The position of Colombia on the Brazilian foreign policy agenda between 2003 and 2010

Orientador: Shiguenoli MiyamotoDissertação (mestrado) - Universidade Estadual de Campinas, Instituto de Filosofia e Ciências HumanasResumo: Este trabalho objetiva compreender o lugar da Colômbia na agenda de política externa brasileira durante a administração do presidente Luiz Inácio Lula da Silva (2003-2010), em seu projeto de inserção internacional, caracterizado pela promoção de integração regional, diversificação de parcerias, defesa do multilateralismo e de reformas das instituições internacionais. Dessa maneira, buscaremos responder se os resultados práticos fizeram jus ao discurso político-diplomático, ou seja, se a inserção internacional desejada pelo Brasil correspondeu à inserção possível no cenário internacional. Para tanto, após analisarmos os dados de comércio bilateral do Brasil com seus principais parceiros no âmbito internacional, daremos maior atenção à América do Sul, que constituiu o eixo prioritário de política externa durante aquele período e onde o Brasil buscou se aproximar de países tradicionalmente distantes na região. Assim, para melhor análise, focaremos no caso específico da Colômbia, comparando a retórica na esfera bilateral com os resultados na balança comercialAbstract: The purpose of this work is to comprehend the position of Colombia within the Brazilian foreign policy agenda during the Luiz Inácio Lula da Silva (2003-2010) administration in its project of international insertion, characterized by the promotion of regional integration, diversification of partnerships, multilateralism and reform of international institutions. As a result, we are going to try to answer whether the practical results has justified the political-diplomatic discourse, that is, if the desired international insertion corresponded to the real insertion in the international scenario. Therefore, after a brief analysis of Brazil's bilateral trade data with its main international partners, we are going to pay more attention to South America, which was the priority of foreign policy during that period of time and where Brazil sought to approach traditionally distant countries in the region.
