    A review of volunteered geographic information for disaster management

    The immediacy of locational information requirements and importance of data currency for natural disaster events highlights the value of volunteered geographic information (VGI) in all stages of disaster management, including prevention, preparation, response, and recovery. The practice of private citizens generating online geospatial data presents new opportunities for the creation and dissemination of disaster-related geographic data from a dense network of intelligent observers. VGI technologies enable rapid sharing of diverse geographic information for disaster management at a fraction of the resource costs associated with traditional data collection and dissemination, but they also present new challenges. These include a lack of data quality assurance and issues surrounding data management, liability, security, and the digital divide. There is a growing need for researchers to explore and understand the implications of these data and data practices for disaster management. In this article, we review the current state of knowledge in this emerging field and present recommendations for future research. Significantly, we note further research is warranted in the pre-event phases of disaster management, where VGI may present an opportunity to connect and engage individuals in disaster preparation and strengthen community resilience to potential disaster events. Our investigation of VGI for disaster management provides broader insight into key challenges and impacts of VGI on geospatial data practices and the wider field of geographical science

    Assessing the potential for tertiary nitrification in sub-surface flow constructed wetlands

    The challenge of how to maintain or improve wastewater treatment performance without causing an excessive increase in energy or costs is increasingly focussed towards ammonia. On small sewage treatment works, solutions have historically been energy intensive: to divert waste to a larger plant, add a polishing step to the end of the process flow sheet or upgrade and replace upstream processes. Constructed wetlands (CWs) offer a low energy alternative to meet these challenges. This review explores oxygen transfer theory; nitrification performance of existing CW systems, and the key affecting factors to be considered when implementing the technology for tertiary treatment upgrades. Future perspectives include the use of artificial aeration and greater consideration of vertical sub-surface flow systems as they achieve the nitrification capacity in a smaller footprint than horizontal flow systems and, where suitable hydraulics permit, can be operated under very low energy demand

    Performance of four full-scale artificially aerated horizontal flow constructed wetlands for domestic wastewater treatment

    A comparison of the performance of four full-scale aerated horizontal flow constructed wetlands was conducted to determine the efficacy of the technology on sites receiving high and variable ammonia loading rates not yet reported in the literature. Performance was assessed in terms of ammonia and solids removal, hydraulic conductivity and mixing patterns. The capability of systems to produce ammonium effluent concentrations <3 mgNH4 + -N/L was observed across all sites in systems receiving variable loadings between 0.1 and 13.0 gNH4 + -N/m2 /d. Potential resilience issues were observed in relation to response to spike loadings posited to be due to an insufficient nitrifying population within the beds. Hydraulic conductivity and flow mixing patterns observed suggested deterioration of the reactor effective volume over time. Overall, the study demonstrates the efficacy of the technology where ammonium removal is required on small sites receiving high and variable flow rates, with adequate removal of organics and solids, but no significant benefit to the long term hydraulics of the system

    Impact of aeration on macrophyte establishment in sub-surface constructed wetlands used for tertiary treatment of sewage

    The effect of artificial aeration on plant growth in constructed wetlands in terms of above and below ground biomass and nutrient uptake of two macrophyte species Phragmites australis and Typha latifolia was carried out to provide quantitative, mechanistic evidence to support any differences between the plant species establishment. Pilot scale systems were built and supplied with different intensities of aeration and corresponding controls, with supporting evidence from two full scale operational sites. Results show T. latifolia was more impacted by aeration than P. australis when comparing against their respective non-aerated controls, evidenced in reduced height, growth rate and leaf length. However, the impact was less visible due to T. latifolia's faster growth rate compared to P. australis. Micro and macronutrient uptake by each species had no discernible pattern, preventing the identification of a definitive mechanism to explain the retarded growth. However, results suggest a synergy between iron and manganese may be at play

    Primary scene responses by Helicopter Emergency Medical Services in New South Wales Australia 2008–2009

