    This commentary describes the changes to the structure of child-contingent support through the tax and benefit system since 1975. It also presents new results, which were produced to quantify explicitly the amount of government support for families with children, using representative samples of families from over the past three decades. With these data, it is possible to examine whether child-contingent support has become more or less progressive, or more or less slanted towards large families, lone-parents families or families with young children

    This commentary discusses the rationale for directing financial support to families with children and assesses options for a new integrated child credit. It shows how the government intends to reform the existing system to separate out the 'adult' and 'child' components of financial support, and analyses various alternatives for how the integrated child credit could be structured to meet the costs of children in different sorts of households. It also assesses how the integrated child credit could respond to changes in income and family circumstances. In doing this, it examines the economics of financial support for children and the evidence on the 'cost' of children, and assesses both the objectives set by the government for an integrated child credit and other criteria that should be used to evaluate its eventual success

    The Role of Monitoring in Reducing the Moral Hazard Problem Associated with Government Guarantees: Evidence from the Life Insurance Industry

    State guaranty funds provide partial protection to life insurance holders in the event of an insolvency, thus creating a moral hazard problem akin to the one associated with deposit insurance in the banking industry. We find that differences across states in the financing of these government guaranty systems affects risk taking by life insurance companies (LICs). In states where taxpayers do not pay for the costs of resolving insolvencies, LICs hold portfolios with lower overall stock market risk. These portfolios, however, are characterized by higher levels of both capital and risky assets. These empirical findings have policy implications for improving monitoring of financial intermediaries receiving government liability guarantees. We also examine the effects of franchise value, size and ownership structure on portfolio risk. We find that larger LICs and LICs with more franchise value take less risk. We also find that risk decreases with insider holdings until insiders own about 25 percent of the firm and increases thereafter.     The magnetic phase of the perovskite CaCrO3_3 studied with Ό+\mu^{+}SR

    We investigated the magnetic phase of the perovskite CaCrO3_3 by using the muon spin relaxation technique accompanied by susceptibility measurements. A thermal hysteresis loop is identified with a width of about 1 K at the transition temperature. Within the time scale of the muon lifetime, a static antiferromagnetic order is revealed with distinct multiple internal fields which are experienced in the muon interstitial sites below the phase-transition temperature, TN=90KT_N=90 K. Above TNT_N, lattice deformations are indicated by transverse-field muon-spin rotation and relaxation suggesting a magneto-elastic mechanism.Comment: 5 pages, 4 figures.
