"Apartment including car for rent" - needs and challenges in implementation and use of (e-) car-sharing as an innovative mobility concept in residential complexes from residents and operators view

Zusammenfassung in englischer SpracheAbweichender Titel nach Übersetzung der Verfasserin/des VerfassersDie vorliegende Arbeit zum Thema "Wohnung mit Auto zu vermieten - Wohnbauten mit integriertem (E-)Car-Sharing-Angebot als Zukunftstrend, Bedürfnisse und Herausforderungen in Umsetzung und Nutzung von (E-)Car-Sharing als innovatives Mobilitätskonzept in Wohnhausanlagen aus BewohnerInnen- und BetreiberInnensicht" beschäftigt sich schwerpunktmäßig mit der Funktionsweise, Organisation und Analyse von (E-)Car-Sharing-Systemen in Wohnhausanlagen sowie mit der Gegenüberstellung der Mobilitätsvorstellungen von BewohnerInnen mit dem Mobilitätsangebot (E-)Car-Sharing in Wohnhausanlagen. Dabei wird die Frage "Inwieweit stimmen die Mobilitätsvorstellungen der BewohnerInnen von Wohnhausanlagen mit den Merkmalen von (E-)Car-Sharing-Angeboten in Wohnbauten überein und welche Maßnahmen fördern die Inanspruchnahme und Nutzungshäufigkeit dieser Angebote?" näher behandelt. Aus methodischer Sicht wurden zur Beantwortung dieser Frage sowohl eine umfassende Literaturrecherche in Form einer Sekundärrecherche, als auch persönliche Befragungen von BetreiberInnen von (E-)Car-Sharing in Wohnhausanlagen sowie eine Online-Befragung der BewohnerInnen von Wohnhausanlagen (NutzerInnen und Nicht-NutzerInnen von (E-)Car-Sharing) durchgeführt. Die grundlegenden Kriterien zur Erfüllung der Mobilitätsbedürfnisse, welche von den BewohnerInnen von Wohnhausanlagen als wichtig erachtet werden, sind im Groben sehr ähnlich. Als wichtigste Mobilitätsfaktoren werden Zeit, Kosten, Bequemlichkeit und Umweltfreundlichkeit ermittelt. Die individuellen Interpretationen und Ausprägungen dieser und weiterer ergänzender Kriterien sind aber teilweise sehr unterschiedlich. Car-Sharing alleine kann die Mobilitätswünsche und Kriterien der BewohnerInnen zur Erfüllung der Mobilitätsbedürfnisse grundsätzlich abdecken, aber nicht immer optimal. Teilweise werden die Faktoren durch andere Verkehrsmittel besser abgedeckt. Car-Sharing soll aber auch vielmehr als Ergänzung zu bestehenden Verkehrsmitteln, vor allem den Verkehrsmitteln des Umweltverbundes, umgesetzt werden und einen Mehrwert in der Mobilität der BewohnerInnen einer Wohnhausanlage bieten. Ein Zusammenspiel aus der Inanspruchnahme verschiedener Verkehrsmittel und Mobilitätskonzepte ist erstrebenswert und notwendig. Die Bereitschaft zur Änderung des Mobilitätsverhaltens und damit einhergehend zur Nutzung eines Car-Sharing Angebots anstelle des privaten Pkws ist im Zuge eines Wechsels des Wohnstandorts am größten. Die Inanspruchnahme und Nutzungshäufigkeit kann insbesonders durch eine gezielte frühzeitige Bewerbung und Sichtbarmachen des Mobilitätsangebots Car-Sharing sowie durch niedrige Einstiegsbarrieren beeinflusst werden. Vor allem aus rechtlicher Sicht sind ergänzend entsprechende Adaptionsmaßnahmen zur Förderung von Car-Sharing in Wohnhausanlagen notwendig, wie eine Anpassung des Mietrechtsgesetzes oder eine Lockerung der Pkw-Stellplatzverpflichtung, um die Umsetzung von wohnstandortbezogenen Car-Sharing Systemen zu erleichtern.This thesis on the theme "Apartment with car for rent - residential buildings with an integrated (e-)car-sharing offer as a future trend, needs and challenges in the implementation and use of (e-)car-sharing as an innovative mobility concept in residential buildings from residents and operators view" focuses on the functionality, organization and analysis of (e-)car- sharing systems in residential buildings, as well as the comparison of residents mobility habits and needs with the mobility offer (e-)car-sharing in residential buildings. The aim is to answer the following question in this thesis: "To what extent do the residents mobility habits agree with the characteristics of (e-)car-sharing offers in residential buildings and what kind of measures promote the consumption and user frequency of these offers?". From the methodological point of view, a comprehensive literature research in the form of a secondary research, as well as personal surveys among operators of (e-)car-sharing offers in residential buildings and an online survey of the residents of residential building (users and non-users of (e-)car-sharing) were carried out. The basic factors to meet the mobility needs of residents of residential buildings are very similar among the residents. The most important factors are time, cost, convenience and environmental friendliness. However, the individual interpretations and expressions of these and other supplementary criteria are, in part, very different. In general, car-sharing covers the factors to meet the mobility needs of the residents, but not always in an optimal way. Partly, the factors are better covered by other means of transport. Car-sharing should instead be implemented as a complement to existing means of transport, in particular public transport. It should offer added value for the mobility of the residents. A combination of the use of different means of transport and mobility concepts is desirable and necessary. The willingness to change the mobility behavior and therefore to use a car-sharing offer instead of the private car is highest when people change their residential location. The use and frequency of use can be influenced in particular by a targeted early promotion and visibility of the mobility offer car-sharing, as well as by low entry barriers in case of registration. Above all, complementary adaptation measures from the legal point of view are necessary to promote car sharing in residential buildings, such as an adaptation of the tenancy law or an easing of the pitch obligation.15