    BACKGROUND: Despite numerous studies evaluating the benefits of Helicopter Emergency Medical Services (HEMS) in primary scene responses, little information exists on the scope of HEMS activities in Australia. We describe HEMS primary scene responses with respect to the time taken, the distances travelled relative to the closest designated trauma hospital and the receiving hospital; as well as the clinical characteristics of patients attended. METHODS: Clinical service data were retrospectively obtained from three HEMS in New South Wales between July 2008 and June 2009. All available primary scene response data were extracted and examined. Geographic Information System (GIS) based network analysis was used to estimate hypothetical ground transport distances from the locality of each primary scene response to firstly the closest designated trauma hospital and secondly the receiving hospital. Predictors of bypassing the closest designated trauma hospital were analysed using logistic regression. RESULTS: Analyses included 596 primary missions. Overall the HEMS had a median return trip time of 94min including a median of 9min for activation, 34min travelling to the scene, 30min on-scene and 25min transporting patients to the receiving hospital. 72% of missions were within 100km of the receiving hospital and 87% of missions were in areas classified as ‘major cities’ or ‘inner regional’. The majority of incidents attended by HEMS were trauma-related, with road trauma the predominant cause (44%). The majority of trauma patients (81%) had normal physiology at HEMS arrival (RTS = 7.84). We found 62% of missions bypassed the closest designated trauma hospital. Multivariate predictors of bypass included: age; presence of spinal or burns trauma; the level of the closest designated trauma hospital; the transporting HEMS. CONCLUSION: Our results document the large distances travelled by HEMS in NSW, especially in rural areas. The high proportion of HEMS missions that bypass the closest designated trauma hospital is a seldom mentioned benefit of HEMS transport. These results along with the characteristics of patients attended and the time HEMS take to complete primary scene responses are useful in understanding the benefit HEMS provides and the services it replaces

    Managing multifunctional landscapes: local insights from a Pacific Island Country context

    Across Pacific Island Countries, projects and policies are incorporating objectives related to managing landscape multifunctionality to sustain flows of multiple, valued ecosystem services. Strategies to manage natural resources are often not effective, or do not have intended outcomes, if they do not account for local contexts and the varied needs and constraints of stakeholders who rely upon natural resources for their livelihoods. Through fieldwork in Ba, Fiji, local insights were generated concerning the institutional, geographic, and socio-economic factors which determine and challenge i) different stakeholders’ ability to access landscape resources, and ii) stakeholders’ capacities to benefit from ecosystem services. The following insights were generated from this research which are important for guiding management of landscape multifunctionality. In Ba, hierarchical governance systems present barriers to effective management of landscape multifunctionality, and projects or policies with aims to manage landscapes should establish context appropriate multi-scale governance. Such governance systems should facilitate communication and interaction between different stakeholders, build upon community knowledge, and support communities as key actors in landscape management. Consideration of the spatial footprint of landscape resources, stakeholders’ different physical and financial capacities, and the institutional structures that mediate access to resources should be central to landscape management and planning. Various climatic stressors affect flows of ecosystem services from the Ba landscape and people’s capacity to access landscape resources; therefore, it is important that management of landscapes also builds resilience to climate stressor

    An open - source mobile geospatial platform for promoting climate - smart livelihood - landscape systems in Fiji and Tonga

    Communities in Fiji and Tonga rely on landscape services to support a variety of livelihoods. These communities are increasingly vulnerable to climate (e.g. increasing cyclone occurrence and intensity) and environmental (e.g. mining and deforestation) stressors. Within these landscape systems, accurate and timely monitoring of human-climate-environment interactions is important to inform landscape management, land use policies, and climate-smart sustainable development. Data collection and monitoring approaches exist to capture landscape-livelihood information such as surveys, participatory GIS (PGIS), and remote sensing. However, these monitoring approaches are challenged by data collection and management burdens, timely integration of databases and data streams, aligning system requirements with local needs, and socio-technical issues associated with low-resource development contexts. Such monitoring approaches only provide static representation of livelihood-landscape interactions failing to capture the dynamic nature of vulnerabilities, and benefit only a small user base. We present a prototype of a mobile, open-source geospatial tool being collaboratively developed with the Ministries of Agriculture in Fiji and Tonga and local stakeholders, to address the above shortcomings of PGIS and other environmental monitoring and data sharing approaches. The tool is being developed using open-source mobile GIS technologies following a formal ICT for Development (ICT4D) framework. We discuss the results for each component of the ICT4D framework which involves multiple landscape stakeholders across the two Small Island Developing States. Based on the ICT4D user requirements analysis, we produced a prototype open-source mobile geospatial data collection, analysis and sharing tool. New dynamic spatial data layers related to landscape use and climate were specifically developed for use in the tool. We present the functionality of the tool alongside the results of field-testing with stakeholders in Fiji and Tonga
