The impact of policy elements on the financing costs of RE investment: The case of wind power in Germany
Renewable energy support mechanisms affect the attractiveness of projects by influencing uncertainties in revenues or expenditures and ultimately result in a change in the financing costs. The influence of feed-in tariffs on financing costs was investigated. 26 wind onshore investors were surveyed in a conjoint analysis and the results were used in a cash flow model to quantify the impact. The introduction of premium models under a fixed remuneration tariff scheme seems to increase the financing costs considerably. --
Auswirkung von Politikmaßnahmen auf das Innovationsgeschehen im Bereich der Mikro-Kraft-Wärme-Kopplung
Der Einsatz von Kraft-Wärme-Kopplung (KWK), also die gekoppelte Erzeugung von Strom und Wärme, wird in Deutschland durch eine Reihe von Gesetzes-maßnahmen gefördert. Seit einigen Jahren ist jedoch kein weiterer Anstieg des Anteils von KWK an der Stromerzeugung mehr zu beobachten. Auch entwickelt sich der Markt für Mikro-KWK-Anlagen, also Anlagen, die zum Einsatz in Ein- und Zweifamilienhäusern geeignet sind, bislang nur zögerlich. Aus diesen Gründen wird in der vorliegenden Arbeit eine qualitative Einschätzung der Auswirkungen von Politikmaßnahmen auf das Innovationsgeschehen im Mikro-Kraft-Wärme-Kopplungs-Bereich vorgenommen. Hierfür wurde eine Expertenbefragung unter fünf Produktmanagern. In der Expertenbefragung werden drei Hauptfragestellungen untersucht, die sich mit der Innovationsaktivität der Unternehmen, der Einordnung der Bedeutung verschiedener Politikmaßnahmen sowie den Erwartungen der Teilnehmer an die zukünftigen Entwicklungen der Technologie und ihrer Rahmenbedingun-gen befassen. Das Ergebnis der Befragung ist, dass die Teilnehmer die positive Wirkung der direkten Fördermaßnahmen auf die Diffusion der Technologie zu weiten Teilen aufgehoben sehen durch technische und administrative Hürden im Bereich der Anschlussbedingungen sowie der Abrechnung des Betriebs der Anlagen. Trotz der direkten Förderung der Technologie hat somit der regulatori-sche Rahmen einen negativen Einfluss auf die Technologieentwicklung. von Unternehmen aus der Branche durchgeführt. Als Handlungsempfehlungen für eine effizientere Gestaltung der politischen Rahmenbedingungen für die Technologie ergibt sich die Forderung nach Konsistenz und langfristiger Verlässlichkeit von Politikmaßnahmen. Die teilnehmenden Hersteller geben an, dass sie langfristig die Unabhängigkeit von direkten Fördermaßnahmen anstreben, so dass der Fokus für weitere Politikmaßnahmen auf den regulatorischen Rahmenbedingungen und dem Abbau der technischen und administrativen Hürden liegen sollte. --
Rural financial markets under transformation : a study on credit supply and demand in Romania's private farm sector
The study analyses the credit supply and demand of farms in the rural area of Romania. A qualitative analysis describes and outlines the problems and bottelnecks the financial and agricultural sector are facing during the transformation period. A detailed quantitative analysis gives the credit supply and demand. Based on a multiple non-linear regression the demand function is derived. Taking into account the special situation in transition countries, the collateral requirements and its evaluation process, the price and market uncertainties as well as the orientation of the farm household on utility maximization, results in different capital demand structures. The credit supply of the financial institution with variing transactions costs is derived from a partial profit function. The results show, that a strong focus of the financial institutions on collateral prevents a matching of credit supply and demand since the farm households are not willing to provide collateral when their total assets are rather limited. A higher screening effort of the banks increases transaction cost but also reduces the default risk.Die Arbeit untersucht das Kreditangebot und -nachfrage von landwirtschaftlichen Privatbetrieben im ländlichen Raum Rumäniens. In einer qualitativen Analyse werden zunächst die Probleme und Engpässe des Finanzsektors und der Agrarsektors betrachtet. Anschließend erfolgt die Ermittlung der Kapitalnachfrage mittels einer multiplen nicht-linearen Regression. Unter Berücksichtigung von Kreditsicherheiten, deren Bewertungsprozess, und Ertrags- und Preisunsicherheiten und der Orientierung des landwirtschaftlichen Haushalts an der Nutzenmaximierung ergeben sich unterschiedliche Kapitalnachfragesstrukturen. Diese werden dem Kapitalangebot gegenüber gestellt, das sich aus einer partiellen Gewinnfunktion der Finanzinstitute mit variierenden Transaktionskosten ableitet. Es zeigt sich, das bei einer starken Orientierung der Kreditvergabe an Sicherheiten kein oder nur ein geringes Zusammentreffen des Angebots und der Nachfrage stattfindet. Die kleinbäuerlichen Betriebe sind nicht bereit, Teile ihres geringen Vermögens unter unsicheren Verhältnissen als Sicherheiten zu stellen. Eine Ausweitung des Screenings führt zu relativ hohen Transaktionskosten und damit zu höheren Mindestkreditbeträgen, es reduziert aber zugleich das Ausfallrisiko der Finanzinstitute

Green change: renewable energies, policy mix and innovation
A far-reaching transformation to green, CO2–free solutions is needed to achieve the ambitious climate policy target of limiting the global temperature rise to not more than 2°C. With this in mind, the GRETCHEN project explored the impacts of the policy mix on innovation in renewable power generation technologies in Germany at three levels: the micro level, focusing on the perspective of individual companies, the meso level, examining industry structures and the innovation system, and the macro level, modelling macroeconomic effects and CO2 emissions.
The impact of the policy mix was analysed at these three levels for the following aspects: political targets to expand power generation from renewable energy sources, technology push, demand pull and systemic instruments as well as their interaction within the instrument mix, and the consistency and credibility of the policy mix and the coherence of political processes.
The policy mix needed for a green transformation of the energy system can be considered holistically and valuated with regard to its innovation impact based on the policy mix concept developed in the GRETCHEN project. The corresponding findings are synthesized in this report on the results of the GRETCHEN project concerning the influence of the policy mix on technological and structural change in renewable power generation technologies in Germany
Impact of RE policy on technology costs - PV system costs in Germany
The tremendous promotion of renewable energy technology (RET) deployment in Germany has entailed considerable costs and benefits. However, these costs and benefits accrue at different levels, are linked to different actors across time and making an assessment challenging. Especially, decreasing technology costs are considered as one major benefit of RET deployment and are used to argue for RET policy support. To capture these impacts, learning curves have been applied in many studies. Although learning curves include factors beyond demand, e.g. research and development, they ignore the interaction between demand and supply. This concept tends to include the impact of policies on demand and supply, and costs by applying a structural equation model. The results show that increased demand for PV modules increases prices while learning effects and large scale production decreases them
