực Bình Trị Thiên

    Effect of Higher Landau Levels on the Transverse Thermoelectric Conductivity in High-TcT_{c} Superconductors

    We investigate effect of higher Ladau levels on the transverse thermoelectricconductivity αxy\alpha_{xy}, describing the Nernst effect in high-TcT_c superconductors, by using the time-dependent Ginzburg-Landau theory in two dimensional model withthermal noise. The transverse thermoelectric conductivity is calculated inthe self-consistent Gaussian approximation. Our results indicate that thehigher Landau levels are, the less these levels contribute to the transversethermoelectric conductivity. Our results are in good agreement with experimental dataon high-Tc superconductor

    Electrical conductivity beyond linear response in layered superconductors under magnetic field

    The time-dependent Ginzburg-Landau approach is used to investigate nonlinear response of a strongly type-II superconductor. The dissipation takes a form of the flux flow which is quantitatively studied beyond linear response. Thermal fluctuations, represented by the Langevin white noise, are assumed to be strong enough to melt the Abrikosov vortex lattice created by the magnetic field into a moving vortex liquid and marginalize the effects of the vortex pinning by inhomogeneities. The layered structure of the superconductor is accounted for by means of the Lawrence-Doniach model. The nonlinear interaction term in dynamics is treated within Gaussian approximation and we go beyond the often used lowest Landau level approximation to treat arbitrary magnetic fields. The I-V curve is calculated for arbitrary temperature and the results are compared to experimental data on high-TcT_{c} superconductor YBa2_{2}Cu3_{3}O%_{7-\delta}.Comment: 8 pages, 3 figure

    Estimating the welfare loss to households from natural disasters in developing countries: a contingent valuation study of flooding in Vietnam

    Background: Natural disasters have severe impacts on the health and well-being of affected households. However, we find evidence that official damage cost assessments for floods and other natural disasters in Vietnam, where households have little or no insurance, clearly underestimate the total economic damage costs of these events as they do not include the welfare loss from mortality, morbidity and reduced well-being experienced by the households affected by the floods. This should send a message to the local communities and national authorities that higher investments in flood alleviation, reduction and adaptive measures can be justified since the social benefits of these measures in terms of avoided damage costs are higher than previously thought. Methods: We pioneer the use of the contingent valuation (CV) approach of willingness-to-contribute (WTC) labour to a flood prevention program, as a measure of the welfare loss experienced by household due to a flooding event. In a face-to-face household survey of 706 households in the Quang Nam province in Central Vietnam, we applied this approach together with reported direct physical damage in order to shed light of the welfare loss experienced by the households. We asked about households’ WTC labour and multiplied their WTC person-days of labour by an estimate for their opportunity cost of time in order to estimate the welfare loss to households from the 2007 floods. Results: The results showed that this contingent valuation (CV) approach of asking about willingness-to-pay in-kind avoided the main problems associated with applying CV in developing countries. Conclusion: Thus, the CV approach of WTC labour instead of money is promising in terms of capturing the total welfare loss of natural disasters to households, and promising in terms of further application in other developing countries and for other types of natural disasters

    Diterpenoids from Fokienia hodginsii.

    In continuous research on the chemical constituents of the twigs and leaves of Fokienia hodginsii (Dunn) A. Henry et Thomas growing in Highland, Lam Dong province 4 diterpenoids, including 3-oxo-totarol (totarolone, 1), 3β-hydroxytotarol (2), 15-nor-labda-8(17),12E-diene-14-carboxaldehyde-19-oic acid (3) and 13-oxo-15,16-dinorlabda-8(17),11E-diene-19-oic acid (4) were isolated. Their structures were elucidated by the spectroscopic methods and comparison with reported data. This is the first report on the isolation of compounds 1, 2 and 3 from this plant. Keywords.     Terpenoids from Dacrycarpus imbricatus.

    The phytochemical investigation of the hexane extract from the twigs and leaves of Dacrycarpus imbricatus (Blume) de Laub led to the isolation of a rare sesquiterpene, spathulenol (1) along with three diterpenes named pimaric acid (2), trans-communic acid (3) and cis-communic acid (4). Their structures were determined by combination of spectral analysis and comparison with reported data. This is the first report on isolation of compound 1 from the Podocarpaceae family. Keywords.     Background: Tuberculosis kills more people than any other bacterial infection worldwide. In tuberculous meningitis (TBM), a common functional promoter variant (C/T transition) in the gene encoding leukotriene A4 hydrolase (LTA4H), predicts pre-treatment inflammatory phenotype and response to dexamethasone in HIV-uninfected individuals. The primary aim of this study is to determine whether LTA4H genotype determines benefit or harm from adjunctive dexamethasone in HIV-uninfected Vietnamese adults with TBM. The secondary aim is to investigate alternative management strategies in individuals who develop drug induced liver injury (DILI) that will enable the safe continuation of rifampicin and isoniazid therapy.  Methods: We will perform a parallel group, randomised (1:1), double blind, placebo-controlled,  multi-centre Phase III non-inferiority trial, comparing dexamethasone versus placebo for 6-8 weeks in addition to standard anti-tuberculosis treatment in HIV-uninfected patients with TBM stratified by LTA4H genotype. The primary endpoint will be death or new neurological event. The trial will enrol approximately 720 HIV-uninfected adults with a clinical diagnosis of TBM, from two hospitals in Ho Chi Minh City, Vietnam. 640 participants with CC or CT- LTA4H genotype will be randomised to either dexamethasone or placebo, and the remaining TT- genotype participants will be treated with standard-of-care dexamethasone. We will also perform a randomised comparison of three management strategies for anti-tuberculosis DILI. An identical ancillary study will also be perfomed in the linked randomised controlled trial of dexamethasone in HIV-infected adults with TBM (ACT HIV).  Discussion: Previous data have shown that LTA4H genotype may be a critical determinant of inflammation and consequently of adjunctive anti-inflammatory treatment response in TBM. We will stratify dexamethasone therapy according to LTA4H genotype in HIV-uninfected adults, which may indicate a role for targeted anti-inflammatory therapy according to variation in LTA4H C/T transition. A comparison of DILI management strategies may allow the safe continuation of rifampicin and isoniazid

    The c-axis fluctuation conductivity in layered superconductors in a strong electric field under a magnetic field

    The effect of a high electric field on the c-axis fluctuation conductivity in layered superconductors near the superconducting transition is investigated by the time-dependent Ginzburg-Landau equation. The c-axis fluctuation conductivity is calculated in self-consistent Gaussian approximation for an arbitrarily strong electric field and a magnetic field perpendicular to the layers. Our results include all Landau levels and have refined analytical form. The results in linear response are in good agreement with the experimental data in a wide region around Tc in high Tc superconductor. We also show that high electric fields can be effectively used to suppress the c-axis fluctuation conductivity in high-temperature superconductors
